MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 10/15/2025 Regular Meeting SUBJECT: Consider Appointment to Fill Vacancy on the Area Agency on Aging Advisory Council BACKGROUND The Ventura County Area Agency on Aging (VCAAA) is responsible for the implementation of the Older Americans Act in Ventura County. Its mandated functions are planning and coordinating senior citizen programs and the administration of all Older American Act funds. Applicants must be 60-years of age or older, a resident of Moorpark, and registered to vote in Moorpark. The VCAAA meets six times a year on the second Wednesday of the month from 9:00 a.m. to 11:00 a.m. in Ventura. Each City in the County is allotted two representatives on the Area Agency on Aging Advisory Council. Historically positions on the VCAAA have proven challenging to fill with often only two to three applications being submitted. The table below shows application history since 2008 when the VCAAA Bylaws were amended to create two standing positions instead of one standing and one alternate position. Year Applications Year Applications Year Applications 2008 2 2014 3 2020 0 2010 3 2016 3 2021 2 2012 2 2018 4 2023 1 The COVID-19 pandemic had a significant effect on the ability of boards and committees to conduct meetings, in addition to posing a heightened health risk for seniors and those with underlying health conditions. As a result of these factors, no applications were received for VCAAA in 2020, and positions remained vacant. In 2021, two applications were received, and members were appointed in June; however, one of the appointees resigned nine months later in March 2022. In 2023, one application was received and at its July 19 meeting, the Council appointed the representative and directed staff to maintain an on-going open recruitment to fill the remaining position. It should be noted that the appointed representative discontinued participation after 10 months and since that time both positions have been vacant. Item: 10.C. 105 Honorable City Council 10/15/2025 Regular Meeting Page 2 DISCUSSION The City Clerk’s Office has maintained an open recruitment for its two positions on the VCAAA since July 2023. Various methods have been used to advertise the vacancies including flyers posted at the Active Adult Center, Moorpark Library, and Community Center bulletin board; a continuous half page ad in the Active Adult Center newsletter; social media postings; and occasional announcements made at City Council meetings. On September 26, 2025, the City Clerk’s Office received the attached application from Gayle von Eissler for consideration for appointment fill one of the open positions on the VCAAA. Should the Council confirm the appointment, Ms. von Eissler’s term would begin immediately and conclude on June 30, 2027. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT There is no fiscal impact associated with the appointment. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive.
