SUBJECT: Update of Tierra Rejada Road/Moorpark Road
Area of Contribution Report
RECOMMENDED ACTION:
Approve the revision of the Tierra Rejada Road/Moorpark Road
Area of Contribution Report.
BACKGROUND INFORMATION:
The Tierra Rejada Road/Moorpark Road Area of Contribution
Report was prepared by the County in 1981. This report
estimated the total cost of foreseen improvements, and
determined the corresponding contribution that would be
required of developers. These fees have been periodically
adjusted based on the Engineering News Record Highway Bid
Price Index. It is appropriate to update the entire report
at this time, however, to allow for changes which have
occurred in the last four years.
The original report is attached, and is marked up to
indicate the proposed changes. These revisions reflect not
only construction cost changes, but changes in the type and
quantity of development projected. Also, the need for
additional traffic signals is anticipated, and approximate
overhead costs have been included. Exhibits "A" and "B"
indicate the locations of the foreseen improvements. The
revised report, incorporating the proposed revisions, will
be prepared upon approval by the Council.

One notable assumption made when preparing this update was
that the existing two lane Moorpark Road bridge over the
Arroyo Simi will remain and be supplemented by an additional
two lane bridge. Replacement of the existing structure
with a new four lane bridge would cost an additional $1 .5
million to $2 million dollars.
The revised cost projections for the foreseen improvements
total $8,070 ,000 and the current A.O.C. fund balance is
$841,710. The number of projected dwelling units has been
decreased to reflect A) the units that have been constructed
in the last four years and B) changes in development plans.
Similarly, approximately 111 acres of land is now expected
to develop commercially or industrially, although none was.
provided for in the 1981 report.
When the necessary revenues are rounded off and apportioned
among the projected developments, the results indicate that
the existing fees of $1,200 per dwelling unit and $3,800 per
acre of industrial or commercial land be increased to $2,400
per dwelling unit and $7,100 per acre of commercial or
industrial land.
PROPOSED MOTION:
That the November 18, 1985 revisions to the Tierra Rejada
Road/Moorpark Road Area of Contribution Report be approved,
and the City Engineer be directed to prepare the final
report incorporating the approved revisions.

I . Purpose
This vehicle provides documentation to support establish-
ing a Tierra Rejada and Moorpark Roads Area of Contribution to
collect fees from future development . Fees collected will be
used to finance specific improvements within the area and to
promote orderly growth .
II . Area Limits
The area of contribution encompasses what might be considered
the fut ,,. city limit boundaries of the City of Moorpark
south of the Arroyo Simi . See map attached as "Appendix A"
page 4.
III . Setting
The area is comprised of approximately four square miles of
developable land consisting of hillsides , mesas and valleys
through which traverses a skeletal system of local roads .
Development within the area will impact the rural setting
and increase traffic beyond the capacity of existing road
system.
IV. Proposed Improvements
The initial program of improvements to be supported by de-

velopment are those which will generally benefit the immediate
area of growth which is clustered in the Peach Hill area .
The following projects and their estimated costs are not
listed in order of priority. Projects will be scheduled as
money becomes available and traffic warrants dictate .

therefore , the adjustments are necessary to provide adequate

VI . Collection of Fees
Fees will be collected at the time of approval of the final
tract map or parcel map. Fees collected will be deposited
in an account entitled ."Tierra Rejada and Moorpark Roads Area
of Contribution" and will not be refundable . Funds deposited
may be used at the discretion of the - -e- y- for road improve-
ment projects other than those described in Section IV, pro-
vided such projects are within the boundaries of the Area of
Contribution. If a developer, with the approval of the

described in Section IV, he may be credited for the cost of
• such improvements and/or reimbursed from the area of contribu-
tion should the cost of his work exceed an _amount equal the
number of his units times the existing rate per unit .

SUBJECT: Update of Tierra Rejada Road/Moorpark Road
Area of Contribution Report
RECOMMENDED ACTION:
Approve the revision of the Tierra Rejada Road/Moorpark Road
Area of Contribution Report.
BACKGROUND INFORMATION:
The Tierra Rejada Road/Moorpark Road Area of Contribution
Report was prepared by the County in 1981. This report
estimated the total cost of foreseen improvements, and
determined the corresponding contribution that would be
required of developers. These fees have been periodically
adjusted based on the Engineering News Record Highway Bid
Price Index. It is appropriate to update the entire report
at this time, however, to allow for changes which have
occurred in the last four years.
The original report is attached, and is marked up to
indicate the proposed changes. These revisions reflect not
only construction cost changes, but changes in the type and
quantity of development projected. Also, the need for
additional traffic signals is anticipated, and approximate
overhead costs have been included. Exhibits "A" and "B"
indicate the locations of the foreseen improvements. The
revised report, incorporating the proposed revisions, will
be prepared upon approval by the Council.

One notable assumption made when preparing this update was
that the existing two lane Moorpark Road bridge over the
Arroyo Simi will remain and be supplemented by an additional
two lane bridge. Replacement of the existing structure
with a new four lane bridge would cost an additional $1 .5
million to $2 million dollars.
The revised cost projections for the foreseen improvements
total $8,070 ,000 and the current A.O.C. fund balance is
$841,710 . The number of projected dwelling units has been
decreased to reflect A) the units that have been constructed
in the last four years and B) changes in development plans.
Similarly, approximately 111 acres of land is now expected
to develop commercially or industrially, although none was.
provided for in the 1981 report.
When the necessary revenues are rounded off and apportioned
among the projected developments, the results indicate that
the existing fees of $1,200 per dwelling unit and $3,800 per
acre of industrial or commercial land be increased to $2,400
per dwelling unit and $7,100 per acre of commercial or
industrial land.
PROPOSED MOTION:
That the November 18, 1985 revisions to the Tierra Rejada
Road/Moorpark Road Area of Contribution Report be approved,
and the City Engineer be directed to prepare the final
report incorporating the approved revisions.

AREA OF CONTRIBUTION
I . Purpose
This vehicle provides documentation to support establish-
ing a Tierra Rejada and Moorpark Roads Area of Contribution to
collect fees from future development . Fees collected will be
used to finance specific improvements within the area and to
promote orderly growth .
II . Area Limits
The area of contribution encompasses w
the fit ,•. city limit boundaries of the City of Moorpark
south of the Arroyo Simi . See map attached as "Appendix A"
page 4.
(: III . Setting
The area is comprised of approximately four square miles of
develogable land consisting of hillsides, mesas and valleys
through which traverses a skeletal system of local roads .
Development within the area will impact the rural setting
and increase traffic beyond the capacity of existing road
system.
IV. Proposed Improvements
The initial program of improvements to be supported by de-
velopment are those which will generally benefit the immediate
area of growth which is clustered in the Peach Hill area .
The following projects and their estimated costs are not
listed in order of priority. Projects will be scheduled as
money becomes available and traffic warrants dictate .

VI . Collection of Fees
Fees will be collected at the time of approval of the final
tract map or parcel map. Fees collected will be deposited
in an account entitled ."Tierra Rejada and Moorpark Roads Area
of Contribution" and will not be refundable . Funds deposited

may be used at the discretion of the -Ag-eicy- for road improve-
ment projects other than those described in Section IV, pro-
vided such projects are within the boundaries of the Area of
Contribution. If a developer, with the approval of the

described in Section IV, he may be credited for the cost of
such improvements and/or reimbursed from the area of contribu-
tion should the cost of his work exceed an - amount equal the
number of his units times the existing rate per unit .
