Hayes, Redevelopment Manager AA-- DATE: July 1, 1994 (Action/Discussion Meeting of 07/20/94) SUBJECT: Award of Contract for Consulting Services for Engineering and Planning Studies and Appropriation of Housing Funds for Gisler Field Housing Project BACKGROUND: On March 2, 1994, the Moorpark Redevelopment Agency approved funding in an amount of $45,000 for the retention of various consultants for preparation of site and engineering plans for the development of the housing portion of the Gisler Fields Project. A portion of the $45,000 (an amount not to exceed $10,000) was approved for consulting services to be provided by Cabrillo Economic Development Corporation for the administration of the process for a Request for Proposals to complete the engineering and planning studies necessary for the housing project. DISCUSSION: Agency staff has received various proposals for engineering, planning, and financial analysis services for the Gisler Fields Housing Project (see Table I and II attached) . The costs for the engineering portion of the Proposals has a range from $25,860 to $73,030 for the completion of a tentative map, final map, and civil plans. Table I shows the breakdown of the various bids by consulting firm. In evaluating the Proposals, Charles Abbott & Associates (CAA) submitted a bid of $53 ,900, which includes the costs of plan checking fees that would be charged to the Agency upon submittal of the plans by the other firms. The amount of estimated plan checking fees is approximately $21,000. When the plan checking fees are considered (added to the other bids) , CAA submitted the second lowest bid. The lowest bid was submitted by M(3) Civil Engineering. The CAA proposal was complete in detail, and in staff's opinion, is the most responsive bid for the work outlined in their proposal at the lowest cost. CAA's Proposal defines each task that is necessary to complete all work categories, i.e. , tentative map, final map, and civil engineering plans. With this precise detail in the Proposal , r . f Agency staff has evaluated the Proposal as complete and the Proposal addresses all required individual tasks to be performed to finalize the project. With this specificity staff will also be able to monitor the costs and work performed throughout the project. M(3) 's Proposal fails to list the tasks to be performed with costs necessary to complete the work in the three categories. While the M(3) proposal shows categories of work to be performed, their proposal was submitted without taking into consideration all work - necessary to complete the project, or the work was not delineated in their proposal. This proposal has a high potential of incurring cost overruns which can not be determined because of lack of specificity. The lack of detail in the Proposal also makes it difficult, if not impossible, to monitor the work to be performed and the costs involved with the work to assure completion of the project. Without the detail tasks with cost there can be no true evaluation at this time, between the two Proposals. In staff's opinion, M(3) 's Proposal is incomplete and it is recommended that the Agency consider the Proposal as non-responsive and that CAA be awarded the contract for service as responsive low bidder. Copies of both proposals are attached for review. The planning portion of the project bids are outlined in Table II with costs ranging from $5,308 to $10,161. The planning firm of Amador Whittle submitted the lowest bid, that being $5,308. Amador's Proposal is a three sentence bid with no task or costs for tasks shown. As with the M(3) engineering bid, it is staff's opinion that the Amador Whittle's Proposal is lacking in sufficient detail to be considered. It is staff's recommendation that Amador Whittle's Proposal be considered as non-responsive. The other four bids for the planning portion are considered equal in scope of work and cost for the project ($661 range) . Cabrillo Economic Development Corporation has recommended John Mutlow for this project and staff has no objection to that recommendation. Copies of Amador Whittle's and John Mutlow's Proposals are attached for review. A copy of all other proposals are on file in the City Council's Office for review. It is staff's recommendation that the Financial Analysis Services Bid not be considered at this time, and that staff reschedule this for future discussion by the Agency. FUNDING: The Agency approved funds in an amount of $45,000 for all services for this project; $10,000 for administrative costs (Cabrillo) and $35,000 for planning and engineering services. If the Agency agrees with staff's recommendation, that CAA and John Mutlow be retained, then an additional $28,400 will need to be allocated for this project. A. MASTER PLAN The Scope of Work for the master plan includes the following tasks: TASK 1 Research to Identify and understand all relevant issues for developing this site. This task will include title research including ail easements within . property boundaries, review of previous environmental/biological studies, utility research, specific plan research (to identify requirements and changes since specific plan approval). End PrQduct: Written report of findings. TASK 2 ` After review of all existing data/information, meet with City planning and engineering staff to pre-determine requirements for development and to clarify any ambiguous issues. End Product: Meeting minutes. TASK 3 ' Develop two (2) master plan schemes at a scale of 1".200' of the tract, which meet the requirements of Task 1 and 2, using an interactive process between CM and City staff. End Product: Three (3) master plan schemes of the tract showing streets, common area, number of . residential lots and park Including: a) scheme with maximum density, and b) scheme with most efficient lots. TASK 4 Select master plan scheme to be developed. End Product; City selects scheme to be developed. B. TENTATIVE TRACT MAP The Scope of Work for the tentative tract map includes: TASK 1 Perform preliminary hydrology study of site, including park and boundary roads, per City Master Drainage Plan and develop conceptual drainage plan. End product: Hydrology study and conceptual drainage plan. [TASK 2 ` Prepare conceptual utilities layout including water, sewer, and dry utilities. End Product; Conceptual utilities layout incorporated in tentative tract map. TASK 3 Prepare conceptual grading information to be shown on tentative tract map based on existing topographic information. End Product:, Conceptual grading information. TASK 4 • Perform a traffic study, if required by the City. Of primary concern is traffic impacts at major intersections which would be influenced by this development. End Product Traffic study with recommended improvements. • TASK 5 • Prepare a radius map per City requirements based on title company research showing adjacent ownership. End Prodgct; Radius map. TASK 6 Prepare a tentative tract map to City standards. Rd Product: Tentative tract map showing proposed lots, pad elevations, conceptual grading, streets, water, sewer and drainage based on previous tasks. TASK 7 Prepare quantity estimates for development of the site including a preliminary cost estimate, if required. End Product: - Quantity estimates with cost extension. TASK 8 Meet with City staff to assist in review of tentative tract map package. This task includes CAA participation with the Design Review Committee. CAA will incorporate City comments and revise tentative tract map as necessary. End Product: Tentative tract map package with staff approval. TASK 9j • Attend City Planning Commission and Council public hearings in regard to the subject tract of land and prepare responses to adverse comments/recommendations to development. End Product: Passage by Planning Commission and City Council of the tentative tract map. C. FINAL TRACT MAP The final engineering effort shown in this proposal assumes that there will be 50 residential lots and preparation of the final map, will be at a scale of 1"=40'. This work will include both on-site and off-site improvement plans. CAA reserves the right to renegotiate the fee for final tract map based on the actual lot count. The detailed tasks for the final engineering phase includes the following tasks: TASK 1] Perform survey of the'residential portion of the site including: a. elevations and topo along Poindexter Avenue b. topographic survey; and c. boundary survey. TASK 2 Prepare and process for recordation of the final map to include the following: a. prepare all map and lot calculations; b. coordinate with the title company; C. process clearance of map conditions; d. coordinate with any outside agencies for clearance; e. coordinate for map signatures; TASK 3 Prepare and process rough grading plans for the project site. TASK 4 ' Prepare and process water improvement plans for the project site. TASK 5 Prepare and process sewer improvement plans for the project site. TASK 6 Prepare and process on-site street improvement plans for the project site. TASK 7 Prepare and process detailed hydrology study to the satisfaction of the Ventura County Flood Control District. The total fees for Tasks 2 through 11 equates to a fee of $544 per lot for on-site engineering. In addition to our extensive experience as City Engineer for Moorpark and a dozen other Southern California cities, we have extensive experience in land planning and development activities. Some of our most recent note worthy projects are: • EAST CHINO DEVELOPERS CONSORTIUM - We provided engineering and planning services to seven developers who planned and developed 947 acres of residential land in the City of Chino. Our roles ranged from financial administration to tentative and final mapping and construction administration. • BURBANK REDEVELOPMENT AGENCY - We provided planning and design services for a 22 lot residential subdivision. • DINAH SHORE GOLF COURSE MISSION HILLS. RANCHO MIRAGE-We provided tentative and final mapping for 550 residential units. • GARY PLAYER GOLF COURSE MISSION HILLS, RANCHO MIRAGE-We are currently providing master planning and tentative mapping services for 525 residential units, • MENIFEE TOWN CENTRE - We provided planning and final engineering services for a 400,000 SF shopping center in Menifee. • MODERATE/LOW INCOME HOUSING - We have provided planning and tentative and final mapping services for two subdivisions with West Venture Development Company, which won Gold Nugget Awards of Merit for the "Best Family Detached Homes' of smaller size in 1980 and 1993. These early planning decisions can have very significant impact on the timing of later phases and tasks. Therefore, timeframes are estimated by phase. TENTATIVE TRACT MAP All work will be completed within 2 months of Notice to Proceed with tentative tract map. Amador-Whittle Architects team has the capacity to accomplish the Planning Study in four to • five weeks. The team believes that three key elements must be incorporated into project management to accomplish the work schedule and have a quality product.
