Moorpark Community Center 323 Science Drive
A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held
on October 6, 2025, at the Moorpark Community Center located at 323 Science Drive, Moorpark,
California.
1. CALL TO ORDER:
Vice Chair Estrella called the meeting to order at 6:31 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner Dubreuil led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Dubreuil, Morgan and Vice Chair Estrella.
Absent: Commissioner Harris and Chair Lousen.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director, Stephanie
Anderson, Recreation Service Manager and Kimberly Sexton, Administrative Specialist.

None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Commission Dubreuil announced that she attended the Summer Camp Out at Arroyo
Vista Park on August 2, 2025, her husband attended the Spazmatics Concert in the Park
on September 27, 2025, and she participated in the County Days parade on October 4,
2025.
Commissioner Morgan announced that he participated in the County Days parade on
October 4, 2025.
Vice Chair Estrella announced that he participated in the Country Days parade on
October 4, 2025.

Vice Chair Estrella announced upcoming recreation events at Arroyo Vista Community
Park including open signups for fall classes, a Movie in the Park on October 11th, Monster
Mash Skate Night on October 24th and Haunted High Street on October 31, 2025, on High
Street.
7. PRESENTATIONS/ACTION/DISCUSSION:
A. Consider Summer Recreation Program Summary. Staff Recommendation: Receive
and file report. (Staff: Stephanie Anderson)
Ms. Anderson gave the report.
There were no speakers.
A conversation followed between Commissioner Dubreuil and staff about the 3rd of
July Fireworks Extravaganza direct costs, indirect costs and cost recovery.
Commissioner Dubreuil asked staff to explore options for a drone show and about city-
wide plans to celebrate the United States' 250-year anniversary.
A conversation followed between Commissioner Dubreuil and staff about Camp
Moorpark participants, direct costs and indirect costs.
Commissioner Dubreuil suggested staff include organized activities for the next
Summer Camp Out at Arroyo Vista Park.
Commissioner Morgan commended staff on a successful summer and for investing in
training counselors.
MOTION: Commissioner Morgan moved and Commissioner Dubreuil seconded the
motion to receive and file the report. The motion carried by voice vote, 3-0. (Chair Lousen
and Commissioner Harris absent)
B. Consider Dates for Fall Park Tour. Staff Recommendation: Select a date and time
and five or six parks to tour during the Fall 2025 Special Commission Meeting and
Park Tour. (Staff: Jeremy Laurentowski)
Mr. Laurentowski gave the report.
There were no speakers.
CONSENSUS: It was the consensus of the Commission to hold the Fall 2025 Special
Commission Meeting and Park Tour on November 15th, 2025, at 9:30 a.m., and tour
Community Center Park, Arroyo Vista Community Park, Campus Canyon Park, College
View Park, Tierra Rejada Park.

8. CONSENT CALENDAR:
MOTION: Commissioner Morgan moved and Commissioner Dubreuil seconded a motion
to approve the Consent Calendar. The motion carried by voice vote, 3-0. (Chair Lousen
and Commissioner Harris absent)
A. Approval of Minutes of the Parks and Recreation Regular Commission Meeting of
September 2, 2025. Staff Recommendation: Approve as presented.
9. ADJOURNMENT:
Vice Chair Estrella adjourned the meeting at 7:03 p.m.
