GENOVESE City Treasurer SUBJECT: SPHERE OF INFLUENCE FOR CITY OF MOORPARK A Sphere of Influence can be simply defined as the probable ultimate boundaries of the City. At the time of incorporation, the City of Moorpark did not have a sphere of influence. Generally, when a land use entitlement is sought for land with a Sphere of Influence, the land is annexed to the City and City land use policies adhered to. For background information, I've included copies of Government Code Sections 56425 -56428 and the County of Ventura Guidelines for Orderly Development. With both the County and City currently reviewing the Land Use Element of their respective General Plan, the discussion of a Sphere of Influence for the City of Moorpark would appear to be timely. The Council discussion should consider whether we want to initiate study of establishing a Sphere of Influence for the City.
