ACTION/DISCUSSION: A. Consider Resolution No. 94- Approving and Authorizing the`Chairman to Execute a Cooperation Agreement by and between the Moorpark Redevelopment Agency and the City of Moorpark (Miscellaneous Concrete Work - High Street) . Staff Recommendation: Adopt Resolution No. 94- authorizing the Chairman to execute the Cooperation Agreement by and between the City of Moorpark and the Moorpark Redevelopment Agency. B. Consider Public Works Projects Priority List. Staff Recommendation: It is the recommendation of the Budget and Finance Committee and staff that the projects listed in the combined projects list be accepted for funding by the Moorpark Redevelopment Agency as recommended in the report with design work to proceed. Consider Lease of 18 High Street (S/E Corner High and Moorpark Avenue) with Charles Abbott Associates and Approval of Storefront Police Facility. Staff Recommendation: That the Moorpark Redevelopment Agency approve rental with CAA with them fronting costs with the rental terms to be negotiated by staff; 2) City Council approve location of storefront police facility in conjunction with CAA, City Council defer staffing option and determination of funding sources for rent and furnishings to be part of 1994/95 budget adoption. Hayes, Economic Development Manager dc' DATE: May 22, 1994 (MRA meeting of 06/01/94)` SUBJECT: A Resolution of the Moorpark Redevelopment Agency Approving and Authorizing the Chairman to Execute a Cooperation Agreement by and between the Moorpark Redevelopment Agency and the City of Moorpark (Miscellaneous Concrete Work - High Street) BACKGROUND: On May 18, 1994, the Agency approved participation in the funding and appropriated $4, 851 .63 from the 1993 Bond Proceeds for miscellaneous concrete work to be constructed on High Street as described in the attached staff report dated May 13, 1994 . DISCUSSION: The attached Resolution and Cooperation Agreement is being presented to the Moorpark Redevelopment Agency (MRA) for approval in accordance with Section 33670 of the California Community Redevelopment Law and for auditing purposes for filing the Annual Statement of Indebtedness. The City of Moorpark has agreed to construct, or cause to be constructed, the concrete work on High Street as depicted in the above mentioned staff report for the MRA. The total estimated cost of construction is $4, 851 . 63. FUNDING: On May 18, 1994, the Agency agreed to fund this project from the 1993 bond proceeds. RECOMMENDATION: Staff recommends that the Moorpark Redevelopment Agency adopt Resolution No. 94-_ authorizing the Chairman to execute the attached Cooperation Agreement by and between the City of Moorpark and the Moorpark Redevelopment Agency. Agency's Closed Session meeting of September 8, 1993, the lease of 18 High Street was last considered. The Agency received three (3) proposals for the lease and renovation of the vacant Santa Barbara Savings and Loan building. The proposals received at that time were as follows: 1. The Magnificent Moorpark Melodrama and Vaudeville Co. Proposed Use: Costume rentals, small gift shop and Historical Societe, display area. 2. Charles Abbott Associates, inc. (CAA) . Proposed Use: CAA, Ventura County Satellite Engineering Office, Moorpark Building and Safety and City Engineer nq Office. 3. Moorpark Chamber of Commerce. Proposed Use: Chamber Office. The Agency opted to postpone further consideration of leasing the building, and directed staff to seek a restaurant or similar use for this key downtown location. Recently CAA has requested that the city review a new proposal for the lease of 18 High Street. Councilmember Patrick Hunter has brought forth a proposal that would combine the use of 18 High Street with CAA and a storefront Police facility. L r` ITEM AGENDA REPORT MOORPARK REDEVF. Hayes, Redevelopment Manager — DATE: May 13, 1994 (MRA Meeting of May 18, 1994) SUBJECT: Consider Funding for a change Order to the Contract for Miscellaneous Concrete Work (Blois) to Add the Construction of Driveway Aprons and Related Improvements on High Street BACKGROUND On February 2, 1994, the City Council awarded a contract for the construction of concrete improvements at various locations. On February 8, 1994 City Council approved a Change Order to the contract adding the construct-.'Lon of sidewalks on Harry Street and Roberts Avenue. DISCUSSION A. Sidewalk Deficiencies The map attached as Exhibit "A" details the proposed project area along High Street. B. Bid Prices The contractor for the Miscellaneous Concrete Project (Blois Construction, Inc.) has stated that they are prepared to proceed with the High Street construction project at the unit prices initially bid. The contract bid proposal did not include a bid item for traff Lc control, removal, and disposal. Blois Construction, Inc. has proposed a Not -To- Exceed bid lump sum of $400.00 for said additional work. C. Proposed Scope of Additional_ Work Staff recommends that the Scope of Work for the Miscellaneous Concrete Project be increased by adding the construction of concrete improvements, where required, on High Street. Based on a field measurement of those requirements applied to the unit prices bid, and the additional bid item discussed in Section B, the estimated construction cost is $4,228.75.
