OF THE CITY OF MOORPARK
Moorpark, California April 16, 2025
A Regular Meeting of the City Council of the City of Moorpark was held on Wednesday,
April 16, 2025, at 6:30 p.m. in the Council Chambers of said City located at 323 Science
Drive, Moorpark, California. All items listed are heard and acted upon by the City Council
unless otherwise noted.
1. CALL TO ORDER:
Mayor Enegren called the meeting to order at 6:30 p.m.
2. PLEDGE OF ALLEGIANCE:
Assistant Ventura County Sheriff Jose Rivera led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Barrett, Castro, Delgado, Means, and Mayor
Enegren.

Mayor Enegren introduced new Moorpark Police Chief, Nick Odenath,
Captain with Ventura County Sheriff's Office.
B. Introduction of New Employee, Areli Perez, Associate Planner II in the
Community Development Department.
Mayor Enegren introduced new City employee, Areli Perez, Associate
Planner II in the Community Development Department.
C. Proclamation Declaring May 3, 2025, as the City of Moorpark's Observance
of Arbor Day.
Mayor Enegren presented a Proclamation to Parks & Facilities Supervisor
Leland Baxter, declaring May 3, 2025, as the City of Moorpark's
Observance of Arbor Day.

5. PUBLIC COMMENT:
Ken Rayzor spoke to announce the Apricot Festival on Saturday, May 10 at Arroyo
Vista Community Park from 11:00 a.m. to 5:00 p.m. and commented there will be
50 arts and crafts vendors, an animal show by Moorpark College, many music
acts, story time from the City Library, dancers, food, craft beer and wine, and more.
6. REORDERING OF, AND ADDITIONS TO, THE AGENDA:

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON

Councilmember Means reported on April 9 he attended the City Council Strategic
Planning meeting.
Councilmember Means reported on April 10 he attended the State of the City
address.
Councilmember Means reported on April 13 he attended the San Fernando Coffee
Company ribbon cutting.
Councilmember Castro reported on April 9 he attended the City Council Strategic
Planning meeting.
Councilmember Castro reported on April 10 he attended the State of City address.
Councilmember Castro reported on April 14 he attended the Battle of the Badges
charity golf tournament dinner.
Councilmember Delgado reported on April 7 she, along with Mayor Enegren and
Parks & Recreation Director Laurentowski, visited a freshman class at the High
School at Moorpark College where the attendees engaged in thoughtful questions
and discussions about the Council and the City.
Councilmember Delgado reported on April 10 she, along with Councilmember
Barrett, attended the Moorpark Young Professionals lunch group which meets on
the second Thursday of each month at alternating Moorpark restaurants.
Councilmember Delgado reported on April 10, she along with fellow
Councilmembers and City staff attended the State of the City address which had
a large turnout of attendees.
Councilmember Delgado reported on April 13, along with fellow Councilmembers,
Chamber members and Assistant City Manager Gagajena, she attended the
ribbon cutting for San Fernando Coffee Company.

Councilmember Delgado reported on April 15, she attended the Olympic Task
Force meeting along with Supervisor Parvin to get Moorpark and Simi Valley on
the Olympic map.
Councilmember Barrett reported on April 3 he attended Clean Power Alliance
Board meeting.
Councilmember Barrett reported on April 8 he met with the Friends of the Library
on their brick campaign in conjunction with the Moorpark Morning Rotary.
Councilmember Barrett reported on April 8 he attended the Moorpark Chamber
Executive Board meeting.
Councilmember Barrett reported on April 9 he attended the City Council retreat
and goal-setting meeting.
Councilmember Barrett reported on April 10 he attended the Young Professionals
luncheon meeting and the State of the City address.
Councilmember Barrett reported on April 11 he attended Seussical the Musical at
the High Street Arts Center.
Councilmember Barrett reported on April 14 he attended the Battle of the Badges
dinner hosted by the Ventura County Deputy Sheriffs' Association and the Ventura
County Professional Firefighters' Association.
Mayor Enegren reported on April 3 he attended a promotion barbeque for
Commander Hendren at the Police Services Center.
Mayor Enegren reported on April 4 he attended the Ventura County Transportation
Commission meeting.
Mayor Enegren reported on April 7 he and Councilmember Delgado attended a
meeting at the High School at Moorpark College where they discussed how the
City and Council work.
Mayor Enegren reported on April 9 he attended the City's goal setting meeting.
Mayor Enegren reported on April 10 he attended the State of City address.
Mayor Enegren reported on April 11 he met with Moorpark College leadership and
also attended the Officer of the Year Awards event held by the Moorpark Rotary
Club.
Mayor Enegren reported on April 13 he attended the San Fernando Coffee
Company ribbon cutting ceremony.
Mayor Enegren announced wristbands are on sale now for the annual Easter Egg
Hunt. This fun event will be held on Saturday, April 19 at Arroyo Vista Park. For

Mayor Enegren extended an invitation to register now for the Apricot Slam
Pickleball Tournament. The tournament will be held on April 26 and 27 at Arroyo
Vista Community Park. Tournament details and registration information is
available at the City's website.
Mayor Enegren extended an invitation to attend Kids Fest, Moorpark's celebration
of Dia de los Ninos, a day that honors children, families, and the importance of
literacy and learning. On Saturday, April 26, from 11:00 a.m. to 2:00 p.m. at the
Moorpark City Library, families can enjoy a day full of fun and cultural activities,
including: a Touch-a-Truck experience in the parking lot; a teen-led obstacle
course in the park; food trucks; hands-on crafts like pinatas, origami bookmarks,
and kite decorating; storytime and sensory play for young readers; a performance
by Ballet Folklorico; and a musical performance by Nathalia Palis. This free,
family-friendly event celebrates childhood, culture, and creativity. We hope to see
you and your little ones at the Moorpark City Library.
Mayor Enegren extended an invitation to sign up now for a family friendly Cinco de
Mile fun run. The run will be held on Sunday, May 4 at the Arroyo Vista Park trail.
Run or walk the trail, play la loteria, and more. For details, visit the City's website.
Mayor Enegren extended an invitation to the official City Hall Grand Opening Party
on Wednesday, April 30. Enjoy tours of City Hall from 4:00 to 5:30 p.m. and special
presentations from 5:30 to 6:00 p.m., plus snacks and sweets from some of
Moorpark's newest eateries. Attendance is free, and no RSVP is required.
8. PUBLIC HEARINGS:
A. Consider Status of Vacancies and Recruitment and Retention Efforts in
Compliance with Assembly Bill 2561. Staff Recommendation: 1) Open the
public hearing, receive public testimony, and close the public hearing; and
2) Receive and file the report. (ROLL CALL VOTE REQUIRED)
Ms. Tijerino gave the staff report.
The Mayor opened the public hearing at 6:54 p.m.; having no speakers, the
public hearing was closed.
MOTION: Mayor Enegren moved, and Councilmember Means seconded a motion
to receive and file the report. The motion carried by unanimous roll call vote.
B. Consider Resolution Updating the Citywide Schedule of Fees and Service
Charges including Development Impact Fees, and Rescinding Resolution
No. 2024-4267. Staff Recommendation: 1) Open the public hearing, accept
public testimony, and close the public hearing; and 2) Adopt Resolution No.
2025-4309 updating Schedule of Fees and Service Charges, and
rescinding Resolution No. 2024-4267. (ROLL CALL VOTE REQUIRED)
Ms. Dever introduced Gilbert Punsalan, Budget and Finance Manager, who
gave the staff report.

Brief questions from Council followed regarding why the City is not charging
credit card processing fees and if other cities are doing so. Information was
provided on the amount of fees and average percentages historically
incurred, both of which have increased over time, in addition to increases in
pass-through fees from the provider.
The Mayor opened the public hearing at 7:09 p.m.; having no speakers, the
public hearing was closed.
Discussion followed among Councilmembers regarding the processing
fees.
AT THIS POINT in the meeting, Mayor Enegren called for a brief recess. The time was
7:13 p.m. The meeting reconvened at 7:18 p.m.
CONSENSUS: It was the consensus of Council to direct staff to research fees and
consider vendors outside of the current processors, including the local company
discussed by Council, and have a comprehensive discussion on credit card
processing fees including detail on the breakdown of the range of costs associated
with such fees.
MOTION: Mayor Enegren moved, and Councilmember Barrett seconded a motion
to adopt Resolution No. 2025-4309 updating Schedule of Fees and Service
Charges, and rescinding Resolution No. 2024-4267, an item on credit card
processing fees item to be returned for Council's consideration. The motion
carried by unanimous roll call vote.
9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Resolution of Intention to Establish Community Facilities District
No. 2025-1 (Citywide Maintenance CFD), Including a Future Annexation
Area and Initial Tax Zone No. 1 and Setting a Public Hearing for May 21,
2025, for Formation of CFD 2025-1. Staff Recommendation: 1) Accept the
Petition, Consent, and Waiver from the landowner requesting the formation
of a Community Facilities District ("CFD") to fund certain municipal services;
and 2) Adopt Resolution No. 2025- , Declaring Intention to Establish
Community Facilities District No. 2025-1 (Citywide Maintenance CFD),
including the designation of a Future Annexation Area and establishment of
initial Tax Zone No. 1 (Beltramo Ranch Development), and to authorize the
levy of a special tax to fund certain services; and 3) Set a public hearing for
May 21, 2025, at 6:30 p.m., in the City Council Chambers, to consider the
formation of the CFD, designation of the Future Annexation Area, and the
levy of the special tax; and 4) Direct the City Clerk to publish a notice of
public hearing regarding the formation of the CFD in accordance with
Government Code Section 53322. (ROLL CALL VOTE REQUIRED)
Mr. Laurentowski introduced the item with Blair Aas, Vice President with
SCI Consulting Group, providing a PowerPoint presentation.

Brief questions from Council followed regarding police services not being
included in this CFD, although police services are an allowable expense.
For police services to be included within a CFD formed by a landowner, a
fiscal impact analysis showing a shortfall in funding for the service is
required to justify the tax rate. City Manager Brown provided history on the
landscape maintenance districts, direction to form a citywide CFD, and the
history of police services included in the Moorpark Highlands CFD.
It was noted that performing a fiscal impact analysis to include police
services in a Citywide CFD and also apply to the Beltramo CFD would pose
delays for project home sales and occupancies.
There were no speakers.
Discussion among Councilmembers and staff continued on details of the
CFD's formation. A fiscal impact analysis will be required for police services
to be included in the Citywide CFD. Staff confirmed how the CFD line item
will appear on the tax roll and the City limits the assessment to 2% of the
ad valorem tax rate. Staff confirmed the definition of pathways includes the
sidewalks within the development. City Attorney Ennis provided clarification
with regard to considerations if there is a separate CFD for police services,
landowner consent requirements, and development agreement impacts.
CONSENSUS: It was the consensus of the Council to direct staff to revise the
Beltramo Ranch CFD boundary map to be a stand-alone CFD (not part of the
proposed Citywide CFD) and re-present the item at the next Council meeting.
MOTION: Councilmember Barrett moved, and Councilmember Delgado seconded
a motion to not approve staff recommended action and modify the documents for
approval for the next meeting and prepare a fiscal impact analysis for a Citywide
CFD including police services and with and without the Moorpark Highlands being
included in said analysis. The motion carried by unanimous roll call vote.
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
MOTION: Mayor Enegren moved, and Councilmember Means seconded a motion to
approve the Consent Calendar. The motion carried by unanimous roll call vote.
A. Consider Warrant Register for Fiscal Year 2024/25 — April 16, 2025. Staff
Recommendation: Approve the warrant register.
B. Consider Minutes of City Council Regular Meeting of February 5, 2025. Staff
Recommendation: Approve the minutes.
C. Consider Minutes of City Council Regular Meeting of February 19, 2025.
Staff Recommendation: Approve the minutes.

D Consider Minutes of City Council and Planning Commission Special Joint
Meeting of February 26, 2025. Staff Recommendation: Approve the
minutes.
E. Consider Rejection of Claim from Francisco Torres. Staff Recommendation:
Reject the claim and direct staff to send a standard rejection letter to the
claimant.
F. Consider Resolution for the Approval of Final Tract Map No. 6061 (Beltramo
Ranch) and Making a Determination of Exemption Pursuant to the California
Environmental Quality Act in Connection Therewith, on the Application of
KB Home Greater Los Angeles Inc. Staff Recommendation: 1) Adopt
Resolution No. 2025-4311 approving Final Tract Map No. 6061; and
2) Authorize the Mayor and City Clerk to sign Final Tract Map No. 6061; and
3) Direct the City Clerk to record Final Tract Map No. 6061 with the Ventura
County Recorder's Office.
G. Consider Amendment No. 1 Exercising a One Year Extension between the
City of Moorpark and the County of Ventura and Service Level Request
Form for Animal Services for Fiscal Year 2025/26. Staff Recommendation:
1) Approve Amendment No. 1 with Ventura County Animal Services
Agreement, subject to final language approval of the City Manager and City
Attorney and authorize the City Manager to sign the Agreement; and
2) Authorize the City Manager to sign the Service Level Request forms.
H. Consider Amendment No. 3 to Agreement with the City of Thousand Oaks
for Moorpark Fixed Route Transit Operations; Consider Amendment No. 2
to Fixed Route Transit Preventive Maintenance Agreement; Consider
Amendment No. 3 to Moorpark Local Dial-A-Ride Services Agreement; and
Consider Amendment No. 5 to East County Transit Alliance (ECTA) Fiscal
Agent Agreement for InterCity Dial-A-Ride Services. Staff
Recommendation: 1) Authorize the Mayor and City Manager to sign
Amendment No. 3 to Fixed Route Transit Operations Agreement with the
City of Thousand Oaks subject to final language approval of the City
Manager; and 2) Authorize the Mayor and City Manager to sign Amendment
No. 2 to the Fixed Route Transit Preventative Maintenance Agreement
subject to final language approval by the City Manager; and 3) Authorize
the Mayor and City Manager to sign Amendment No. 3 to the Moorpark
Local Dial-A-Ride Agreement subject to final language approval by the City
Manager; and 4) Authorize the Mayor and City Manager to sign Amendment
No. 5 to East County Transit Alliance Fiscal Agreement subject to final
language approval by the City Manager.
Consider Amendment No. 3 to Agreement with LPA, Inc. for Additional Dry
Utility and Easement Preparation Services for the New Moorpark City
Library. Staff Recommendation: Approve Amendment No. 3 to Agreement
with LPA, Inc. for additional dry utility easement preparation services for the

New Moorpark City Library, and authorize the City Manager to execute the
Amendment, subject to final language approval of the City Manager.
11. ORDINANCES:
A. Consider Ordinance No. 527 Amending Chapter 12.04 (Encroachments) of
Title 12 (Streets, Sidewalks and Public Places) of the Moorpark Municipal
Code to Establish Specific Standards for the Placement of Fiber Optic Cable
Systems and Associated Appurtenances by Internet Service Providers in
the Public Right-of-Way, Establishing Microtrenching Standards as required
by Government Code Section 65964.5, and Making a Finding of Exemption
Under CEQA. Staff Recommendation: Waive full reading, declare
Ordinance No. 527 read for the second time and adopted as read. (ROLL
CALL VOTE REQUIRED)

MOTION: Mayor Enegren moved, and Councilmember Barrett seconded a motion
to waive full reading, declare Ordinance No. 527 read for the second time, and
adopted as read. The motion carried by roll call vote of 4-1, Councilmember Means
dissenting.
12. CLOSED SESSION:
Mr. Brown requested the City Council go into closed session for consideration of Items
12.A, 12.B, and 12.C. on the agenda. The time was 8:47 p.m.
