8. PUBLIC HEARINGS:
All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available
for public inspection at the City Hall public counter located at 323 Science Drive during regular business hours. The agenda
packet for all City Council meetings is available on the City's website at www.moorparkca.qov.
Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public
Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or
Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the
Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public
Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each
Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or
beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment
and Presentation/Action/Discussion item speaker. A limitation of three to five minutes shall be imposed upon each Public
Hearing item speaker. Written Statement Cards may be submitted in lieu of speaking orally for open Public Hearings and
Presentation/Action/Discussion items. Any questions concerning any agenda item may be directed to the City Clerk's office at

9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Presentation and Update by Ian Anderson, Government Relations
Manager with Southern California Edison, on Public Safety Power Shutoffs
and Status of Grid Improvements in Moorpark. Staff Recommendation:
Receive and file presentation. (Staff: PJ Gagajena, City Manager)
B. Consider Wildfire Safety and Emergency Preparedness Presentation by
Moorpark Fire Chief Occhipinti, Division Chief with Ventura County Fire
Department. Staff Recommendation: Receive and file presentation. (Staff:
Tony Occhipinti, Division Fire Chief, Ventura County Fire Department)
C. Consider Co-Sponsoring the Rotary Club of Moorpark Morning's Holiday on
High Street Event 2025 and Amending Fiscal Year (FY) 2025/26 Budget for
Added Community Event Costs Related to Police Services. Staff
Recommendation: 1) Approve the Cooperative Services Agreement to co-
sponsor the 2025 Holiday on High Street event and authorize the City Manager
to sign the agreement subject to final language approval of the City Manager;
and 2) Adopt Resolution No. 2025- , Amending the FY 2025/26 Budget
for event related expenses. (Staff: Jessica Sandifer, Deputy Parks &

10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
A. Consider Warrant Register for Fiscal Year 2025/26 — October 1, 2025. Staff
Recommendation: Approve the warrant register. (Staff: Hiromi Dever,
Finance Director)
B. Consider Minutes of Regular City Council Meeting of May 21, 2025. Staff
Recommendation: Approve the Minutes. (Staff: Ky Spangler, City Clerk)
C. Consider Minutes of Special City Council Meeting of May 28, 2025. Staff
Recommendation: Approve the Minutes. (Staff: Ky Spangler, City Clerk)
D. Consider Resolution Authorizing the City of Moorpark's Membership in the
National Purchasing Cooperative (dba BuyBoard). Staff Recommendation:
Approve Resolution No. 2025- authorizing the City of Moorpark to
become a member of the National Purchasing Cooperative (dba Buyboard),
and authorize the City Manager or designee to take all actions and execute all
documents necessary to effectuate membership in the Cooperative. (Staff:
Roger Pichardo, Program Manager) (ROLL CALL VOTE REQUIRED)
E. Consider Approval of Community Resource Center License Agreement with
Southern California Edison for the Use of Certain City Facilities During Public
Safety Power Shutoff Events. Staff Recommendation: Authorize the City
Manager to execute a License Agreement between the City of Moorpark and
Southern California Edison for the use of certain City facilities, subject to final
language approval of the City Manager. (Staff: Roger Pichardo, Program
Manager)

F. Consider Amendment No. 2 to Agreement with Granicus, LLC, Hardware and
Software Maintenance and Managed Services for Streaming and Distribution
of Live and Archived Video Content for Broadcast of Public Meetings. Staff
Recommendation: Authorize the City Manager to sign Amendment No. 2 in
the amount of $50,050.11, subject to final language approval by the City
Manager. (Staff: Chris Thompson, Information Systems Manager)
G. Consider 48-Month Equipment Lease and Comprehensive Maintenance
Agreement with Toshiba America Business Solutions, Inc. for the Moorpark
City Library. Staff Recommendation: Approve entering into a 48-month lease
and comprehensive maintenance agreement with Toshiba America Business
Solutions, Inc.; and authorize the City Manager to sign Agreement, subject to
final language approval by the City Manager. (Staff: Chris Thompson,
Information Systems Manager)
