SUBJECT: RATIFIED GROWTH POLICY
This memo outlines a proposal for consideration as a
future agenda discussion/action item.
I have long supported implementation of a policy
whereby voter ratification would be solicited for
"major changes" to our general plan numbers. This
proposal would provide voters an opportunity to express
preference in direct response to single large-scale
projects and would promote better planning and
increased community benefit as results.
In contrast to past discussions, this proposal is
specific to voter ratification. Perhaps by limiting
our focus to developing a voter-ratified growth policy,
we can move toward our goal of expanding public
participation while promoting improved planning policy.
The proposal :
1. Current procedure regarding General Plan Amendment
processing would continue.
2. After any affirmative council vote for what is
deemed to be a "Major GPA" , by virtue of this
policy, the matter would be placed on a public
ballot at the next election for voter
ratification.
The criteria:
"Major GPA" would be defined as any proposed change to
the general plan that would result in either :
A. An overall change of 5% above current
projected population at build-out over the
life of the project; OR
B. An annual change of 1.25% above current
projected population at build-out during a
single year .
Analysis :
Using year 2000 current projected population of 33,000

198g. changes to projected growth limits in excess of 516
residential units. On an annual basis, GPA proposals
ACTION: g scheduled to construct more than 129 residential units
above current general plan projections during any given
year would require voter ratification.
By Naturally, technical and legal aspects of this proposal
will require thorough review and the numbers presented
here are suggestions for due consideration. I look
forward to serious consideration of the advantages of
such a policy by all concerned .
