SUBJECT: Status of City' s General Plan Program
At the Council Meeting of November 20, 1984 , a status report on
the development of the City' s General Plan was requested.
Presently the City has adopted two of the required elements of the
General Plan. These are the Land Use and the Ciculation Elements.
The City Engineer is preparing a proposal for amending the Circula-
tion Element to include a collector street system.
A request for proposals for the preparation of the Housing Element
has been distributed and proposals are due by January 16 , 1985 .
Regarding the remaining elements of the General Plan, six other
elements are presently required by State law. These are the Open
Space, Conservation, Public Safety, Seismic Safety, Scenic Highways,
and Noise Elements. However, changes to the State general planning
law have been in process during the last year and new legislation,
AB 2038 (Corteze), has been signed into law by the Governor and takes
effect January 1 , 1985 .
This bill changes the General Plan requirements to:
-- delete the Scenic Highways Element
-- delete a separate Seismic Safety Element by allowing these
issues to be included in the Public Safety Element
-- permit the adoption of the relevant portions of the County' s
Public Safety Element as the City' s element

-- change the technical noise standards to be used in preparing
a Noise Element
-- delete the requirement to have a Recreation Element in order
to require Quimby Park dedications. Instead, the General
Plan need only contain policies and standards for parks
which may easily be included in the Land Use or other elements.
The net result of this new legislation will be a significant cost
savings to the City of Moorpark in the completion of its General Plan.
Request for proposals to complete these remaining elements is under
preparation and should be distributed in January. These elements should
be prepared for public review and hearings by late summer. Park
dedication requirements can be included in the Land Use Element as part
of the fine tuning to occur to that element. That effort is expected
to be conducted concurrently with the preparation of the remaining
elements .
