ADJOURNMENT: The next Parks and Recreation Commission meeting will be held on MONDAY. JUNE 13 at 7:30 p.m. This will be a special meeting with the City Council. The July Parks and Recreation Commission meeting will be held on TUESDAY.JULY 5. 1994, at 7:00 p.m., due to the Fourth of July Holiday which falls on the regular meeting date. Any member of the public may address the Commission during the Public Comments portion of the Agenda. SPEAKER CARDS MUST BE RECEIVED BY THE SECRETARY PRIOR TO THE CALL TO ORDER OF THE MEETING. Speakers will be heard in the order that their Speaker Cards are received. A limitation of 3 minutes shall be imposed upon each speaker. * Discussion/Action Items which are judged by the Director of Community Services to be of high priority. Copies of the reports or other written documentation relating to each item of business on the agenda are on file in the office j tce of the Secretary and are available for public review. ITEM MINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California DUNE 6, 1994 The regular meeting of the Parks and Recreation Commission of the City of Moorpark was held on Monday, June 6, 1994, in the Council Chambers of City Hall of said City, located at 79.9 Moorpark Avenue, Moorpark, CA 93021 . 1. CALL TO ORDER: Vice-Chair Stratton called the Meeting to order at 7 :10 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Commissioner Ulis- Judd. 3. ROLL CALL: Present : Commissioners Sandra G . Thompson, Ginger Stratton, Arlene Butler, Debra Ulis-Judd . Chair Hall was absent . Staff Present: Christine Adams, Director of Community Services, and Rene Mayfield, Administrative Secretary. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDAR: A. Approval of the Parks and Recreation Commission Minutes of May 2 , 1994 . Staff Recommendation: Approve as presented. MOTION: Commissioner Thompson moved to approve the report as presented. Commissioner Butler seconded. The Motion was carried 4 to 0 . Chair Hall was absent . B. Park Status Report - May. Staff Recommendation: Receive and file the report . Commissioner Ulis-Judd told staff that there were splinters in the wood play equipment at Peach Hill Park. Chair Hall arrived at 7 :12 . MOTION: Commissioner Butler moved to receive and file the report . Commissioner Thompson seconded. Unanimously approved. 8. DISCUSSION/ACTION ITEMS: A. Consider Special Event Report : Middle School Dance on June 3 , 1994 , (Oral Report ) Staff Recommendation: Receive and file the report . Commissioner Thompson told the Commission that the success of the dance was due partly to Vickie McGowan and her daughter for distributing flyers . Commissioner Stratton said that she was glad to here that it was so successful. MOTION: Commissioner Thompson moved to receive and file the report . Commissioner Stratton seconded . Unanimously approved. B. Consider Park Names for Downtown Park Site and Villa Campesina Neighborhood Park Site . Staff Recommendation: Direct staff as deemed appropriate. Commissioner Butler said that she supported Villa Campesina as the name for that neighborhood park because it was the name the neighborhood wanted. Commissioner Stratton concurred with Commissioner Butler because she too felt the neighborhoods wishes should be considered. MOTION: Commissioner Bulter moved to submit the name Villa Campesina to the City Council as a recommendation. Commissioner Thompson seconded. Unanimously approved. Commissioner Stratton reiterated her suggestion of Riley Spencer, Jr. Park as the name for the downtown park. Commissioner Thompson concurred with Commissioner Stratton and said that she felt it was appropriate. Commissioner Butler suggested the name Poindexter Park. Commissioner Ulis-Judd agreed with Commissioner Stratton because of the impact the Spencer Family had on Moorpark before it incorporated. MOTION: Commissioner Stratton moved to submit the recommended names Riley Spencer, Jr. Park and Poindexter Park to the City Council with emphasis on Riley Spencer, Jr. Park. Commissioner Thompson seconded. Unanimously approved. 9. ANNOUNCEMENTS/FUTURE AGENDA ITEMS: The Commission requested the following agenda items for future meetings: Some Budget Items for the Joint City Council/Parks & Recreation Commission Meeting. Arroyo Vista Grand Opening Report Commissioner Thompson to provide report on meeting hosted by the City of Oakland that she attended. Presentation to Moorpark Girls Softball for work donated at North Meadows Park. Meet with Recreation staff to review recreation programming. Camp Moorpark Report/Update. 10. ADJOURNMENT: Commissioner Butler moved to adjourn the meeting to the June 13 , 1994, Joint City Council & Parks and Recreation Commission Meeting beginning at 7 :30 p.m. Commissioner Stratton seconded. Trench backfilled near sidewalk by softball field. Playground slide updated per manufacturer's request for safety. Peach Hill Park Handicapped ramp from parking lot installed. Entry through fence by playground and additional sidewalk installed. Ballfield "Keep Off" signs made . Bulletin Board repaired. Tierra Rejada Park Restroom vandalized. Virginia Colony Park Irrigation controller vandalized at a cost of $800 - $1000 in damages . Other Staff completed work on marquee signs for city events. RECOMMENDATION Receive and file the report . Agenda Report TO: Parks & Recreation Commission FROM: Chris Adams, Director of Community Services Prepared By: SG Shellabarger, Recreation Supervisor DATE: June 6, 1994 SUBJECT: June 3, 1994 Youth Dance A. Event Description The 1994 Farewell Youth Dance was held on Friday, June 3 from 7:00-10:00 pm in the Moorpark Community Center Apricot Room. Open to incoming and outgoing 6th, 7th, 8th graders with MUSD ID. MYAC ran the snack bar and the City provided DJ, security and janitorial services.MYAC assisted with publicity. B. Staff, Volunteers 6t Dignitaries Shelly Shellabarger, Recreation Supervisor Dale Sumersille, Recreation Supervisor Sandi Thompson, Parks & Recreation Commissioner MYAC included Vickie McGowan, Sophie Ptompo, Lonnie Fisher, Karen Knect Other volunteers included Connie Volke, Ronald Corzine, Randy Blum, Keith Kephart, Steven Cerri C.Attendance There were 193 youths in attendance with 1 0 chaperones in addition to 2 staff members. Total of 205. 120 kids used coupons. D. Finance EXPENSES: $479. DJ $255.00 Custodial $ 80.00 Staff $144. 00 Shelly $72 Dale $72 REVENUE: $431.00 TOTAL COST: $ 48.00 E. Comments 1. This event was successful largely due to the fact that flyers were so widely distributed. Several people assisted: Dale Sumersille went to Chaparral and handed out flyers as did Vickie McGowan and Sandi Thompson. 2. At this event, Dale had the youths fill out Teen activity surveys. As a part of this project, our mailing list will be augmented. F. Recommendation 1. It has been suggested that dances remain at the Community Center (rather than going to the new recreation Center). Reasoning includes the following: a. The new facility has no stage b. floor coverings are inadequate for this kind of activity c. With the exception of the gym,rooms are smaller 2. A dance should be planned for September or October. M City of Moorpark AGENDA REPORT TO: The Parks and Recreation Commission FROM: Christine Adams, Director of Community Servic DATE: sJune 6, 1994 SUBJECT: Consider Park Names for Downtown Park Site and Villa Campesina Neighborhood Park Site. BACKGROUND In November, 1993, the City Council took action and adopted a Park Naming Policy for all new park sites . The park site that is located in the Villa Campesina neighborhood has not been officially named by resolution of the City Council , nor has the newly acquired downtown park site, south of Poindexter near Chaparral Middle School . The Commission may want to delay any decision on the downtown site, since the conceptual plans have not been designed, nor have there been any plans completed to identify how the park and the adjacent residential area will interface. It would be appropriate for the Parks and Recreation Commission to study these sites and prepare a list of recommended names for the City Council to review and adopt. DISCUSSION At the Parks and Recreation Conmdssion meeting of May 2 , 1994, the Commission voted to table this item to tonight ' s meeting in order to get more information regarding the two park sites . In reference to the park site at the Villa Campesina neighborhood, staff spoke with neighborhood representatives regarding their preference for a name . The neighborhood representatives were in favor of the name "Villa Campesina Park" . At the May 2 meeting, Commissioner Ginger Stratton suggested the park name "Riley Spencer, Jr. Park" for the name of the downtown park site. She has provided staff the following information regarding Mr. Spencer for the Commission to review: Mr. Spencer ' s grandfather, John Cornette, established himself in Moorpark in 1906 . He owned over 200 acres of land, from Cornette Street through the Moorpark Estates tract, including the homestead property where Dora and Riley Spencer, Sr . still live . The property which is now the lower football field of the old high school and the property where Chaparral Middle School is located were also part of Mr. Cornette ' s property. Riley Spencer, Jr. grew up in Moorpark and as an adult, was very involved in the community. He was a charter member of the Moorpark Rotary and was a member for 35 years with perfect attendance . He was a charter member of the Junior Chamber of Commerce and later as a charter member of the Moorpark Chamber of Commerce, of which he was president several times. His other civic involvements included serving as a volunteer fireman for the County of Ventura, a charter member of the Moorpark Historical Society, and the Chairman of the Ventura County Grand Jury. Riley Spencer, Jr. was a member of the Moorpark Planning and Architectural Review Committee and later was a Ventura County Planning Commissioner, all before Moorpark incorporated. Mr. Spencer was very involved in family and youth activities . He was a sponsor for Little League, Soccer, Field Hockey and the High School Baseball and Softball programs . He was a financial supporter of the Boys and Girls Club. He was a member of the Moorpark Methodist Church, where each year he donated turkeys, which he also carved and served, for the church ' s annual Thanksgiving Dinner. Staff would recommend that the Commission discuss names for both park sites and take action recommending names for these parks to the City Council for adoption. Per the adopted policy, the park names should be chosen to identify an area, by either identifying a street or neighborhood area . Paragraph #2 of the City adopted Park Naming Policy states that " In special circumstances, park names could be designated to recognize a national or historical event, or a Moorpark resident who has made significant contributions to the City" . RECONNMNDATION Direct Staff as Deemed Appropriate. Attachment City Park Naming Policy (Adoptei on November 3, 19,3) 1. The City Council will direct the Parks and Recreation Commission to make recommendations on names for all new park projects during or before park construction. 2 . City parks may be named in a manner which identifies the geographic location of each park. Whenever possible the name of a street, or the street upon which the park is located, may be part of the park name. In special circumstances, park names could be designated to recognize a national or historical event, or a Moorpark resident who has made significant contributions to the City. 3 . The City Council will consider the Parks and Recreation Commission ' s recommendations and will adopt the chosen park name by resolution.
