MOORPARK ARTS COMMISSION AGENDA REPORT CITY OF MOORPARK TO: The Moorpark Arts Commission FROM: Peggy Rothschild, Active Adult Center Supervisor Parks, Recreation & Community Services Department DATE: May 12, 2009 (Meeting of May 19, 2009) SUBJECT: Moorpark Arts Festival BACKGROUND The Moorpark Arts Festival was originally established in 1930. After a period of years when the event was not held annually, the tradition was revived in 2003 by a committee of Moorpark residents and local volunteers. In 2007, the City assumed responsibility for planning and staffing the event. Due to conflicts with other City events, the Festival was moved from the first Sunday in October (when it had been held in 2003 - 2005), to the first Sunday in May. In 2009, the event was moved to the last Sunday in April to avoid competition with other arts- related events in east Ventura County. DISCUSSION Held on Sunday, April 26, the 2009 Moorpark Arts Festival showcased a wide variety of art forms. Overall attendance at all combined sites is estimated at 2,000. At the Civic Center, featured artist Kathy Ikerd exhibited her vivid oil and acrylic landscapes along with a juried exhibit of fine art housed inside the Apricot Room. The fine arts exhibit included drawing, painting, photography and ceramics. A gourd art exhibit was held inside the Citrus Room, in conjunction with a gourd crafting demonstration. Inside the Active Adult Center, two photography shows were on exhibit: "My Home Town" and "As I See It." Each of these exhibits were the end product of photography projects conducted during 2008 which focused on capturing special aspects of Moorpark through pictures. Art by school -age children was well represented with over 200 pieces entered in the Youth Art Exhibit. Peach Hill Academy submitted the greatest number of entries followed by Moorpark Community High School. The Youth Art Exhibit drew a very large and enthusiastic audience. A special "mammoth" craft project was provided for children by volunteers, with youngsters assembling their own woolly mammoth. Arts Commission May 19, 2009 Page 2 On the Civic Center patio, pottery wheel demonstrations and lessons were offered by Moorpark College student teacher Chad Steel, while free face painting was provided by Creative Designs by Camille. Both activities were extremely popular with youth and parents. In the pool car parking lot, Matt Oppenheimer created the "3 -D Baby," demonstrating chalk "street painting" and helping children try their own hand at this unique art form. Live musical performances on the Civic Center patio added to the festive atmosphere. Attendance fluctuated onsite throughout the day, ranging from 50 to 250, with the majority of visitors at the Civic Center and Library between 11:30 a.m. and 1:30 p.m. The Moorpark Library hosted a program of bilingual activities, starting with a cultural craft project by Moorpark Family Resource Center and First Five of Ventura County. Bilingual story time was featured midway through the day and the final activity, the Mariachi Magic of Rafael and Katia, drew a capacity audience of about 50. In addition, the winning poems and drawings from the 2008 California Coastal Commission's statewide contest were on exhibit. There was good foot traffic between the library and chalk art station and up to the Civic Center patio. The High Street Arts Center showcased performances by Ballet Folklorico, the Conejo Players Children's Theatre, Walnut Canyon and Arroyo West Strings orchestras, the Treblemakers, Pam Rossi Dance Ten, the Gypsy Dancers, the Dancing Divas, Cal State University Channel Islands Vocal Jazz Club and the Moorpark College Improv -a- sutra troupe. The High Street Arts Center reported a steady stream of guests throughout the day with the largest audiences attending during the 11:00 a.m. to 2:00 p.m. time period. Caricaturist Dave Boatman was stationed in front of the Arts Center and had a line of "customers" for his services. Free caricatures were provided to Festival attendees from 11 a.m. until 3 p.m. Participating local High Street businesses included the High Studio Fine Art Gallery with a "Faces Up Close" exhibit, followed by a Closing Fiesta, and the Fine Print Shop offered an exhibit of local artists in a variety of media. MOORPARK ARTS COMMISSION AGENDA REPORT To: The Moorpark Arts Commission From: Hugh Riley, Assistant City Mana L.J. Stevens, General Man of the H Street enter Date: May 13, 2009 (Meeting of May 19, 2009) Subject: Proposed 2009 — 2010 Theater Season for the High Street Arts Center BACKGROUND Agency staff is considering the fourth season for fiscal year 2009 -2010. The shows over the last three seasons have been drawing audiences especially fond of more classic comedy styles, touching dramas and family shows. This feedback from our audiences has influenced the discussions of shows for the next season as has the need to diversify the season with concerts and film festival showings. DISCUSSION The season would officially begin in July, 2009. The first show planned would likely begin auditions and rehearsals in June, 2009 to accommodate a mid - August opening. With the currently proposed budget for the fourth season, staff has concentrated on productions that have smaller casts, yet strong appeal to the current audience base. Staff is also considering reducing the number of productions from five to four in order to allow funds for co- sponsored concert-style programming. The proposed season will be finalized by staff after budget approval by the City Council and once rights and licensing can be secured. The following plays were discussed for the 2009 -2010 Season: "Rent" "Can't Take it With You" "Runaways" "Sea Marks" "Baby" "The Dinner Party" "The Goodbye Girl" "Driving Miss Daisy" "Jake's Women" "Twelve Angry Men" "The Miracle Worker" "The Odd Couple" "Wit" "Cash on Delivery" "Tons of Money" "The Best Christmas Pageant Ever" Arts Commission May 19, 2009 Page 2 of 3 Strong consideration is being given to the following shows for the 2009 -2010 season: "The Goodbye Girl" - August 21, 2009 thru September 27, 2009 – Musical - Book by Neil Simon, Music by Marvin Hamlish, Lyrics by David Zippel. Description: "The Goodbye Girl" is based on Neil Simon's well -known film about an unlikely romance between Paula, a bitter, single mother who has been jilted one too many times, and Elliot, the opinionated actor who shows up on her doorstep with a lease to sublet her apartment. It features the same unique humor that has made Neil Simon the most popular playwright in Broadway history. "The Miracle Worker" - October 16, 2009 thru Nov 15, 2009 - Family Drama - By William Gibson. Description: Immortalized onstage and screen by Anne Bancroft and Patty Duke, this classic tells the story of Annie Sullivan and her student, blind and mute Helen Keller. "The Miracle Worker' dramatizes the volatile relationship between the lonely teacher and her charge. Helen, trapped in her secret world, is violent, spoiled, almost sub - human, and is treated by her family as such. Only Annie realizes that there is a mind and spirit waiting to be rescued from the dark, tortured silence. Following scenes of intense physical and emotional dynamism, Annie's success with Helen finally comes with the utterance of a single word: "water ". "The Best Christmas Pageant Ever" -December 5, 2009 thru December 21, 2009 - Family Melodrama - By Barbara Robinson. Description: In this hilarious Christmas tale, a volunteer Mom struggles to put on a church Christmas pageant, and is faced with casting the Herdman kids - probably the most inventively awful kids in history. The play reaches a crescendo of humor and confusion when the Herdmans collide with the Christmas story head on! This show can be cast with as few as 17 and as many as 32 children. "Driving Miss Daisy" – February 5, 2010 thru March 7, 2010 – Drama - By Alfred Uhry. Description: The place is the Deep South, the time 1948, just prior to the civil rights movement. Having recently demolished another car, Daisy Wertham, a rich, sharp - tongued Jewish widow of seventy -two, is informed by her son that she must rely on the services of a chauffeur. The person he hires for the job is a thoughtful, unemployed black man, Hoke, whom Miss Daisy immediately regards with disdain. But, in a series of absorbing scenes spanning twenty -five years, the two, despite their differences, grow ever closer to, and more dependent on, each other, until, eventually, they become almost a couple. Slowly and steadily the dignified, good- natured Hoke breaks down the stern defenses of the ornery old lady, as she teaches him to read and write and, in a gesture of good will and shared concern, invites him to join her at a banquet in honor of Martin Luther King, Jr. As the play ends Hoke has a final visit with Miss Daisy, now ninety -seven and confined to a nursing home, and while it is evident that a vestige of her fierce independence and sense of position still remain, it is also movingly clear that they have both come to realize they have more in common than they ever believed possible —and that times and circumstances would ever allow them to publicly admit. Arts Commission May 19, 2009 Page 3 of 3 "The Odd Couple" - May 14, 2010 thru June 13, 2010 — Comedy - By Neil Simon Description: This classic comedy opens as a group of the guys assembled for cards in the apartment of divorced Oscar Madison... and if the mess in the apartment is any indication, it's no wonder that his wife left him. Late to arrive is Felix Unger who has just separated from his wife. Since he is very fastidious and none too tense, they fear he might commit suicide and go about locking all the windows. As the action unfolds, the clean -freak and the slob ultimately decide to room together with hilarious results as "The Odd Couple" is born. All of the above suggested shows are subject to the availability of rights and licensing at the time staff is able to access funds to move forward with a fourth season. In the event that rights and licensing are not available or, due to circumstances beyond our control, a suitable replacement will be chosen with full staff discussion. MINUTES OF THE ARTS COMMISSIONTEM Moorpark, California February 17, 2009 A Regular Meeting of the Moorpark Arts Commission of the City of Moorpark was held on February 17, 2009, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: 6:07 p.m. 2. OATH OF OFFICE: City Clerk administered the oath of office. 3. PLEDGE OF ALLEGIANCE: LJ Stevens led the Pledge of Allegiance. 4. ROLL CALL: Present: Jean Amador, Tina Hamous, Wendy Molloy, Tom Puckett, and Mary Schwabauer Staff Present: Hugh R. Riley, Assistant City Manager, Mary Lindley, Director of Community Services, LJ Stevens, General Manager, High Street Arts Center. 5. SPECIAL PRESENTATIONS: A. Consider Nomination and Selection of Chair and Vice Chair, and Set a Regular Quarterly Meeting Schedule. Commissioner Schwabauer nominated Jean Amador for Chair and Commissioner Puckett seconded. Commissioner Hamous motioned to elect Commissioner Amador as Chair, Commissioner Schwabauer seconded. Commissioner Molloy nominated Commissioner Hamous for Vice - Chair, Commissioner Schwabauer seconded. Commissioner Amador motioned to elect Commissioner Hamous, Commissioner Molloy, seconded. B. High Street Arts Center Update (L.J. Stevens, General Manager) LJ Stevens gave an update on the current season of the High Street Arts Center, to bring the new Commissioners up to speed on the status of the season. REORDERING OF, AND ADDITIONS TO, THE AGENDA: Consensus of the commission to re -order the agenda to hear Item 8.13. first. 8. DISCUSSION /ACTION ITEMS: A. Review Approved Arts Commission Related Objectives for FY 2008 -2009 and Summary Report on Previous Projects. Staff Recommendation: Receive and file report. Mr. Riley gave the staff report. Discussion ensued among the Commissioners and staff regarding the Arts Commission related goals and objectives for FY 2008 -09. CONSENSUS: Received and filed report. B. Consider Patriot Commerce Center Public Art Conceptual Design. Staff Recommendation: Provide feedback on the Patriot Commerce Center proposed public art project. Ms. Lindley gave the staff report. Discussion and questions ensued amongst the Commissioners, Developer, and Artists regarding various aspects of the Art Project including the design, landscaping, and project medium. CONSENSUS: The Commission recommended approval of the project to the City Council. 9. CONSENT CALENDAR: A. Approval of Minutes for the Arts Commission Meeting of November 18, 2008. Staff Recommendation: Approve as presented. MOTION: Commissioner Molloy motioned and Commissioner Hamous seconded, approval of the Consent Calendar. 10. CALL TO ORDER: Mayor Parvin called the joint meeting to order at 6:16 p.m. 2. THE PLEDGE OF ALLEGIANCE: Arts Commissioner, Mary Schwabauer led the Pledge of Allegiance. 3. ROLL CALL: City Council: Councilmembers Mikos, Millhouse, Van Dam, and Mayor Parvin. Arts Commission: Commissioners Puckett, Schwabauer, and Chair Amador. Absent: Commissioners Hamous and Molloy Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City Manager; Deborah Traffenstedt, Administrative Services Director /City Clerk; and Maureen Benson, Assistant City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION /ACTION /DISCUSSION: A. Consider Status Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2008/2009 and Direction for Fiscal Year 2009/2010. Staff Recommendation: Direct staff as deemed appropriate. Mayor Parvin opened the item for discussion. There were no speakers. Minutes of the City Council and Arts Commission Moorpark, California Page 2 April 29, 2009 The Commission discussed: 1) Including public art in the budget for city projects; 2) Adding more arts related goals to the objectives; 3) Considering opportunities to include art in the High Street streetscape plans; 4) Enlarging the definition of the arts to include architecture and sculpture; 5) Opening up opportunities for the youth of Moorpark to experience the arts; 6) The High Street Arts Center should consider garage jazz band sessions, choral groups from outside the community, voice or instrumental quartets, and foreign films; 7) Underwriting youth scholarships or grants for the arts; 8) The arts as a means to provide optimism during times of financial hardship and times of war; and 8) The need for a book store in Moorpark. The Council discussed: 1) Opportunities for incorporating art objectives; 2) Adding an arts and culture plan to the goals and objectives; 3) Development of a Council objective to require art in public building projects; 4) Possibly adding art objectives to the Human Services Center and new Post Office projects; and 5) Future discussion on having the Arts Commission discuss broadening the definition of the arts, putting together a program to adopt a sister city; possibly developing an Arts Master Plan; identifying opportunities to incorporate Moorpark's history in art such as using the pepper trees and apricot trees, consider a mural for High Street, and conduct field trips to other cities to garner ideas. 6.
