Staff Recommendation: Review design and direct staff as deemed appropriate. B. Consider Authorization to Retain Consultants for Site Plan Development (Mission Bell Phase II. Staff Recommendation: That the Moorpark Redevelopment Agency authorize the retainment of a consultant for site plan development in an amount not to exceed $45,000 from the 1993 Tax Allocation Bond Proceeds and consider contract award to perform service. S. CLOSED SESSION: A. Negotiations for Real Property at 675 Moorpark Avenue (Moss) and 661 Moorpark Avenue (Aikens) pursuant to Government Code Section 54956.8. B. Negotiations for Real Property at 18 High Street (Abbott & Assoc., Moorpark Chamber of Commerce, Moorpark Melodrama) pursuant to Government Code Section 54956.8. C. Negotiations for Real Property on the North Side of Los Angeles Avenue and South Side of Poindexter Avenue contiguous to Mission Bell Plaza. 6. TO: FROM: City of Moorpark AGENDA REPORT The Moorpark Redevelopment Agency Christine Adams, Director of Community Services ITEM MCKWARK, CALIFORNIA REDEVELOPMENT AGENCY MEETING DATE: J January 11, 1 1994 ( (Meeting of January 19, 1 1994) In 1993, the City's Redevelopment Agency took ownership of the property along the south side of High Street. Prior to Country Days in October, the fencing that ran along the street property in front of the old depot and the sheet metal building was torn out and reinstalled approximately 20 feet back from the street. The City's Redevelopment Agency has allocated funding to improve this site. The RDA allocated $10,000 to this project, of which approximately 3000 has been used to date to remove the old chain link fence that extended along the street frontage, to install a new fence 20 feet back of the curb, and rough grading of subject property. Staff intends to keep the park extremely assive, and provide places to sit and enjoy the ambiance of the downtown area. The afready established pepper trees along the street provide immediate shade and beauty. Adding benches that will be the same as those already along the north side of the street, as well as some planter areas with flowering plants, will further enrich this area. Staff is also planning to plant some large flowering bushes along the fence to serve as a screen. This project is being designed and built in -house in an effort to keep costs down. If funding is available, staff is recommending that a small gazebo be considered for the east end of this park. The Parks and Recreation Commission reviewed this park conceptual design at their meeting of January 10, 1994. The Commission ex ressed concern over lighting and were informed that street lighting is being considered ans that the Community Development Department has been assigned to develop a lighting plan. The conceptual design of the park will be adjusted as needed to accommodate the placement ()f the street light standards. The Commission also addressed the need for a bike rack and an additional trash can near the gazebo location. RECOMMENDATION Approve conceptual design and direct staff to proceed with implementation of the improvement plans. Hayes, Economic Development Manager DATE: January 7, 1994 (MRA Meeting of 01- 19 -94) SUBJECT: Consider Authorization to Retain Consultants for Site Plan Development - MacLeod Property DISCUSSION: During the month of December 1993, the Moorpark Redevelopment Agency (MRA) purchased the property located between Poindexter Avenue and West Los Angeles Avenue, west of the existing K -Mart site. The MRA proposes that the property be developed for commercial retail, low- to moderate housing, and park purposes. In order to determine the best site design for the property it is suggested that the MRA contract with a consultant to assist in the preparation of various site plan development scenarios and associated cost estimates for the purposed uses. Proposals from two entities have been solicited. Responses are not expected until January 18, 1994 and will be forwarded to the Agency members upon receipt. FUNDING: Funding for the cost of the consulting service can be allocated from the Agency Housing Fund. RECOMMENDATION: Staff recommends that the Moorpark Redevelopment Agency authorize the retention of a consultant for site plan development in an amount not to exceed $45,000 from the Agency Housing Funds.
