Discussion

The City of Simi Valley has filed a request with. the Local Agency
Formation Commission (LAFCO) to amend the City's sphere of influence
to include a 408.32-acre area. (Blakeley Swartz Ranch) east of the
Tierra Rejada Greenbelt and immediately adjacent to the Reagan
Presidential Library project. The proposed access road to the Libra.r-y
will traverse the subject Blakeley Swartz property. Attached is a
copy of the application Simi Valley filed with LAFCO (includes a
location map). This application identifies that the Simi Valley City
Council was expected to approve pre-zoning for the property,
development entitlements, and a resolution initiating annexation
proceedings on August 21, 1989.
In a telephone conversation with Wolf Asher, Simi Valley's
Current Planning Manager, staff was informed that Simi Valley has
approved the prezoning, the land division dividing the ranch into four
lots, and a vesting tentative tract and planned development permit to
allow 53 single-family units. The pre-.zoning has been approved to
include open space, single family development, and a specific plan
area. No specific plan has been completed to date. The overall mix
of land uses for the 44-acre specific plan area is expected to be as
follows:
799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864
