SUBJECT: Consider Resolution Establishing a Parking Restriction Along the
Northeast Side at the Intersection of Valley Road/Magnolia Street and
Making a Determination of Exemption Pursuant to the California
Environmental Quality Act in Connection Therewith
BACKGROUND AND DISCUSSION
Public Works staff received concerns from a resident regarding vehicles parking along
the northeast side at the intersection of Valley Road and Magnolia Street. Valley Road
is a public street with a documented right-of-way dimension of 40 feet; however, the paved
street section can vary in width from 17 to 20 feet. The narrow street width along Valley
Road, and its intersection with Magnolia Street, can pose traffic safety concerns when
vehicles are parked on the street. Attachments 1 and 2, respectively, are images from
the assessor’s and original subdivision maps for Valley Road and documents the existing
40-foot right-of-way width.
Public Works staff, along with the Moorpark Police Department, conducted site visits to
observe driver behavior, existing traffic flow, and operations. Staff has determined that
parked vehicles within this narrow section of Valley Road will lessen the roadway width
to one, bi-directional travel lane. Additionally, because Valley Road is not a through street
and terminates approximately 365 feet north of Magnolia Street, a parked vehicle
adjacent to the intersection may impact services to the residents on Valley Road.
The following image is the location of concern along Valley Road, north of Magnolia
Street. The resident’s concern is the parking of vehicles along this narrow section of
Valley Road, primarily in front of the existing storm drain curb inlet. The measured street
width dimension at this location is 18 feet.

Staff presented the traffic safety concern to the Transportation and Public Works Standing
Committee (TPW) on January 6, 2025, and March 3, 2025. At the January 6 meeting,
various street parking options were discussed, including installing parking signs that
request the motorist to park two wheels on the pavement (street) and the other two wheels
on the embankment area. The TPW also discussed parking restrictions throughout the
intersection of Valley Road/Magnolia Street. Staff was requested to return with more
information regarding the existing right-of-way and private property lines, street plans,
and dimensions to better understand and evaluate the parking concern, not just at the
intersection, but along Valley Road. At the March 3 TPW meeting, the subdivision map
for Valley Road, existing street dimensions, and parking constraints were discussed and
evaluated. After much discussion with staff, the TPW recommended that parking be
restricted to the area in front of the existing storm drain curb inlet only. This will allow the
entrance onto Valley Road to be clear of vehicles while still permitting parking within the
unpaved sections of the street. Staff recommends that parking be restricted with a
painted red curb marking.
The existing storm drain curb inlet and proposed red curb location is located along the
northwest side of the property frontage at 802 Magnolia Street. The property owner was
contacted by staff to discuss any concerns they may have with the proposed red curb.
The property owner concurred with the staff’s recommendation and agreed that restricting
parking along the storm drain curb inlet is warranted. The following image depicts the
proposed red curb and parking restriction.

It is staff’s recommendation, along with concurrence from the Transportation and Public
Works Standing Committee, is to restrict parking on Valley Road, along the northeast side
at the intersection of Valley Road/Magnolia Street, in front of the existing storm drain curb
inlet. The parking restriction will be enforced by installing a painted red curb marking.
ENVIRONMENTAL DETERMINATION
The Community Development Director has reviewed this project and found it to qualify
for a General Rule Exemption under Section 15061 (b)(3) of the California Code of
Regulations (CEQA Guidelines), in that there is no possibility that the activity in question
may have a significant effect on the environment as a result of this resolution. No further
environmental documentation is required.
FISCAL IMPACT
None. Funding for the installation of the red curb will come from appropriated Street
Maintenance funds.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A PARKING
RESTRICTION ALONG THE NORTHEAST SIDE AT THE
INTERSECTION OF VALLEY ROAD/MAGNOLIA STREET
AND MAKING A DETERMINATION THAT THIS ACTION IS
EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT
WHEREAS, Section 22507 of the California Vehicle Code authorizes the City to
establish parking restrictions on any City street; and
WHEREAS, Section 10.04.200 of the Moorpark Municipal Code states that it is
unlawful to park, stop, or leave standing any vehicle, trailer, or camper, whether attended
or unattended, on any street or part of the street. Such prohibited or restricted parking
may apply to such vehicles, in such locations, during certain hours or days, as determined
by the City Engineer, provided, however, such restrictions shall be designated by curb-
painted markings or signs; and
WHEREAS, it has been determined that more street width is required for entrance
onto Valley Road, from Magnolia Street, to maintain orderly traffic flow; and
WHEREAS, the Community Development Director has determined that this project
would qualify for a General Rule Exemption in accordance with Section 15061(b)(3) of
the California Code of Regulations (CEQA Guidelines), in that there would not be a
physical change to any existing land uses in Moorpark as a result of this resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. ENVIRONMENTAL DETERMINATION: The City Council concurs
with the determination of the Community Development Director that this project would
qualify for a General Rule Exemption by Section 15061 (b)(3) of California Code of
Regulations (CEQA Guidelines), in that there is no possibility that the activity in question
may have a significant effect on the environment as a result of this resolution. Based on
its independent analysis and judgment of the City Council, it can be seen with certainty
that no possibility of establishing a parking restriction along the northeast side at the
intersection of Valley Road/Magnolia Street will have a significant impact on the physical
environment. No further environmental documentation is required.
SECTION 2. A parking restriction is established along the northeast side at the
intersection of Valley Road/Magnolia Street, along the frontage of an existing storm drain
curb inlet and will be enforced by installing a painted red curb marking as depicted in
Exhibit A (attached hereto).

SECTION 3. The City Clerk shall certify to the adoption of this Resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
