4000216rr Agenda Report
TO: Chairman and Members of the Redevelopment Agency
FROM: Steven G. Hayes, Redevelopment Manager
AA--
DATE: July 1, 1994 (Action/Discussion Meeting of 07/20/94)
SUBJECT: Award of Contract for Consulting Services for
Engineering and Planning Studies and Appropriation
of Housing Funds for Gisler Field Housing Project
BACKGROUND:
On March 2, 1994, the Moorpark Redevelopment Agency approved
funding in an amount of $45,000 for the retention of various
consultants for preparation of site and engineering plans for the
development of the housing portion of the Gisler Fields Project.
A portion of the $45,000 (an amount not to exceed $10,000) was
approved for consulting services to be provided by Cabrillo
Economic Development Corporation for the administration of the
process for a Request for Proposals to complete the engineering and
planning studies necessary for the housing project.
DISCUSSION:
Agency staff has received various proposals for engineering,
planning, and financial analysis services for the Gisler Fields
Housing Project (see Table I and II attached) .
The costs for the engineering portion of the Proposals has a range
from $25,860 to $73,030 for the completion of a tentative map,
final map, and civil plans. Table I shows the breakdown of the
various bids by consulting firm. In evaluating the Proposals,
Charles Abbott & Associates (CAA) submitted a bid of $53 ,900, which
includes the costs of plan checking fees that would be charged to
the Agency upon submittal of the plans by the other firms.
The amount of estimated plan checking fees is approximately
$21,000. When the plan checking fees are considered (added to the
other bids) , CAA submitted the second lowest bid. The lowest bid
was submitted by M(3) Civil Engineering. The CAA proposal was
complete in detail, and in staff's opinion, is the most responsive
bid for the work outlined in their proposal at the lowest cost.
CAA's Proposal defines each task that is necessary to complete all
work categories, i.e. , tentative map, final map, and civil
engineering plans. With this precise detail in the Proposal ,
r . f
Agency staff has evaluated the Proposal as complete and the
Proposal addresses all required individual tasks to be performed to
finalize the project. With this specificity staff will also be
able to monitor the costs and work performed throughout the
project.
M(3) 's Proposal fails to list the tasks to be performed with costs
necessary to complete the work in the three categories. While the
M(3) proposal shows categories of work to be performed, their
proposal was submitted without taking into consideration all work -
necessary to complete the project, or the work was not delineated
in their proposal. This proposal has a high potential of incurring
cost overruns which can not be determined because of lack of
specificity.
The lack of detail in the Proposal also makes it difficult, if not
impossible, to monitor the work to be performed and the costs
involved with the work to assure completion of the project.
Without the detail tasks with cost there can be no true evaluation
at this time, between the two Proposals. In staff's opinion,
M(3) 's Proposal is incomplete and it is recommended that the Agency
consider the Proposal as non-responsive and that CAA be awarded the
contract for service as responsive low bidder. Copies of both
proposals are attached for review.
The planning portion of the project bids are outlined in Table II
with costs ranging from $5,308 to $10,161. The planning firm of
Amador Whittle submitted the lowest bid, that being $5,308.
Amador's Proposal is a three sentence bid with no task or costs for
tasks shown. As with the M(3) engineering bid, it is staff's
opinion that the Amador Whittle's Proposal is lacking in sufficient
detail to be considered. It is staff's recommendation that Amador
Whittle's Proposal be considered as non-responsive.
The other four bids for the planning portion are considered equal
in scope of work and cost for the project ($661 range) . Cabrillo
Economic Development Corporation has recommended John Mutlow for
this project and staff has no objection to that recommendation.
Copies of Amador Whittle's and John Mutlow's Proposals are attached
for review.
A copy of all other proposals are on file in the City Council's
Office for review.
It is staff's recommendation that the Financial Analysis Services
Bid not be considered at this time, and that staff reschedule this
for future discussion by the Agency.
FUNDING:
The Agency approved funds in an amount of $45,000 for all services
for this project; $10,000 for administrative costs (Cabrillo) and
$35,000 for planning and engineering services. If the Agency
agrees with staff's recommendation, that CAA and John Mutlow be
retained, then an additional $28,400 will need to be allocated for
this project. Staff recommends that if the Agency concurs with
this recommendation that the additional funds be approved and
appropriated from the Agency Housing Funds. •
RECOMMENDATION: (ROLL CALL VOTE REQUIRED)
Staff recommends that the Moorpark Redevelopment Agency approve
CAA and John Mutlow for consulting services for the Gisler Fields
Housing Project; authorize the Executive Director to enter into
Contracts for Service with same, and approve and appropriate an
additional $28,400 for this service from the Agency Housing Fund.

Subdivision
Dear Steve:
Based on our discussions with your staff and our preliminary
investigation of the site, Charles Abbott Associates, Inc. (CAA)
is pleased to present this proposal . This proposal has the
following sections :
o Scope of Work
o Proposed Fee Schedule
o Project Schedule
o Staffing
o Experience
CAA, working through it ' s design subsidiary, is very familiar
with the land development process and the preparation of
necessary plans, studies, and design to guide the development
process . We have been involved in many noteworthy land
development projects in Southern California, from master planning
to final design through the construction process . Among these
projects, we are most proud of planning and design of the
residential development around the Dinah Shore Golf Course. We
completed engineering of a 400, 000 S.F. shopping center recently.
Our review of other engineer ' s plans has strengthened our resolve
to provide a first class product the first time .
If you have questions or wish to discuss this proposal, please

Estimating a schedule for this project is particularly difficult because during the master
planning process, often times many different thoughts surface as to how to develop the
property. These early planning decisions can have very significant impact on the timing
of later phases and tasks. Therefore, timeframes are estimated by phase.
MASTER PLAN All work will be completed within 2 months of Notice to
Proceed being Issued for the project.
TENTATIVE TRACT MAP All work will be completed within 2 months of Notice to
Proceed with tentative tract map.
FINAL TRACT MAP All work will be completed within 4 months of Notice to
Proceed with the final tract map.
The following personnel are proposed to perform work on this project.
John Whitman Principal In Charge
Henry Pao Project Director
Dirk Lovett Quality Control
Danny Chow Hydrology and Drainage
Margaret Burleigh Subdivision Design

PLANNING PROPOSAL BY
AMADOR WHITTLE
\Ir*k/
AMADOR WHITTLE
ARCHITECTS
June 1, 1994
City of Moorpark
799 Moorpark Avenue
Moorpark, CA 93021
Attn: Mr. Steve G. Hayes, Economic Development Manager
Dear Mr. Hayes:
Amador-Whittle Architects would like to express their interest to provide the Planning Study
for a portion of the property located south of Poindexter, north of West Los Angeles Avenue
and west of the existing K-Mart Shopping Center (Book 511, Page 08, Parcel 24, 25, and 26
as depicted on the attached map).
Wagner Engineering & Survey, Inc. will provide Civil Engineering design support to
Amador-Whittle Architects in the Planning Study. This support will include technical design
in street and lot layout to insure compliance with general Public Works and Building and
Safety Standards. This proposal is based upon the receipt of a boundary and topographic
survey, preferably in digital format.
Amador-Whittle Architects understands the importance of quality projects within limited
funding, as well as restricted deadlines due to public funding and limited municipal funding
of a small, growing city. On past projects, Jean Amador, A.I.A., has completed planning in
a timely manner within the given budget. Cost analyses are detailed and include the cost of
construction and associated costs.
Amador-Whittle Architects team has the capacity to accomplish the Planning Study in four to
• five weeks. The team believes that three key elements must be incorporated into project
management to accomplish the work schedule and have a quality product. They are a
realistic and practical work management plan, a corporate commitment and principal's
involvement, and availability of competent and experienced professionals (see resumes).
The team uses state of the art computer generated drafting to provide efficient, accurate
drawings for all components of the study. Both offices are working on compatible computers
connected by modem to produce the quality designed work.

Amador-Whittle Architects stresses the importance of working with the client throughout the
design process. As a result, our interpretation and evaluation procedures are very simple:
We listen closely, we develop and present ideas, we discuss these ideas and design
approaches openly with our client, and we decide the next step collectively. Through
frequent meetings issues are identified, alternatives are discussed and resolved, and the
design evolves until it meets as a whole with our client's satisfaction and within budget
limitations. Each project is an individual expression of the environment and functional needs
of its users.
We appreciate the opportunity to express our interest and enthusiasm for this project and
sincerely believe that the assembled team of professionals will successfully complete this
assignment in the high standards of the City of Moorpark.
Very truly yours,Jean A. Amador, A.I.A.
