SUBJECT: Consider Resolution Approving Budget Amendment for Zip Books
Grant at Moorpark City Library
BACKGROUND
Throughout the year, the California State Library offers grants to augment programs and
services at California libraries. The City’s Agreement with Library Systems and Services,
Inc. (LSS) requires that LSS research and seek out grant opportunities for the Moorpark
City Library (MCL).
DISCUSSION
MCL staff applied for and obtained a grant allocation from the California State Library Zip
Books Program for 2025-2027 grant year. The Zip Books Program provides Library users
with speedy access to books that may not be available in the collection or through the
reciprocal borrowing program. A patron can request an item from the MCL, and the MCL
will purchase the item, have it shipped to the patron, who will return the book to the library
when they are finished using it. The book then remains in the library collection for use by
other patrons.
The MCL received a grant in the amount of $6,840 from the Zip Books Grant Program.
In order for the MCL to utilize the grant funds, a budget amendment needs to be
processed to adjust the revenue in the Library Operations Fund (1010) and allocate the
funding to the Zip Books Program. For the MCL, LSS purchases the patron requested
books, and the City reimburses them through the Zip Books allocation.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.

FISCAL IMPACT
A budget amendment has been prepared that adjusts the revenue allocation for the Zip
Books grant program in the amount of $6,840 to the Library Operations Fund (1010) and
then allocates the offsetting expenditure funds to the Library in the amount of $6,840.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.

RESOLUTION NO. 2025-____
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL
YEAR 2025/26 REVENUE BUDGET IN THE AMOUNT OF
$6,840 AND THE EXPENDITURE APPROPRIATION IN THE
AMOUNT OF $6,840 FROM THE LIBRARY OPERATIONS
FUND (1010) FOR ZIP BOOKS GRANT
WHEREAS, the City Council adopted the Operating and Capital Improvement
Budget for Fiscal Year 2025/26 on June 18, 2025; and
WHEREAS, a staff report has been presented to City Council requesting a revenue
budget amendment to adjust the Library Operations Fund (1010) budget to account for
revenue from the Zip Books Grant Program and to allocate the grant expenditure funding
for the Zip Books Program in the amount of $6,840; and
WHEREAS, Exhibit A hereof describes said budget amendment and its resultant
impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A Revenue Budget adjustment in the amount of $6,840 to the Library
Operations Fund (1010), as more particularly described in Exhibit A, is hereby approved.
SECTION 2. A budget expenditure appropriation in the amount of $6,840 from the
Library Operations Fund (1010), as more particularly described in Exhibit A, is hereby
approved.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
