Staff Recommendation: Authorize the Chairman to sign approval of Parcel Map 4961 and authorize the Executive Director to execute documents directly related to Mission Bell Plaza Phase II on behalf of the Agency. i C. Consider Funding Design Costs for the Construction of a Street to Serve Poindexter Park and Adjacent Properties . Gilbert, Director of Public Works DATE: January 5, 1996 (Council Meeting 1- 17 -96) SUBJECT: Review of Proposal for the Construction of Entry Statements on the West Side of Spring Road at Second Street and at Roberts Street BACKGROUND One of the goals and objectives identified by the Project Area Committee (PAC) for the Moorpark Redevelopment Agency (MRA) is the construction of landscaped "Entry Statements" at the entrances to the residential neighborhood northwest of Los Angeles Avenue and Spring Road. The exact location of these entry statements is as follows: • northwest corner Spring Road and Second Street • southwest corner Spring Road and Second Street • northwest corner Spring Road and Roberts Street • southwest corner Spring Road and Roberts Street DISCUSSION A. Conceptual Design In order to facilitate discussion and seek direction regarding how, if or when the MRA is to implement this objective, staff developed a conceptual design to illustrate some of the constraints associated with this project. That draft preliminary design is attached as Exhibit A. Construction of this draft design would require the acquisition of easements from the adjacent affected properties. Also attached as Exhibit B, is a plan showing three alternate designs for the construction of new block walls. Committee Review On December 13, 1995, the City Council Community Development Committee reviewed and discussed this proposal. It was their view that the construction of Entry Statements at these locations at this time may be premature. It was their view that the consideration of these Entry Statements would best be considered as a part of an overall plan for the redevelopment of the Spring Road corridor. Said plan would assess both traffic and aesthetic concerns associated with this street. Hayes, Redevelopment Manager 1�I l DATE: January 5, 1996 (MRA Meeting of 01/17/96) SUBJECT: Authorize Chairman to Sign Approval for Filing Parcel Map 4961 on behalf of Agency for Mission Bell Phase II DISCUSSION The subject site of Parcel Map 4961 is located north of Los Angeles Avenue, west of K -Mart and east of Moorpark Estates. The area of the site contained in the map is 15.25 acres and will divide the property into seven parcels. On October 5, 1995, the City Council approved the tentative parcel map. It is the opinion of Charles Abbott Associates that the final map conforms to the approved tentative map and that all conditions of approval for the tentative map and tract map have been satisfied. In order to expedite the processing of the Project and approvals for various future documents directly related the construction of Mission Bell Plaza Phase II or implementation of the Disposition and Development Agreement (DDA), it is suggested that the Executive Director of the Moorpark Redevelopment Agency be authorized to execute documents on behalf of the Agency so long as the documents are consistent with the DDA. RECOMMENDATION Staff recommends that the Moorpark Redevelopment Agency authorize the Chairman to sign approval of Parcel Map 4961 and that the Agency authorize the Executive Director of the Moorpark Redevelopment Agency to execute documents on behalf of the Agency so long as the documents are consistent with the DDA. Gilbert, Director of Public Works DATE: January 5, 1996 (Council Meeting 1- 17 -96) SUBJECT: Consider Funding Design Costs for the Construction of a Street to Serve Poindexter Park and Adjacent Properties BACKGROUND The City is proceeding with the construction of Poindexter Park. Efforts are also underway to sell the Agency -owned property just west of the park to enable the development of a residential neighborhood. DISCUSSION The construction of a north -south street along the west boundary of the park would provide better public access to the park and the adjacent residential development. It is recommended that the MRA fund the design and construction of these public improvements. Total project costs are estimated to be approximately $210,000. A more accurate cost estimate will be known when the design has been completed. It is requested that only design costs be authorized at this time. When the design is completed, the plans will be presented to the MRA and City Council for approval and staff will request authorization to advertise for receipt of bids. Full funding of the project will be requested at the time a construction contract is awarded. RECOMMENDATION [Role Call Votel It is the recommendation of staff that the appropriations and budget for the MRA for FY 1995/96 be amended to fund the preparation of a design for the construction of a street to serve Poindexter Park and the adjacent future residential properties, said amount to be funded by bond proceeds [Acc: 01.4.170.903: increase from $0 to $15,000]. rpt \poin.mra 000011 APPENDIX A SCOPE OF WORK The scope of work for design services at Poindexter Park is described in the following nine (9) tasks: TASK l Prepare a babc sheet for drawing the street and storm drain plans. The scale will be I 4o' horizontally and r=4' vertically. TASK 2 Perform hydraulic analysis and prepare preliminary plans for a storm drain line. The storm drain, which will connect to an existing storm drain line in Lassen Avenue, will extend fmm the existing stub out at Lassen for a distance of approximately 200 feet north. The design will include a catch basin on each side of the proposed street. TASK 3 Prepare draft final street plans for a cut-de -sac from Poindexter south for a distance of approximately 1,050 feet. The street will be designed to meet Ventura County's Plate 8- 5A. (10 feet of ROW will be on the Geisler property, Parcel #25) TASK 4 Review both the street and storm drain plans with City stall TASK 5 Prepare final construction plans for the storm drain line and street. These plans will be reviewed with City staff at the 90% complete stage and comments will be incorporated into the final plans. TASK b Prepare quantities and Engineer's estimate for bath the street and storm drain. TASK 7 Prepare bid package for construction of the street and storm drain. TASK 8 Prepare legal descriptions fbr each of the three (3) parcels which are to be created. TASK 9 Set monumentation and tics per Ventura County Survey requirements. The City of Moorpark will provide the following information: A. Parcel map of the site; B. Boundary survey of the site; C. Topographic survey of the site; D. Demensioned conceptual design of the btrect; E. Recorded legal description of the entire site; and F. Legal description and deed for 10' ROW to be dedicated from the Geisler property.
