The ordinance requires the review and approval by the City Council of any County approved Residential Planned Development (RPD) permit before any building permits may be issued. The ordinance was adopted pursuant to Section 65858 of the Government Code, and unless extended, will be in effect for a period of 45 days after adoption, which would be until August 20, 1983. The unbuilt units are expected to house approximately 7,117 additional residents within the City -- a 70 percent overall population increase.
