MINUTES OF THE CITY COUNCIL
OF THE CITY OF MOORPARK
Moorpark, California May 20, 2025
A Special Meeting of the City Council of the City of Moorpark was held on Tuesday,
May 20, 2025, at 11:30 a.m. at the Lucky Fools, Event Room: Ninety Five located at
95 E. High Street, Moorpark, California.
1.CALL TO ORDER:
Mayor Enegren called the meeting to order at 11:33 a.m.
2.ROLL CALL:
Present:Councilmembers Barrett, Castro, Delgado, Means, and Mayor
Enegren (Councilmember Means arrived at 11:36 a.m.).
Staff Present:Troy Brown, City Manager; PJ Gagajena, Assistant City
Manager; Hiromi Dever, Finance Director; Daniel Kim, City
Engineer/Public Works Director; Jeremy Laurentowski, Parks
and Recreation Director; Doug Spondello, Community
Development Director; Jessica Sandifer, Deputy Parks and
Recreation Director; John Bandek, Economic Development
Manager; and Chief of Police Nick Odenath, Ventura County
Sheriff’s Office.
3.PLEDGE OF ALLEGIANCE:
Mayor Enegren led the Pledge of Allegiance.
4.PUBLIC COMMENT:
None.
5.PRESENTATION:
A.2025 Mayor’s Business Appreciation Luncheon Recognitions.
Mayor Enegren, alongside Councilmembers Barrett, Castro, Delgado and
Means, presented the 2025 Mayor’s Business Appreciation Luncheon
Recognitions.
6.ADJOURNMENT:
Mayor Enegren adjourned the meeting at 1:00 p.m.
