Consider Lease of 18 High Street. Staff Recommendation: That the Moorpark Redevelopment Agency authorize staff to proceed with the lease agreement for 18 High Street by and between the Agency and Charles Abbott and Associates with combined use with the Sheriff Department and authorize the Executive Director to execute said lease agreement. B. Consider Public Works Projects Priority List. Staff Recommendation: It is the recommendation of the Budget and Finance Committee and staff that the projects listed in the combined projects list, (Exhibit I) be accepted for funding by the Moorpark Redevelopment Agency as recommended in the report with design work to proceed. (Continued Item 6.A from 4/20/94; Item 6.A from 4/27/94; Item 6.A. from 5/4/94) C. Consider Funding for a Change Order to the Contract for Miscellaneous Concrete Work (Blois) to Add the Construction of Driveway Aprons and Related Improvements on High Street. Staff Recommendation: That the Moorpark Redevelopment Agency approve funding for additional work to be performed by the Public Works Department in the amount of $4,851.63 and that the fund be allocated from the 1993 Bond Proceeds. Hayes, Economic Development Manager 50� DATE: April 14, 1994 (CC & MRA meeting of 04- 20 -94) - -- SUBJECT: Public Works Projects List BACKGROUND: The Project Area Advisory Committee (PAAC) developed a priority list for all Public Works Projects which was presented to the Moorpark Redevelopment Agency (MRA) on March 16, 1994. After reviewing the PAAC's list and a list of priorities recommended by staff, the MRA requested that the Budget and Finance Committee, (Mayor Lawrason and Councilmember Montgomery) meet with the PAAC to review and discuss both lists. The Budget and Finance Committee met with the PAAC on March 28, 1994 and reviewed and discussed both lists. The Budget and Finance Committee requested that staff combine both lists showing potentially available funding sources, and that the combined list be presented to the committee at a future date for further review. The combined list was considered by the Budget and Finance Committee on April 13, 1994. DISCUSSION: Attached is the combined Public Work Projects List with Committee recommended funding sources, (Exhibit I). The Budget and Finance Committee reviewed the combined list and made some changes which are incorporated in the final combined list. The Budget and Finance Committee's combined list does not reflect any priority for various projects, but is intended to show which projects need to be considered for MRA funding. The PAAC has identified a project, that being a landscaped median for Spring Road, which will require further engineering studies. Both PAAC and the Budget and Finance Committee recognize that Spring Road may not be wide enough to have a landscaped median area and the needed traffic and bike lanes. The feasibility of this particular project will need to be determined after a traffic study has been completed and possibly include consideration of Spring Road being extended northerly of Charles Street as contained in the Circulation Element. This project is considered as a low priority project by the Committee. It is the Budget and Finance Committee and staff's recommendation that: 1) CDBG Funds be utilized first as the source for the construction of the First Street and Bard Street; 2) the construction of High Street west of Moorpark Avenue be limited to overlay improvements only; 3) street improvements for Valley Road should not be considered at this time; and 4) MRA funds are to be a source of matching funds for anticipated federal funds for the Poindexter project. It is further recommended by the Budget and Finance Committee that the City Council /Agency review the amount of available funding from all eligible sources before determining if MRA Funds are to be appropriated as a partial funding source for the construction of Spring Road Storm Drain. There are two other projects on the list prepared by the PAAC which are now considered complete. They are improvements for the ,outh end of McFadden and Cornett, and improvements for the alley at McFadden. At the March 28, 1994, meeting of the PAAC and the Budget and Finance Committee, the members discussed improvements for the alleys east of Moorpark Avenue and south of First Street. This project was inadvertently left off the combined projects list presented to the Budget and Finance Committee at their April 13, 1994, meeting. This project was not considered high in priority by either the Committee or the PAAC in their discussions. Staff has indicated possible funding sources for the project including CDBG funds since the project is in a targeted residential area. RECOMMENDATION: It is the recommendation of the Budget and Finance Committee and staff that the projects listed in the combined projects list, (Exhibit "I ") be accepted for funding by the Moorpark Redevelopment Agency as recommended in the report with design work to proceed. Hayes, Redevelopment Manager DATE: May 13, 1994 (MRA Meeting of May 18, 1994) SUBJECT: Consider Funding for a Change Order to the Contract for Miscellaneous Concrete Work (Blois) to Add the Construction of Driveway Aprons and Related Improvements on High Street BACKGROUND On February 2 , 1994, the City Council awarded a contract for the construction of concrete improvements at various locations. On February 8, 1994 City Council approved a Change Order to the contract adding the construction of sidewalks on Harry Street and Roberts Avenue. DISCUSSION A. Sidewalk Deficiencies The map attached as Exhibit "A" details the proposed project area along High Street. B. Bid Prices The contractor for the Miscellaneous Concrete Project (Blois Construction, Inc. ) has stated that they are prepared to proceed with the High Street construction project at the unit prices initially bid. The contract bid proposal did not include a bid item for traffic control, removal, and disposal. Blois Construction, Inc. has proposed a Not-To-Exceed bid lump sum of $400. 00 for said additional work. C. Proposed Scope of Additional Work Staff recommends that the Scope of Work for the Miscellaneous Concrete Project be increased by adding the construction of concrete improvements, where required, on High Street.
