Any member of the public may address the Agency during the Public Comments portion of the Agenda, unless it is a Public Hearing or Discussion/Action item. Speakers who wish to address the Agency concerning a Public Hearing or Discussion/Action item must do so during the Public Hearing or Discussion/Action portion of the Agenda for that item. Speaker card must be received by the Agency Secretary for Public Comment prior to the beginning of the Public Comments portion of the meeting and for Discussion/Action items prior to the beginning of the first item of the Discussion/Action portion of the Agenda. Consider Retaining Consultant to Prepare Housing Implementation Plan, State Filings and Ordinance Amending the Redevelopment Plan as Required by New Redevelopment Law as Mandated by A.B. 1290. Staff Recommendation: That the Moorpark Redevelopment Agency authorize the Executive Director to enter into a Contract for Services with Urban Futures for the services described in an amount not to exceed $17, 700. 6. ACTION/DISCUSSION: A. Consider the Redevelopment Agency Meeting Schedule. Staff Recommendation: Direct staff as deemed appropriate. B. Consider Appropriation of Funds for Labor Costs for Demolition and Improvements for 224 - 226 High Street and Moorpark Active Seniors Building. Staff Recommendation: Approve the requested appropriation of funds in an amount not to exceed $7,958. 55 to various accounts as described in the staff report from City's Fund 01 Reserves. AGENDA REPORT MOORPARK REDEVELOPMENT AGENCY r TO: Chairman and Members of the Moorpark Redevelopment Agency FROM: Steven G. Hayes, Redevelopment Manager DATE: September 16, 1994 (Meeting of 09/21/94) SUBJECT: Retaining Consultant to Prepare Housing Implementation Plan, State Filings and Ordinance Amending the Redevelopment Plan as Required by New Redevelopment Law as Mandated by A.B. 1290 The passage of A.B. 1290 and other recent legislation has mandated revisions to existing redevelopment plans and new requirements including a housing implementation plan that must be prepared and adopted by all redevelopment agencies. Annual housing reports are now required to be filed with the State of California. The penalty for not complying with the new legislation is that agencies shall be forced to stop functioning. The Community Development Department was scheduled to prepare the housing implementation plan in conjunction with other required housing documents. They recently experienced a loss in personnel and have been forced to make adjustments in work assignments. The full scope of the projects (time and amount of work) was not realized until members of the Community Development Department attended a CRA Seminar, held in July of his year, outlining the new State requirements. The reassignment of work schedules along with the realization of the full scope of the requirements mandated by the State has created a need to have a consultant prepare the necessary document for the housing implementation plan and other documents in a timely manner to meet State requirements and deadlines. Staff is requesting authorization to retain Urban Futures, Inc. as the consultant for the preparation of these documents. The consultants fee for this service is in an amount not to exceed 00013 $17,700. The Agency did not budget for this service at the time of budget adoption. Urban Futures, Inc are the consultants who prepared the Redevelopment Plan for the Moorpark Redevelopment Agency in 1989. They have also been involved with other projects for the Agency including the 1993 bond issue. This past experience with the Agency has given Urban Futures the background and knowledge about the City and Project Area that enables them to provide this service at a reasonable rate and in a time frame necessary to meet State requirements. STAFF RECOMMENDATION: (Roll Call Vote) Staff recommends that the Moorpark Redevelopment Agency authorize the Executive Director to enter into a Contract for Services with Urban Futures for the services described above in an amount not to exceed $17,700. CALIFORNIA REDISALOPQEMT AGENCY MEETING OF 1N y ACTION: C Ig BY � TO: FROM: DATE: ITEM`• 8• MOORPARK REDEVELOPMENT AGENCY AGENDA REPORT Chairman and Members of the Moorpark Redevelopment Agency Steven Hayes, Economic Development Directoic—_.-,E October 6, 1994 (Mtq 10/19/94) SUBJECT: Appropriation of Funds for Labor Costs for Demolition and Improvements for 224 - 226 High Street and Moorpark Active Seniors Building DISCUSSION• The Moorpark Redevelopment Agency has leased 226 High Street (the building was previously leased to the County of Ventura Health Center) to Mr. Kenneth Moss, President of JEMCO Plumbing. In order to lease the building, the Agency removed most of the interior walls and for safety reasons, removed all of the electrical wiring and service box. The cost of labor (provided by City workers) for the demolition and general improvements is $4,433.55. Much of the panelling and framing was saved and is being used to renovate the building that will be occupied by the Public Works Department. The Agency portion for replacement of the electrical service (electrical panel and meters) is $2,500. The interior electrical wiring and other tenant improvements costs have been paid by Mr. Moss. Mr. Moss has fronted approximately $14,500 and the rental credit will be in effect for 15 months. The Agency has ordered additional screening materials for the parking and storage area at a cost of $1,025 Installation is scheduled in the week of October 17th. FUNDING• In order to pay for these costs staff recommends the appropriation of $7,958.55 from Fund 01 Reserves Account. The Agency will enter into a Reimbursement Agreement with the City pledging Tax Increment Revenues to reimburse the City for these funds. The requested funds appropriations are to the following fund accounts: 1. $2,859.90 to Line Item 170.502. (Labor costs - community Services Department) 00016 2. $1,573.65 to Line Item 170.502 (Labor costs - Public Works Department) 3. $3,525 to Line Item 170.658. (Electrical service repair and screening cost) RECOMMENDATION• (Roll Call Vote) Staff recommends that the Agency approve the requested appropriation of funds in an amount not to exceed $7,958.55 to the various accounts as described above from City's Fund 01 Reserves.
