SUBJECT: Consider Authorizing Recordation of a Notice of Completion for
Certain Energy Related Improvements at Various City Parks
BACKGROUND
On February 5, 2025, the City Council awarded a contract to ABM Electrical and Lighting
Solutions, Inc. for energy-related improvements at various City parks. The purpose of the
project was to improve energy performance, reduce the City’s carbon footprint, and
enhance public safety through the installation of upgraded, energy-efficient lighting.
DISCUSSION
Project No. 2025-019 involved retrofitting existing Metal Halide light fixtures with seventy
(70) new Light Emitting Diode (LED) fixtures and replacing ten (10) light poles that had
reached the end of their useful life. Additionally, work was performed that required a
change order to replace eight (8) post top fixtures. The new fixtures include high/low
sensors to enhance energy efficiency.
The total contract value for this work was $76,137.98, plus a contingency of $11,420.70,
for a total contract value of $87,558.68.
The project has been completed, with a final total cost of $85,212.95, which includes one
change order issued during the project, totaling, $9,074.97. The project was completed
within budget, with cost savings realized.
Staff is recommending that the City Council authorize the recordation of the Notice of
Completion and delegate signing authority to the City Manager. With the City Council’s
authorization to record the Notice of Completion, the project bond will be released.
Payment Bond No. 9378091 shall be null and void upon expiration of the time within which
the California Labor Commissioner may serve a civil wage and penalty assessment
against the principal, any of its subcontractors, or both the principal and its subcontractors
pursuant to Labor Code Section 1741, and upon expiration of the time within which a joint
labor management committee may commence an action against the principal, any of its

subcontractors, or both the principal and its subcontractors pursuant to Labor Code
Section 1771.2, if the condition of this Bond be fully performed, then this obligation shall
become null and void.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
There is no financial impact associated with this action.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
1. Authorize the City Manager to sign the Notice of Completion accepting the
improvements, and approve Final Contract Pay Estimate to ABM Electrical and
Lighting Solutions, Inc.; and
2. Authorize the City Clerk to file the Notice of Completion; and
3. Authorize release of Payment Bond No. 9378091 as outlined in the agenda report.

improvement. Civil Code Section 9200 provides that completion of a work of improvement occurs at the earliest of

continuous period of 60 days.
