SUBJECT : Los Angeles Avenue Widening Between Maureen Lane
and Gisler Avenue
Pavement Widths
PROPOSED ACTION
Authorize the construction of an additional 8 foot wide paving strip
in conjunction with the current approved project along Los Angeles
Avenue between Maureen Lane and Gisler Avenue in order to provide for
two lanes of traffic in each direction with a left turn lane .
BACKGROUND
The Los Angeles Avenue Widening Project which is currently under design,
was originally conceived by the County Public Works Agency and consists
of a 22 foot widening of Los Angeles Avenue . This 22 foot strip ,
when combined with the existing 32 feet of paving , would provide for
a total of three travel lanes and a left turn lane . This includes
two lanes in one direction, one lane in the opposite direction and
a left turn lane . Please refer to the attached Exhibit "A" .
In view of the increased traffic loading on Los Angeles Avenue , it is
felt that the project which is currently under design would not provide
satisfactory near term results to the City. Instead, it is proposed
that City Council authorize the project scope to be expanded to include
an additional 8 feet of paving . This would provide for two lanes of
traffic in each direction with a center left turn lane as well as a
paved shoulder .

Under the provisions of the Los Angeles Avenue Area of Contribution,
the A. O. C. is funding 15 feet of the 22 foot widening which is under
design. The cost of the additional 8 feet of paving would be "fronted"
by the Area of Contribution and reimbursed by adjacent property owners
as each of their properties develops . The preliminary cost estimates
for the existing and the recommended additional project scope is
presented below:

b . Proposed Additional Work
1. Construction $ 120, 000
2 . Design $ 7 ,000
Subtotal $ 127 , 000
TOTAL $ 390 , 000
RECOMMENDATION
It is recommended that the City Council authorize the expansion of
the Los Angeles Avenue Widening Project between Maureen Lane and
Gisler Avenue to include an additional 8 feet of paving .
