Richards, Director of Community Development DATE: March 8, 1989 (CC meeting of 3/15/89) SUBJECT: CARLSBERG SPECIFIC PLAN Background The City Council at their meeting of February 15, 1989 considered the selection of a Planning Consultant to accomplish the Carlsberg Specific Plan and related Environmental Impact Report. At this meeting the Council also considered consultant service for the update to the City's Land use and Circulation Elements of it's General Plan. During the Council's discussion of consultant selection it was noted that the proposal for the Carlsberg Specific Plan had not included an estimate to cover staff's time involved in the project. Although the Council selected a consultant on the 15th of February; there was direction given for staff to return to the Council with a dollar estimate to cover staff's time involved in the project. Discussion Pursuant to Council's direction staff researched the matter and has concluded that the following are expected staff costs which will be added to the consultant's contract proposal: Community Development Staff time of 330 + hours $ 27,000 City Attorney's time related to contract, resolution, ordinance review $ 3,000 etc. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 CRLS13G13/CHRONI March 8, 1989 Page 2 City Engineer's time related to review of the Specific Plan, utilities plans, roadways, traffic, EIR etc. $ 10,000 PBR's proposal $234,405 Total deposit amount needed $274,405 These costs are only estimates and they may need to be increased in the future which will require additional deposits by the applicant. Inorder that there is a clear understanding regarding this fact and that the City does not guarantee any certification of the Environmental Impact Report or complete satisfaction of the applicant regarding land use entitlements, an agreement will be endorsed between the applicant and the City setting forth the above. Until which time the agreement is signed by both parties and all deposit monies are given to the City the consultant will not be given a notice to proceed.
