Staff Recommendation: Approve the minutes as processed.
B. Consider Approval of the Granting of an Easement to the
Southern California Edison Company for Certain Underground
Utilities at 192 High Street. Staff Recommendation: Approve
the Easement Deed, granting to theSouthern California Edison
Company rights to place and maintain certain underground
utilities on MRA property located at 192 High Street.

Discussion/Action item. Speakers who wish to address the Agency
concerning a Public Hearing or Discussion/Action item must do so during

prior to the beginning of the Public Comments portion of the meeting and

Hearing must be received prior to the beginning of the Public Hearing.
A limitation of three minutes shall be imposed upon each Public Comment
and Discussion/Action item speaker. Copies of each item of business on
the agenda are on file in the office of the Secretary and are available
for public review. Any questions concerning any agenda item may be

SUBJECT: Consider Approval of the Granting of an Easement
to the Southern California Edison Company for
Certain Underground Utilities at 192 High Street
DISCUSSION
The City recently completed the construction of a system of
underground conduits on High Street, required for the
installation of new decorative street lights. Included in
that work was the installation of additional underground
electrical conduits required to facilitate the future removal
of a number of power poles along High Street. One such
conduit extends to a pole located south of the street right -
of -way on property owned by the Moorpark Redevelopment Agency
(MRA), which is located at 192 High Street.
It is necessary for the MRA to grant to the Southern
California Edison Company (SCE), an easement for the
placement and maintenance of those underground electrical
facilities.
Staff recommends that the Moorpark Redevelopment Agency (MRA)
approve the attached EASEMENT DEED, granting to the Southern
California Edison Company (SCE) rights to place and maintain
certain underground electrical facilities on MRA property,
and authorize the Chairman to execute said Easement Deed on
behalf of the Agency.

THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK, a redevelopment agency organized
pursuant to the Community Development Law of the State of California, (hereinafter referred to as
"Grantor "), hereby grants to SOUTHERN CALIFORNIA EDISON COMPANY, a corporation, its successors
and assigns (hereinafter referred to as "Grantee "), an easement and right of way to construct, use,
maintain, operate, alter, add to, repair, replace, reconstruct, inspect and remove at any time and from time
to time overhead and underground electrical supply systems and communication systems (hereinafter
referred to as "systems "), consisting of poles, guys and anchors, crossarms, wires, underground conduits,
cables, vaults, manholes, handholes, and including above - ground enclosures, markers and concrete pads
and other appurtenant fixtures and equipment necessary or useful for distributing electrical energy and for
transmitting intelligence by electrical means, in, on, over, under, across and along that certain real
property in the County of Ventura, State of California, described as follows:
A strip of land six (6) feet wide lying within that portion of Lots 34, 35 and 36, Fremont Subdivision
of Lot "U' of the Rancho Simi, as per map recorded in Book 3, page 39 of Maps, in the office of the County
Recorder of said County, being a strip of land 300 feet in width, the centerline thereof being the centerline
of the 100 foot wide strip of land described in deed dated February 28, 1900, from Madeleine R.
Poindexter, et al., to the Southern Padific Railroad Company, recorded March 20, 1900, in Book 64 of
Deeds, page 169, records of said County; the centerline of said six (6) foot wide strip being described as
follows:
Commencing at the intersection of the centerlines of High Street, 80 feet wide as it now exists with
Moorpark Avenue, 60 feet wide as it now exists; thence North 89 °59' East, along the the centerline of said
High Street, 518 feet; thence Southerly, parallel with the centerline of said Moorpark Avenue, 40 feet to the
southerly line of High Street and the True Point of Beginning of said strip; thence South 22 °05' West, 22
feet, more of less, to Edison pole no. 2197202E, as it now exists.
It is understood and agreed that the above descriptions are approximate only, it being the intention
of the Grantor(s) to grant an easement for said systems as constructed. The centerlines of the easement
shall be coincidental with the centerline of said systems as constructed in, on, over, under, across and
along the Grantor(s) property.
This legal description was prepared pursuant to Sec. 8730(c) of the Business & Professions Code.
The Grantor agrees for itself, its successors and assigns, not to erect, place or maintain, nor to
permit the erection, placement or maintenance of any building, planter boxes, earth fill or other structures
except walls and fences on the above described real property. The Grantee, and its contractors, agents and
employees, shall have the right to trim or top such trees and to cut tree roots as may endanger or interfere
with said systems and shall have free access to said systems and every part thereof, at all times, for the
purpose of exercising the rights herein granted; provided, however, that in making any excavation on said
property of the Grantor, the Grantee shall make the same in such manner as will cause the least injury to
the surface of the ground around such excavation, and shall replace the earth so removed by it and restore
the surface of the ground to as near the same condition as it was prior to such excavation as is practicable.

SPECIAL MEETING OF THE REDEVELOPMENT AGENCY
OF THE CITY OF MOORPARK
TO THE MEMBERS OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK:
NOTICE IS HEREBY GIVEN that a Special Meeting of the Redevelopment
Agency of the City of Moorpark is hereby called to be held on
WEDNESDAY, November 1, 1995, commencing at 6:55 P.M. Said meeting
will be held in the Council Chambers located at 799 Moorpark
Avenue, Moorpark, California.
Said Special Meeting shall be for the purpose of the following:
1. CALL TO ORDER:
Chairman Lawrason called the meeting to order at 7:37 p.m.
2. ROLL CALL:
All Agency Members present.
3. CONSENT CALENDAR:
A. Consider Report on Repairs to 661 Moorpark Avenue (City
Owned Single Family Residential Unit). Staff
Recommendation: That the Agency appropriate an
additional amount not to exceed $3,275.50 to Account No.
001.4.170.902 for the additional housing improvements.

SUBJECT: Consider Repairs to 661 Moorpark Avenue (City Owned
Single Family Residential Unit)
BACKGROUND
The City Council directed staff at their meeting of July 19, 1995,
to return with estimates for - house at 661
Moorpark Avenue so that the he n a short term
basis. At that meeting the Cou the use of the
back half of the property by th( ment which will

as an exit to High Street. 95, the Agency
approved $5,813.50 for repairs
DISCUSSION
During the work on the house, it was found that the plumbing system
is old galvanized seamed pipe which has rusted and the weakened
seams are causing water leaks. All of the piping and some fittings
will have to be replaced.
Staff has received two bids to repair the plumbing as of October
27, 1995, with the lowest bid at $2,975.00 (10 percent contingency
of $297.50 for a total of $3,275.50). If the repairs to the
plumbing system are approved the total cost for repairs to 661
Moorpark Avenue will be $9,089.00.
FUNDING
The Agency authorized funding for this project from housing set
aside funds and if the additional costs are approved that the same
funding source be used.
RECOMMENDATION (Roll Call Vote)
Staff recommends that the Agency appropriate an additional amount
not to exceed $3,275.50 to Account No. 001.4.170.902 for the
additional housing improvements.
