PROCLAMATIONS AND COMMENDATIONS: A. Proclamation Recognizing November 29, 2025, as Small Business Saturday in the City of Moorpark. 5. PUBLIC COMMENT: (Must be physically present in the Council Chambers to speak under this item.) 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Pursuant to Council Rules of Procedure, Section 2.9, Items to be withdrawn from the Consent Calendar shall be identified at this time.) 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: 8. PUBLIC HEARINGS: All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 323 Science Drive during regular business hours. The agenda packet for all City Council meetings is available on the City's website at www.moorparkca.gov. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. PRESENTATION/ACTION/DISCUSSION: A. Consider Annual Economic Development Division Update. Staff Recommendation: Receive and file report. (Staff: Doug Spondello, Community Development Director) B. Consider Ordinance Adding Chapter 9.36 to Title 9 of the Moorpark Municipal Code Establishing Requirements Governing the Possession of Catalytic Converters and to Identify Violations as Subject to Civil Penalties and Administrative Charges; and Consider Resolution Amending the City's Schedule of Fees and Service Charges to Add the Fine Amount for Violating the Catalytic Converter Possession Regulation. Staff Recommendation: 1) Introduce Ordinance No. , Adding Chapter 9.36 (Unlawful Possession of Catalytic Converters) to Title 9 (Public Peace, Morals, and Welfare) and Identify Violations as Subject to Civil Penalties and Administrative Charges as Found in the City's Schedule of Fees and Service Charges, respectively; and 2) Adopt Resolution No. 2025- to Amend the City's Schedule of Fees and Service Charges to Add the Fine Amount for Violating the Chapter 9.36 of the Moorpark Municipal Code. Consider Dates for Regularly Scheduled City Council Meetings for Calendar Year 2026 and Standing Committee Meeting Schedule for Calendar Year 2026. Staff Recommendation: 1) Adopt the 2026 Regular City Council meeting date calendar; and 2) Adopt the 2026 Standing Committee meeting schedule. (Staff: Ky Spangler, City Clerk) D. Consider the Potential Establishment of a Quiet Zone for the At-Grade Railroad Crossings at Spring Road and Moorpark Avenue (State Route 23). Staff Recommendation: 1) Provide input and comments regarding the potential establishment of a quiet zone for the at-grade railroad crossing on Moorpark Avenue and Spring Road. 2) Should the City Council consider moving forward with the potential establishment of a quiet zone, direct staff to solicit proposals from engineering consultants to provide railroad engineering services. (Staff: PJ Gagajena, City Manager) 10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED) A. Consider Warrant Register for Fiscal Year 2025/26—November 19, 2025. Consider Resolution Granting Easements to Ventura County Waterworks District No. 1 on City-Owned Property (APN 511-0-020-275) for Sanitary Sewer and Domestic Water Infrastructure Improvements that are Constructed as Part of the Vendra Gardens Development and Making a Finding of Consistency with the Approved Mitigated Negative Declaration of Residential Planned Development Permit No. 2012-02 in Connection Therewith. Staff Recommendation: Adopt Resolution No. 2025- approving the grant of easements to Ventura County Waterworks District No. 1, for public sanitary sewer and water lines, on City-owned property (APN 511-0-020-275), subject to final language approval by the City Manager and City Attorney, and making a determination of consistency with the previously adopted Mitigated Negative Declaration pursuant to the California Environmental Quality Act.
