Richards, Director of CoMMtni:ty Developbterat; DATE: September 14, 1989 (CC ;meeting of 9/20/89) SUBJECT: CITY OF SIMI VALLEY APPLICATION TO AMEND TBEIR SPHERE OF INFLUENCE TO I dCORPOOA°!i tit inAkELEY SWAYITZ nui.PTsrth Discussion • The City of Simi Valley has filed a request with. the Local Agency Formation Commission (LAFCO) to amend the City's sphere of influence to include a 408.32-acre area. (Blakeley Swartz Ranch) east of the Tierra Rejada Greenbelt and immediately adjacent to the Reagan Presidential Library project. The proposed access road to the Libra.r-y will traverse the subject Blakeley Swartz property. Attached is a copy of the application Simi Valley filed with LAFCO (includes a location map). This application identifies that the Simi Valley City Council was expected to approve pre-zoning for the property, development entitlements, and a resolution initiating annexation proceedings on August 21, 1989. In a telephone conversation with Wolf Asher, Simi Valley's Current Planning Manager, staff was informed that Simi Valley has approved the prezoning, the land division dividing the ranch into four lots, and a vesting tentative tract and planned development permit to allow 53 single-family units. The pre-.zoning has been approved to include open space, single family development, and a specific plan area. No specific plan has been completed to date. How large is the area proposed to be included in the sphere? 408.32 acres Attach a sketch identifying the area. Use a standard 2000' scale locational map and, if needed for detail , a 500' scale map showing the requested boundaries. 2. Why was it decided to use these particular boundaries? Boundaries correspond to Blakeley Swartz Reorganization. 3. What are the existing and proposed land uses for the site? Please be specific regarding the existing uses and any anticipated changes. Land is vacant. Proposed uses include Seniors only residential project (including assisted living and congregate care) , low density residen- tial , supporting commercial , and church/school site. 4. Identify all existing or planned streets, flood control channels and other significant public facilities in or adjacent to the area proposed to be included in the sphere. Presidential Drive, the eventual widening of Madera Road, planned drainage retention basin, major water, sewer, and storm drain lines. Relationship to Existing Plans 5. Chronologically describe County plans and zoning designations for the site, including the current land use designation on the County Open Space Element County designation is Open Space - 40 acres. County has approved Reagan Presidential Library development adjacent to the site, - including access road (Presidential Drive) through subject property. 6. Provide a chronological history of any City plans and prezoning designations for the site. 10/18/89 - General Plan Update amends designation of site to accommodate residential development. 07/19/89 - Planning Commission recommends approval of land division, vesting tentative tract, and planned development permit. 08/21/89 - City Council approves pre-zoning, development entitlements , and resolution initiating annexation proceedings. 89 - 19 Environmental Assessment 7.
