PC-2025-713 AS MODIFIED. (ROLL CALL VOTE: UNANIMOUS) B.Consider Resolution No. PC-2025-714, Recommending City Council Approval of Mixed- Use Planned Development No. CD-MPD-2023-0000, a Request to Construct an 8,578 Square-Foot Mixed-Use Building with Two Ground-Floor Commercial Spaces (Totaling 2,803 Square Feet) and Six Residential Units (Totaling 4,520 Square Feet) on an 18,212 Square-Foot Vacant Lot, Located at 347 Moorpark Avenue; and, Making a Determination of Exemption From the California Environmental Quality Act in Connection Therewith, on the Application of Yossi Bar-Zion. Staff Recommendation: 1) Open the public hearing, accept public testimony, and close the public hearing; and 2) Adopt Resolution No. PC-2025-714 recommending to City Council the approval of Mixed-Use Planned Development Permit No. CD-MPD-2023-0000 and a determination that this project is exempt from the California Environmental Quality Act (CEQA).
