MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Mary K. Lindley, Parks, Recreation & Community Services Director,: DATE: May 3, 2007 (Meeting of May 15, 2007) SUBJECT: Consider a Special Meeting Date to Review the Veteran's Memorial Conceptual Designs DISCUSSION On April 18, the City Council approved the Arts Commission's recommendation to award a $1,000 stipend to Community Works Design Group and Campbell and Campbell to prepare conceptual designs for the Veterans Memorial. Each design firm has been given a timetable and project parameters. The parameters included input from the local veterans group, including: use of 3 flag poles (United States, State of California, and MIA flags); incorporation of the large stone slabs containing the names of deceased Moorpark veterans currently located on Moorpark Avenue; identification of the five military branches; a place for individuals to sit and reflect; room to hold a ceremony consisting of 50 participants; ability to add the names of future deceased Moorpark veterans; landscaping pallet requiring minimal maintenance; and use of lighting for flags and other memorial features. The Commission will be tasked with reviewing the conceptual designs and selecting the one it feels is most fitting. The Commission's recommendation will be presented to the City Council which will have final approval. The Commission is being asked to select a meeting date between July 16 and August 3 to review the conceptual plans. Each design firm will be invited to the meeting to discuss their plan and design ideas. STAFF RECOMMENDATION Select a special meeting date. Jessica Sczepan, Administrative Special' May 9, 2007 (Meeting of 5/15/07) Consider Fundraising for the Arts in Moorpark Chairman Harper asked that an item be placed on the Agenda regarding fundraising for the Arts in Moorpark to open a dialogue between the Commission and staff regarding various fundraising strategies that might be implemented. Although fundraising for the arts falls outside of the established duties and responsibilities of the Commission it may be appropriate for the Commission to review certain alternatives that could be implemented in Moorpark. STAFF RECOMMENDATION Discuss various fundraising strategies with Staff. ITEM -e .4 MINUTES OF THE ARTS COMMISSION Moorpark, California March 14, 2007 A Special Meeting of the Moorpark Arts Commission of the City of Moorpark was held on March 14, 2007, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. Stevens, General Manager, High Street Arts Center; and Deborah Traffenstedt, Administrative Services Director /City Clerk. SPECIAL PRESENTATIONS: A. Consider Nomination and Selection of Chair and Vice Chair, and Set a Regular Quarterly Meeting Schedule. Commissioner Petrello moved and Commissioner Amador seconded a motion to nominate Commissioner Harper to serve as Chair. The motion carried by 5 -0 vote. Consider Moorpark Arts Commission Rules of Procedure. Staff Recommendation: Adopt Rules of Procedure. Mr. Moe presented the staff report. Commissioner Petrello moved and Commissioner Rohal seconded a motion to hold quarterly meetings on the third Tuesday of the second month in each quarter. The motion carried by 5 -0 vote. The meeting held in the first quarter will serve as the Annual Meeting. B. Consider Proposals for the Veteran's Memorial Design Services. Staff Recommendation: Recommend up to three designers. Ms. Lindley presented the staff report. Two consultants presented proposals outlining their approach to designing the Veteran's Memorial. Commissioner Rohal moved and Commissioner Swineburne seconded a motion to recommend both consultants to proceed with conceptual design. The motion carried by a 4 -1 vote (Amador descending). C. Consider High Street Arts Center 2007 -2008 Season. Staff Recommendation: Recommend High Street Arts Center 2007 -2008 season to staff for consideration. Ms. Stevens presented the proposed 07/08 Theater season. Commissioner Amador moved and Commissioner Swineburne seconded a motion to recommend staff implement the proposed season. The motion carried by a 5 -0 vote. 9. CONSENT CALENDAR: None. 10. S MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Peggy Rothschild, Active Adult Center Supervisor la Parks, Recreation & Community Services Department DATE: May 7, 2007 (Meeting of May 15, 2007) SUBJECT: Moorpark Arts Festival Summary Report DISCUSSION The Moorpark Arts Festival, held Sunday, May 6, 2007, showcased a wide variety of art forms. Overall attendance at all sites is estimated at 950. At the Civic Center, "hands on" drawing and clay instruction were available for children by Young at Art and ceramists from Moorpark College. A fine arts exhibit was housed inside the Apricot Room with Moorpark College art students providing drawing demonstrations. Gourd art exhibits along with gourd crafting demonstrations were held throughout the day inside the Braun Room. At the Active Adult Center, an exhibit, entitled, "My Home Town" displayed the photographic answers to ten questions posited about living in Moorpark. These questions were answered by participants who ranged in age from 5 to 19, each participant was provided with a disposable camera along with a list of questions. Kim Ramseyer of freeform Photography, curated the exhibit which included photographer biographies plus enlargements of three of each participant's photographs. Live musical performances by Moorpark College students, and local chamber groups and bands were given inside the Apricot Room and on the Civic Center patio. Featured artist Tesi Sanchez - Halpert exhibited her whimsical metal sculptures outside on the Civic Center patio. Attendance varied onsite throughout the day, ranging from 35 to 110, with the majority of visitors at both the Civic Center and Library between noon and 3 p.m. The newly refurbished Moorpark Library hosted an exhibit of poetry and drawing of the winning work from the 2007 California Coastal Commission Art Contest. The Cat in the Hat stopped in to celebrate his 50th anniversary and read three children's books to an enthusiastic audience of fifty children and adults. The Poetry Contest winners were announced, followed by a poetry reading by the various contest winners. The High Street Arts Center showcased performances by local bands, dance troupes, singers, and a wide variety of musicians, including performers from Moorpark College. Moorpark Arts Commission May 15, 2007 Page 2 The High Street Arts Center reported a steady stream of guests throughout the day. The debut of the High Street Broadcast at 4 p.m. was particularly well- attended. Participating local High Street businesses included the High Studio Fine Art Gallery which featured an exhibit entitled, "Abstract Naturalists and Images of Women." Moorpark Family Resource Center and First Five Ventura County also participated, hosting "Oodles and Doodles of Art," an interactive event for children. The Old Town Breakfast and Bakery hosted "The Fine Art of Indulgence: Outrageous Chocolate and Live Jazz" from 2 -4 p.m. Although the Art Festival has a long history (it was originally established in 1930), it had not been held for many years. In 2003, the tradition was revived by a committee of dedicated Moorpark residents and local volunteers. The 2007 Arts Festival was the first year the City was wholly responsible for planning and staffing the event. Due to conflicts with other City events, the Festival was moved from the first Sunday in October (when it had been held in 2003, 2004 and 2005), to the first Sunday in May. The May date did conflict with the second weekend of Conejo Valley Days, but it is still unclear if this other county event impacted our attendance. The Arts Festival Committee will be convening May 15 to review the event and discuss plans for improvement. Topics to be discussed will include selection of a date for next year's event, possible changes in event hours, event promotion, how to better link High Street and Civic Center events, and what items were most successful at this year's Arts Festival.
