8.PUBLIC HEARINGS:
A.Consider Resolution No. PC-2025-713, Approving Conditional Use Permit No. CD-CUP-
2025-0026 to Allow the Sale of Beer for On-Site or Off-Site Consumption within an Existing
3,377 Square-Foot Commercial Space, Located at 718 Los Angeles Avenue, Suites B1 &
B2 (Village at Moorpark Shopping Center), and Making A Determination of Exemption
Pursuant to California Environmental Quality Act in Connection Therewith, on the
Application of Josh Moskowitz (All Fore US, LLC. 1) Open the public hearing, accept
public testimony, and close the public hearing; and 2) Adopt Resolution No. PC-2025-713
approving Conditional Use Permit No. CD-CUP-2025-0026 and finding the project Exempt

RESOLUTION NO. PC-2025-713 AS MODIFIED. (ROLL CALL VOTE:

B.Consider Resolution No. PC-2025-714, Recommending City Council Approval of Mixed-
Use Planned Development No. CD-MPD-2023-0000, a Request to Construct an 8,578
Square-Foot Mixed-Use Building with Two Ground-Floor Commercial Spaces (Totaling
2,803 Square Feet) and Six Residential Units (Totaling 4,520 Square Feet) on an 18,212
Square-Foot Vacant Lot, Located at 347 Moorpark Avenue; and, Making a Determination of
Exemption From the California Environmental Quality Act in Connection Therewith, on the
Application of Yossi Bar-Zion. Staff Recommendation: 1) Open the public hearing, accept
public testimony, and close the public hearing; and 2) Adopt Resolution No. PC-2025-714
recommending to City Council the approval of Mixed-Use Planned Development Permit No.
CD-MPD-2023-0000 and a determination that this project is exempt from the California
