MINUTES OF THE CITY COUNCIL Moorpark, California May 14, 2025 An Adjourned Regular Meeting of the City Council of the City of Moorpark was held on Wednesday, May 14, 2025, at 8:00 a.m. in the Large Conference Room of the former City Hall of said City located at 799 Moorpark Avenue, Moorpark, California. 1.CALL TO ORDER: Mayor Enegren called the meeting to order at 8:02 a.m. 2.PLEDGE OF ALLEGIANCE: 3.ROLL CALL: Present:Councilmembers Barrett, Castro (via teleconference), Delgado, Means, and Mayor Enegren. Staff Present: Kevin Ennis, City Attorney; Carolina Tijerino, Human Resources Manager. 4.PUBLIC COMMENT: None. 5.CLOSED SESSION: Carolina Tijerino requested the Council go into closed session for discussion of Items 5.A. and 5.B on the agenda. CONSENSUS: It was the consensus of the City Council to adjourn to closed session for discussion of Items 5.A. and 5.B. on the agenda. The time was 8:10 a.m. A.PUBLIC EMPLOYMENT Pursuant to Government Code Section 54957(b) Title: City Manager B.CONFERENCE WITH LABOR NEGOTIATORS Pursuant to Government Code Section 54957.6 Agency Designated Representatives: Carolina Tijerino, Human Resources Manager; and Greg Nelson, Mosaic Public Partners Unrepresented Employee: Candidates for City Manager position Present in closed session were Councilmembers Barrett, Castro, Delgado, Means, and Mayor Enegren; Carolina Tijerino, Human Resources Manager; and Greg Nelson, Mosaic Public Partners (via Zoom). Item: 10.F. 97 Minutes of the City Council Moorpark, California Page 2 May 14, 2025 The Council reconvened into open session at 8:47 a.m., and Mr. Nelson left the meeting at this time. Ms. Tijerino reported that Items 5.A. and 5.B. were discussed. She also stated there was no action to report for Item 5.B. and that for Item 5.A, by a unanimous voice vote, the City Council directed Mr. Ennis to negotiate a draft employment agreement with the Council’s preferred candidate for the City Manager position. 6.ADJOURNMENT: Mayor Enegren adjourned the meeting 8:47 a.m. Chris R.
