A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING MEMBERSHIP
IN THE NATIONAL PURCHASING COOPERATIVE (DBA
BUYBOARD)
WHEREAS, the National Purchasing Cooperative, doing business as BuyBoard,
is a national cooperative purchasing program established to simplify and streamline the
procurement process for public agencies, including cities, school districts, and other
government entities; and
WHEREAS, BuyBoard was originally launched in 1998 by the Texas Association
of School Boards (TASB) and expanded nationally in 2010 to provide competitively
procured contracts that ensure compliance with local and state purchasing laws; and
WHEREAS, BuyBoard enables participating agencies to leverage collective
buying power to achieve cost savings, access a wide range of pre-vetted vendors, and
reduce the administrative burden and costs associated with conducting individual public
bid processes; and
WHEREAS, this cooperative procurement process is especially beneficial for
smaller municipalities, such as the City of Moorpark, which may have limited staff capacity
and resources to carry out time-consuming and costly procurement activities; and
WHEREAS, BuyBoard provides additional benefits to its members, including audit-
ready documentation, rebate incentives based on purchasing volume, and tools for
comparing vendor quotes to ensure best value; and
WHEREAS, membership BuyBoard Bu Board will enhance the City's abilityto make

timely, efficient, and cost-effective purchases while maintaining compliance with
applicable procurement laws and policies.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby authorizes the City of Moorpark to become
a member of the National Purchasing Cooperative, doing business as BuyBoard.
SECTION 2. The City Manager, or their designee, is hereby authorized and
directed to take all actions and execute all documents necessary to effectuate
membership in the Cooperative and to utilize its services for the procurement of goods
and services in accordance with applicable laws and City policies.

SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
