A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A PARKING
RESTRICTION ALONG THE NORTHEAST SIDE AT THE
INTERSECTION OF VALLEY ROAD/MAGNOLIA STREET
AND MAKING A DETERMINATION THAT THIS ACTION IS
EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT
WHEREAS, Section 22507 of the California Vehicle Code authorizes the City to
establish parking restrictions on any City street; and
WHEREAS, Section 10.04.200 of the Moorpark Municipal Code states that it is
unlawful to park, stop, or leave standing any vehicle, trailer, or camper, whether attended
or unattended, on any street or part of the street. Such prohibited or restricted parking
may apply to such vehicles, in such locations, during certain hours or days, as determined
by the City Engineer, provided, however, such restrictions shall be designated by curb-
painted markings or signs; and
WHEREAS, it has been determined that more street width is required for entrance
onto Valley Road, from Magnolia Street, to maintain orderly traffic flow; and
WHEREAS, the Community Development Director has determined that this project
would qualify for a General Rule Exemption in accordance with Section 15061(b)(3) of
the California Code of Regulations (CEQA Guidelines), in that there would not be a
physical change to any existing land uses in Moorpark as a result of this resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. ENVIRONMENTAL DETERMINATION: The City Council concurs
with the determination of the Community Development Director that this project would
qualify for a General Rule Exemption by Section 15061 (b)(3) of California Code of
Regulations (CEQA Guidelines), in that there is no possibility that the activity in question
may have a significant effect on the environment as a result of this resolution. Based on
its independent analysis and judgment of the City Council, it can be seen with certainty
that no possibility of establishing a parking restriction along the northeast side at the
intersection of Valley Road/Magnolia Street will have a significant impact on the physical
environment. No further environmental documentation is required.
SECTION 2. A parking restriction is established along the northeast side at the
intersection of Valley Road/Magnolia Street, along the frontage of an existing storm drain
curb inlet and will be enforced by installing a painted red curb marking as depicted in
Exhibit A (attached hereto).

SECTION 3. The City Clerk shall certify to the adoption of this Resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
