A. Consider Approval of the Minutes of the
Redevelopment Agency Meeting of September 4 , 1991.
Staff Recommendation: Approve the minutes as
processed. •
B. Consider Authorizing the Payment of Legal and Other
Costs Associated with the Acquisition of a Site for
the Commuter Rail Station. Staff Recommendation:
Authorize the Agency'_s attorney to proceed with
activities necessary to prepare agreements and
provide support to the Commuter Rail Station
project.
C. Consideration of a Waiver to Allow- the Firm of.
Burke, Williams and Sorensen to Represent Both the
Ventura County Transportation Commission and the.
Redevelopment Agency Concerning the Commuter Rail-
Project and Acquisition of Property on High Street.
Staff Recommendation: Authorize the Chairman to
sign the waiver.
5. ADJOURNMENT:
Any member of the public may address the Redevelopment Agency
during the Public Comments portion of the Agenda, unless it is a
Public Hearing item. Speakers who wish to address the
Redevelopment Agency concerning a Public Hearing item must do so
during the Public Hearing for that item. Speaker Cards must be
received by the Secretary of the Redevelopment Agency prior to the
Call to Order of the meeting. Speakers will be heard in the
order that their Speaker Cards are received. A limitation of 3
minutes shall be imposed upon each speaker.

A Special Meeting of the Redevelopment Agency of the City of Moorpark
was held on September 4, 1991 in the City Council Chambers of said City
located at 799 Moorpark Avenue, Moorpark, California.

CALL TO ORDER:
Chairman Lawrason called the meeting to order at 6:05 p.m.
ROLL CALL:
Present: Agency Members Montgomery, Perez, Talley,
Wozniak, and Chairman Lawrason.

MOTION: Agency Member Talley moved and Agency Member Montgomery
seconded a motion to approve the Consent Calendar. The motion
carried by unanimous roll cal: ot.e.
A. Consider Approval of the Minutes of the Redevelopment Agency
Meeting of August 7 1991-11 Staff Recommendation: Approve the
minutes as processed.

(Southern Pacific /VCTC) pu suant to Government Code Section

CONSENSUS: By consensus the Agency determined not to adjourn to
Closed Session since the subject matter had been discussed during

MOTION: Agency Member Montgomery moved and Agency Member Talley
seconded a motion to approve -the agreement for Option and Right of
First Refusal to Purchase Rail Fr.operty with VCTC subject to final
approval of language by the Executive Director and Agency Counsel
and to authorize the Chairman t; sign the agreement. The motion
carried by unanimous voice VI-ItF
5. ADJOURNMENT:
MOTION: Agency Member Perez moved and Agency Member Wozniak
seconded a motion to adjourns. The motion carried by unanimous

SUBJECT: WAIVER TO ALLOW BURKE, WILLIAMS AND SORENSEN TO
REPRESENT VENTURA COUNTY TRANSPORTATION COMMISSION
AND THE MOORPARK REDEVELOPMENT AGENCY CONCERNING
THE COMMUTER RAIL PROJECT AND ACQUISITION OF
PROPERTY ON HIGH STREET.
BACKGROUND
On May 1, 1991, the City Council took action to authorize the Mayor
to sign a waiver allowing Burke, Williams and Sorensen to represent
both the Ventura County Transportation Commission and the City
concerning the Commuter Rail Project and acquisition of property on
High Street related to the project. It is necessary that the
Moorpark Redevelopment Agency take similar action and authorize the
Executive Director to sign a waiver.
RECOMMENDATION
Authorize the Executive Director to sign a waiver allowing Burke,
Williams and Sorensen to represent both the Ventura County
Transportation Commission and the City concerning the Commuter Rail
Project and acquisition of property on High Street.
