SUBJECT: GENERAL PLAN UPDATE
BACKGROUND
The City Council at the February 11, 1987 regular meeting reviewed
a staff report regarding eleven requests for General Plan Amendments
made back in 1985 and considered the need to update the City' s Land
Use and Circulation Elements of the General Plan.
At the February llth meeting the Council adopted staff' s recommended
course of action and set a future date to consider the following:
1 . The scope of what the update should accomplish.
2 . To identify appropriate general plan goals and policies
which should be adhered to and those needing adjustments .
3 . Review other matters deemed appropriate.
Shortly after taking the action above the Council met with the
Planning Commission on February 25 , 1987 . At this meeting the
topic of General Plan Update was discussed again. Planning Commissioner
Holland introduced the idea of a Local Planning Ordinance which
was generally well received. There also appeared to be a general
consensus to receive as much public input into this subject as
possible prior to setting any course of action. At the February
llth Council meeting staff had suggested the following program:
1. The City Council to determine the issues , policies and
direction needed for the update.
2 . To refer these tentative ideas to the Planning Commission for
comments .

3 . After receiving the Planning Commissions comments to
advise all interested parties to file letters of interest.
4 . Conduct public hearings and evaluate the merits of each
request.
5 . After all of the above has been accomplished, scope the
work and request staff to prepare Request for Proposals .
Following the joint meeting with the Planning Commission there
may be some interest to hold several public hearings regarding
the update before further consideration by the Council .
The staff' s proposal allows for public comments midway through
the process . Staff would suggest at this time that a determination
be made when public comment is most desirable . Also, there may
be a need to set separate meeting dates for public input on this
-matter over and above regular Council meetings .I _ The Planning Commission

could be the receiver of public testimony in lieu of Council if
' public input is desired at the start of the process .
RECOMMENDATION
1. Set a date specific to discuss the scope of what the update
should accomplish; or
2 . Set a date(s) specific to receive public testimony regarding
any and all aspects of the proposed update to the Land Use
and Circulation Elements to the General Plan; or
3 . Refer the matter to the Planning Commission to take testimony.
