PROCLAMATIONS AND COMMENDATIONS: A. Proclamation Declaring September 15 to October 15 as Hispanic Heritage Month. B. Introduction of New Moorpark Police Services Administrative Sergeant Shawn Pewsey, with the Ventura County Sheriff's Office. C. Introduction of New City Employee Amir Shah, Information Systems Administrator in the Finance Department. D. Introduction of New City Employee Wyatt Eget, Recreation Coordinator I in the Parks, Recreation and Community Services Department. 5. PUBLIC COMMENT: (Must be physically present in the Council Chambers to speak under this item.) All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 323 Science Drive during regular business hours. The agenda packet for all City Council meetings is available on the City's website at www.moorparkca.qov. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. Staff Recommendation: 1) Provide input and comments regarding the potential establishment of a quiet zone for the at- grade railroad crossing on Moorpark Avenue and Spring Road. 2) Should the City Council consider moving forward with the potential establishment of a quiet zone, direct staff to solicit proposals from engineering consultants to provide railroad engineering services. Adopt Resolution No. 2025- , authorizing the submittal of the City's Transportation Development Act Claim and amending the fiscal year 2025/26 budget increasing revenue by $21,212 in the Transportation Development Act Article 8(c) fund (Fund 2414) and increasing the revenue for State Transit Assistance fund (Fund 2413) by $945.
