MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 11/19/2025 Regular Meeting SUBJECT: Consider Dates for Regularly Scheduled City Council Meetings for Calendar Year 2026 and Standing Committee Meeting Schedule for Calendar Year 2026 BACKGROUND The days and times of regular meetings of the City Council, the first and third Wednesday of each month beginning at 6:30 p.m., is established by Moorpark Municipal Code Section 2.04.10. Each year staff presents a calendar to the City Council outlining which dates regular City Council meetings are scheduled, which dates are proposed for special meetings (workshops), and which dates are proposed for cancellation. Additionally, the calendar denotes the regular or planned meeting dates for the City’s Commissions and Library Board. Lastly, this annual report creates the minute action confirming the regular meeting schedule for Standing Committees. DISCUSSION Approval of an annual meeting calendar supports a variety of transparency and operational goals, which include providing fixed Council meeting dates for residents, project applicants, and other interested parties as well as giving staff certainty on Council dates for operational planning. In developing the annual calendar for City Council meetings, staff considers national holidays, anticipated trainings and conferences, and a summer “dark” period. Staff is requesting the City Council provide any feedback and adopt a calendar for the regularly scheduled City Council meetings for year 2026 as that include meeting cancellations as follows: •March 18 (spring recess) •July 15 and August 5 (six-week summer recess) Item: 9.C. 22 Honorable City Council 11/19/2025 Regular Meeting Page 2 On July 2, 2025, a request was made during the Council meeting to consider shifting the summer recess “dark” period from the month of August to the second meeting in July and the first meeting in August. This was suggested to better align with school district academic calendars and summer vacation schedules for City Councilmembers and staff with children since most schools now start in the middle of August, thereby reducing the likelihood of a City Councilmember missing a meeting. One of the primary reasons the City Council has historically maintained an August recess is related to the biennial municipal election. Per the California Elections Code, the candidacy nomination period opens 113 days prior and closes 88 days prior to an election, corresponding with the middle of July to the middle of August. Staff researched the history of the August summer recess finding that during the last 20 years, there were five occasions (2006, 2007, 2008, 2015, and 2018) where the schedule deviated from an August recess. On three occasions the second meeting in July and first meeting in August were cancelled, and on one occasion the month of July was set as the summer recess. Most commonly the Council has held its second July meeting and reconvened the first week of September, thereby providing the City Manager’s and City Clerk’s Office with the ability to fully focus on election activities. It should be noted that from time to time the need arises for special meetings during the month of August. Special meetings were held in 2023, 2024, and 2025, for varying reasons, with best efforts made to limit the need to schedule meetings during the planned recess. Per the Council’s request in July, staff has prepared a draft calendar for 2026 (Attachment 1) for consideration showing the second meeting in July and the first meeting in August being cancelled for the summer recess. Annual Special Meeting / Budget Workshop Historically the City Council has convened a special meeting for the dedicated purpose of reviewing the City’s proposed Budget for the upcoming fiscal year and the Capital Improvement Projects (CIP) for the upcoming five-year period. In 2025 the City transitioned to a two-year budget cycle with the City Council adopting an operation budget covering Fiscal Years 2025/26 and 2026/27. Therefore, a separate special meeting will not be required in 2026 and will instead be scheduled in 2027 for the next two-year budget cycle. Standing Committee Meeting Schedule City Council reorganization is scheduled to take place at the December 3, 2026, meeting where a new Mayor Pro Tem will be appointed. The Mayor Pro Tem serves as a member of the Administration, Finance, and Public Safety Standing Committee with the Mayor, and the immediate past Mayor Pro Tem (Councilmember Delgado) serves as an alternate. 23 Honorable City Council 11/19/2025 Regular Meeting Page 3 City Council Policy 1.2.6, Standing Committees - Meeting Schedule, states the regular meeting schedule for Standing Committees is to be approved by minute action of the City Council, typically at the reorganization meeting. The change to the Administration, Finance, and Public Safety Committee membership reflects Mayor Pro Tem Delgado becoming the alternate; the new Mayor Pro Tem, once appointed, will serve as the second regular committee representative. The current days and times for Standing Committee meetings are shown below and no changes are requested at this time. The current Standing Committee representation is as follows: 1. Administration, Finance, and Public Safety Committee Members: Mayor and Mayor Pro Tem (TBD) Alternate: Immediate Past Mayor Pro Tem (Delgado) Staff: Assistant City Manager Meeting Date: First Wednesday of the month at 5:45 p.m. 2. Community and Economic Development Committee Members: 2024-2026 members: Councilmembers Delgado & Means Alternate: 2024-2026 alternate: Barrett Staff: Community Development Director Meeting Date: Third Wednesday of the month at 5:45 p.m. 3. Transportation and Public Works Committee Members: 2024-2026 members: Mayor Enegren & Councilmember Castro Alternate: 2024-2026 alternate: Means Staff: City Engineer/Public Works Director Meeting Date: First Monday of the month at 5:45 p.m. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION 1. Adopt the 2026 Regular City Council meeting date calendar; and 2. Adopt the 2026 Standing Committee meeting schedule.
