SUBJECT: Consider Ventura Council of Governments’ Request to Use the City
Council Chambers at City Hall on September 11, 2025
BACKGROUND
On November 4, 2020, the City Council approved Resolution No. 2020-3963, updating
rules and regulations governing City facility rentals. Because the Resolution predates the
City’s acquisition of the new City Hall at 323 Science Drive, it has not been identified as
a rentable facility. Therefore, use of the facility requires City Council approval. It is
anticipated that Resolution No. 2020-3963 will be revised in the fall of this year to include
the new City Hall location.
The Ventura Council of Governments (VCOG) is requesting use of the City Council
Chambers on September 11, 2025, from 3:00 p.m. to approximately 5:00 p.m. to hold its
regular VCOG meeting. VCOG is a voluntary joint powers authority representing Ventura
County and its ten cities. VCOG’s goal is to facilitate cooperative subregional and
regional planning, coordination and technical assistance on issues of mutual concern.
DISCUSSION
As mentioned previously, the current Facility Rental policy has not yet been updated to
include the City Council Chambers at 323 Science Drive or establish rental rates for the
new City Hall. VCOG is requesting to rent the City Council Chambers at the new City
Hall to hold a regular VCOG meeting. No other facilities or broadcasting equipment have
been requested.
Under the City’s facility rental policy, governmental agencies directly serving Moorpark
residents qualify for use of a facility at the City’s direct costs (Group 1 rate). Since VCOG
includes representation of Moorpark, it satisfies the requirement to be a Group 1 rental.
Therefore, staff recommends that the City Council allow VCOG to rent the Council
Chambers at City Hall for their September meeting, at the Group 1 rate. Since there are
no anticipated direct costs to the City, there would be no fees associated with the rental.

ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
None.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
