PARKS AND RECREATION COMMISSION AGENDA REPORT TO: Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: 9/2/2025 Regular Meeting SUBJECT: Consider Proposed Playground Equipment and Splash Pad Equipment for the Hitch Ranch Development Project BACKGROUND The Hitch Ranch Development was approved by the City Council on June 15, 2022. The project will include two new City parks that will be designed and constructed by the developer (Comstock Homes) and dedicated to the City. Park A is a passive park approximately 7.23 acres in size and Park B is an active park approximately 6.77 acres in size. A provision of the Development Agreement states that the design of the parks is subject to the recommendations of the Parks and Recreation Commission (Commission) and approval by the City Council. On October 7, 2024, staff presented an agenda report to the Commission to consider the Conceptual Park Plans, Restroom Building and Multi-purpose Room for the Hitch Ranch Development Project. The Commission made a recommendation for the City Council to approve the Conceptual Plans with the understanding that the developer will return at a future date to provide sufficient detail regarding the major park components, such as the splash pad and playground equipment. On June 2, 2025, staff presented an agenda report to the Commission to consider the playground and splash pad equipment (herein referred to as Equipment) and re- approve the Conceptual Park Plans, as several changes have been proposed since the Commission first considered the designs in October, 2024. The Equipment that was proposed, included a variety of features designed to challenge and engage children of all ages and included design elements that tied in with the nature-based aesthetic of the High Ranch Community. However, although the Commission made a recommendation for the City Council to approve the Conceptual Plans, the Commission felt that the Equipment should feature an agrarian aesthetic in order to highlight Moorpark’s agricultural history, and requested that the developer revise the Equipment and return to the Commission at a later date for consideration. For reference, the June 2, 2025 staff report is included as Attachment 3. 1 DISCUSSION The development team has submitted revised Equipment for the Hitch Ranch Development Project. The design team has taken the Commission’s recommendations that were provided on June 2, 2025 and incorporated them into the final design. For instance, the Equipment is designed with an agrarian based aesthetic and includes several custom elements such as metal galvanized roofing and custom side panels, that are common in an agricultural setting. Additionally, although the features can’t be combined, the design team included two structures to challenge children in the 2–5-year age group. This was provided in response to the Commission’s recommendation to provide a larger feature for younger children so that they can gain confidence as they grow and move toward more challenging features. Playground Equipment: As mentioned, the playground equipment takes its inspiration from an agrarian -based aesthetic. The playground equipment includes two play structures for children in the 2– 5-year age group and a playground structure for children in the 5–12-year age group with a metal shade covering. Similar to the Equipment originally proposed, the 5–12- year structure takes advantage of the existing topography, whereby the slide extends down a sloped area and includes a variety of hillside climbers. Additionally, the playground equipment includes a wheelchair accessible merry-go-round, a spinner, and a variety of climbing and balance features. The playground area is accessible to the upper level by an ADA compliant concrete ramp . Details of all the features are provided in Attachment 1. Splash Pad Equipment: The splash pad equipment includes a variety of above ground and below ground features, including stone features that tie in with the nature -based aesthetic of the Hitch Ranch Community, and highlights a similar color scheme as the playground equipment. The play features are separated into Play Zones (i.e. A ctivity Zone, Universal Zone, Dynamic Zone), and offer a variety of challenges and opportunities for collaboration and interactive play. The features are designed to be enjoyed by children of all ages. Details of all the features are provided in Attachment 2. STAFF RECOMMENDATION Make a recommendation to the City Council to approve the Splash Pad and Playground Equipment. Children and/or caretakers in mobility devices are able to seamless enter, exit and operate the spinner autonomously.
