Consider Approval of Minutes of the Joint Meeting of the City Council and the Moorpark Redevelopment Agency of December 15, 1993. Staff Recommendation: Approve minutes as processed. B. Consider Resolution No. 94- of the Moorpark Redevelopment Agency Approving and Authorizing the Chairman to Execute a Reimbursement Agreement by and between the Moorpark Redevelopment Agency and the City of Moorpark (For City Loan for Purchase of MacLeod Property). Staff Recommendation: Adopt Resolution No. 94- authorizing the Chairman to execute the Reimbursement Agreement. S. ACTION /DISCUSSION: A. Consider Review of Funding Alternatives for Ventura County Library. Staff Recommendation: Direct staff as deemed appropriate. 6. CLOSED SESSION: A. Hayes, Economic Development Manager December 16, 1993 (MRA Meeting of 1 -5 -94) ��ppMENTgs� eiWABLISHED * MARCH 18 1987 0 cgl1FOVO�' Qv *t \�lTYOf M0 SUBJECT: A Resolution of the Moorpark Redevelopment Agency Approving and Authorizing the Chairman to Execute a Reimbursement AM% �1A between the Moorpark Redevelopment Agency and the 1rC Y (For City Loan for Purchase of MacLeod Property) AC?jQfl� DISCUSSION: BY The attached Reimbursement Agreement is being presented to the Moorpark Redevelopment Agency (MRA) for approval in accordance with Section 33670 of the California Community Redevelopment Law and for auditing purposes for filing the Annual Statement of Indebtedness. The loan amount of $3,500,000 contained in Exhibit "A" attached to the Reimbursement Agreement is for the purchase of properties located between Los Angeles Avenue on the south, Poindexter Avenue to the north and to the east of Gisler Street as shown on the City of Moorpark's Zoning Map. The remainder of the funding for the total $5.5 million dollar purchase will consist of $1,500,000 of Redevelopment Bond proceeds reserved for affordable housing and the City will pay $500,000 for approximately six acres of park property. The interest rate to be paid is ten percent (10 %) per annum or the maximum rate allowed by law, whichever is less. RECOMMENDATION: Staff recommends that the Moorpark Redevelopment Agency adopt Resolution No.94 = authorizing the Chairman to execute the attached Reimbursement Agreement by and between the City of Moorpark and the Moorpark Redevelopment Agency. AGENDA REPORT MOORPARK REDEVELOPMENT AGENCY TO: The Chairman and Members of the Moorpark Redevelopment Agency FROM: Steven G. Hayes, Economic Development Manager DATE: December 17, 1993 (MRA Meeting of 1 -5 -94) SUBJECT: Review Funding Alternatives for Ventura County Library DISCUSSION: With the drastic cut in State revenues to special districts, the County Library Services Agency reduced the Moorpark Branch Library. The City Council has been reviewing various ways to help support the Ventura County Library in extending the hours of operation. At present time the County of Ventura has rejected the City for funds to extend the library's hours of operation including the proposal to request the Agency approve an early pass through of tax increment funds to the County. The Moorpark Redevelopment Agency has been requested to explore additional options in this regard. The City Council expressed a desire to find a source of funds which may supplement or supplant general fund monies for supporting the library and ask the Agency if it could assist in this funding. The City Council has already committed to helping financially with the expansion of the library facility in the future, and has designated approximately $60,000.00 for this project. In the study of this situation there are basic restrictions of Agency funds that must be considered. The California Community Development Law allows tax increment revenues to be used to provide funds for the construction of facilities, to purchase and sell land at a discount, and to allow additional pass through of increment funds to mitigate the fiscal impacts resulting from the Redevelopment Project. Operations and maintenance of projects and /or facilities, do not fall into the categories of appropriate expenditures. RECOMMENDATION: Direct staff as deemed appropriate.
