Staff Recommendation: Approve the Warrant Register.
5 . PRESENTATIONS/ACTION/DISCUSSION:
A. Consider Bids - Purchase of Gisler Field Housing Project.
Staff Recommendation: That the Agency reject all bids as
being non-responsive and direct this report to the
Economic Development and Affordable Housing Committee for
recommendation back to the Agency by May 5, 1996.
6. ADJOURNMENT:
Any member of the public may address the Agency during the Public
Comments portion of the Agenda, unless it is a Public Hearing or
Presentation/Discussion/Action item. Speakers who wish to address
the Agency concerning a Public Hearing or Presentation/
Discussion/Action item must do so during the Public Hearing or
Presentation/Discussion/Action portion of the Agenda for that item.
Speaker cards must be received by the Secretary for Public Comment
prior to the beginning of the Public Comments portion of the
meeting and for Presentation/Discussion/Action items prior to the
beginning of the first item of the Presentation/Discussion/Action
portion of the Agenda. Speaker Cards for a Public Hearing must be
received prior to the beginning of the Public Hearing. A
limitation of three minutes shall be imposed upon each Public
Comment and Presentation/Discussion/Action item speaker. Copies of
each item of business on the agenda are on file in the office of
the Secretary and are available for public review. Any questions
concerning any agenda item may be directed to the Secretary/529-
6864 .

Bids - Purchase of Gisler Field Housing Project
On March 15, 1996, the Agency received bids for the purchase of the
Gisler Field Housing Project. After review of two bids that were
received, it has been determined that neither were responsive.
They did not address the required 8 restricted units. The bids
received are as follows:
1. Group Meeker $1,500,100.
2. West Venture Companies $1,575,000.
The Agency also received a letter form Westport. This was not a
bid, but an explanation regarding why they did not submit a bid.
According to Westport the residual value of a lot would be about
$23,000 or $1,150,000 for 50 lots. This is based on finished lot
costs of $68,000 less cost and fees. This does not take into
account the cost of 8 restricted units.
On March 15, 1996, I met with Mr. Ralph Belknap, of Habitat for
Humanity of Ventura County (H.H.). Mr. Belknap indicated that H.H.
would be very interested in the development of the 8 restricted
units required for Gisler field.
It is suggested that this item be taken to the Economic Development
and Affordable Housing Committee for review of the specifications
contained in the Request for Bids. Further review may indicate a
need to reduce the minimum price for the land or reconsideration of
the density.
Staff recommends that the Agency reject all bids as being non-
responsive and direct this Report to the Economic Development and
Affordable Housing Committee for recommendation back to the Agency
by May 5, 1996.
