Staff Recommendation: Approve the minutes as processed.
B. Consider Attendance at Redevelopment Agencies Symposium. Staff
Recommendation: That the Economic Development/Redevelopment
Manager be authorized to attend the two day sumposium and that
an additional $1, 000 be appropriated from tax increment
revenues to Account No . 410 . 504 . 0000 . 501 . 9232 for symposium
expenses and that the Agency file for membership in the
California Redevelopment Association.
C. Consider Associate Planner Position for Administrative
Services . Staff Recommendation: That the Agency authorize the
upgrade of the Code Enforcement/Housing Rehabilitation Officer
to Associate Planner and that the position be filled with
recruitment for a regular appointment to begin as soon as
possible.
D. Consider Appropriation for Funding Appraisal for Housing
Portion of Gisler Field. Staff Recommendation• That the ,
Moorpark Redevelopment Agency appropriate an amclint ;not to;
exceed $10, 000 for an appraisal of the housing poj'tion of
Gisler Field from tax increment revenue 20% set aside funds to
Account No . 232 . 504 . 0000 . 000 . 9191 .

5 . ADJOURNMENT:
Any member of the public may address the Agency during the Public
Comments portion of the Agenda, unless it is a Public Hearing or
Presentations/Action/Discussion item. Speakers who wish to address the
Agency concerning a Public Hearing or Presentations/ Action/Discussion
item must do so during the Public Hearing or Presentations/
Action/Discussion portion of the Agenda for that item. Speaker cards
must be received by the Secretary for Public Comment prior to the
beginning of the Public Comments portion of the meeting and for
Presentations/Action/Discussion items prior to the beginning of the first
item of the Presentations/Action/Discussion portion of the Agenda.
Speaker Cards for a Public Hearing must be received prior to the
beginning of the Public Hearing. A limitation of three minutes shall be
imposed upon each Public Comment and Presentations/Action/Discussion item
speaker. Copies of each item of business on the agenda are on file in
the office of the Secretary and are available for public review. Any

SUBJECT: Redevelopment Agencies Symposium
DISCUSSION
On August 28 and 29, 1996, The California Redevelopment Association
is holding a symposium on the legal issues for redevelopment
agencies which is designed as a forum for senior redevelopment
officials, attorneys and consultants. The Symposium will be held
at South Lake Tahoe. Issues will range from legislation,
interpretation of law, and current problems and restrictions under
the recently adopted A.B. 1290.
The Deputy City Manager and Economic Development /Redevelopment
Manager have not participated in a seminar or symposium regarding
legal issues for several years. During this time, A.B 1290 and
other reforms have been passed. It is suggested that Economic
Development /Redevelopment Manager attend. The fee is $220 per
person for CRA members for both days. Hotel rates are $109 for
Single occupancy per day.
In order to be better informed about new legislation, staff
suggests that the Agency join the California Redevelopment
Association. The annual membership fee is approximately $1,700 and
was budgeted (Account No. 410.504.0000.501.9207). The fees are
based on population and annual increment.
RECOMMENDATION (ROLL CALL VOTE)
That the Economic Development /Redevelopment Manager be authorized
to attend the two day symposium and that an additional $1,000 be
appropriated from tax increment revenues to Account No.
410.504.0000.501.9232 for symposium expenses and that the Agency
file for membership in the California Redevelopment Association.

SUBJECT: Associate Planner Position for Administrative
Services
BACKGROUND
On December 1, 1995, the Code Enforcement /Housing Rehabilitation
Officer resigned. This position has not been filled. In the
interim, a temporary project manager assisted in administering the
Housing Rehabilitation Loan and Grant program. Currently, an
Assistant Planner has been hired on a provisional basis to process
40 pending applications for the Housing Rehabilitation Loan and
Grant Program.
The Redevelopment Agency has taken over all housing activities and
programs with the exception of plan review, the Housing Element to
the General Plan and Inclusionary Zoning, if pursued. These
programs will remain with the Community Development Department.
DISCUSSION
Staff has reevaluated this position relative to the housing needs
of the City. With the new applications for housing assistance and
the desire to consider a variety of other housing assistance
programs, it is suggested that this position be upgraded to
Associate Planner.
This Associate Planner position would be responsible for all
housing programs including:
O The Redevelopment Housing Rehabilitation Loan and Grant
Program.
O The City's Housing Rehabilitation Loan Program.
O Single Family Housing Development.
O Multi - family housing program.

O Renter Occupied Housing Rehabilitation Program.
O Monitoring and the annual update of the Housing
Implementation Plan.
O Monitoring and reporting on Griffin First Time Home
Buyers Program.
O Monitoring

There will be no significant change in the administration or
procedures for the Housing Rehabilitation Loan and Grant program in
the Redevelopment Project Area. The Guidelines for the Housing
Rehabilitation Loan program outside of the Project Area are being
drafted. The Agency will continue to use U.S. Escrow for preparing
loan documents and reporting.
The first priority for the housing programs are as follows:
1. Complete projects for all existing applications for homes
in and out of the Project Area. With present workload
this should take over one year.
2. Work with new applicants. This will be an on -going task.
3. Administer the CDBG and HOME programs.
4. Seek out new housing programs.
5. Dispose of Gisler Field.

The Redevelopment Manager will be responsible for:
1. Supervision of the Associate Planner and all programs
assigned to that position.
2. Preparation of annual Housing Report to the State.
3. Review of the Housing Implementation Plan.
4. All related redevelopment activities including but not
limited to:
a. Annual Report to the Council for filing with the
State.
b. Preparation of the Statement of Indebtedness Report
to the County of Ventura.
C. Monitoring of Tax Increment Revenues.
d. Preparation of pass through payments.
e. Projects and reports as assigned.
5. Economic Activities including but not limited to:
a. Liaison to the Chamber of Commerce.
b. City representative for Ventura County Economic
Development Association, Economic Development
Collaborative Ventura County and The Alliance for
Economic Development Ventura County.
C. Business retention and attraction.
d. Update of status of land and buildings available in
the City.
6. Property Management activities including but not limited
to:
a. Development of lease agreements.
b. Maintenance of City /Agency owned property.
C. Preparation of contracts for appraisal services.
d. Purchase and sale of property for City /Agency.

e. Monitoring of lease payments.
7. Monitoring and update of sales tax information.
FINANCIAL IMPACTS
There would be a loss to the General Fund of $15,000 since the
administration of the CDBG Program would be performed by the
Agency. This position would be responsible for field work,
inspections and the administration of the program.
The Code Enforcement - Housing Rehabilitation Officer's position
was budgeted (FY 1995/1996) at $36,610. If this position were to
be upgraded the annual budget for the Associate Planner position
would range from $42,184 to $51,398. The position was filled by a
provisional appointment and it is requested that the position be
made permanent and that a recruitment process be completed.
FUNDING
The Code Enforcement /Housing Officer is currently at Range 12 of
the salary plan and the Associate Planner position is at Range 16.
This is a 20% increase in cost for the position. The Agency has
funded this position for 12 months which includes a total salary of
$42,184 of which $11,000 is from CDBG funds.
Funding for the Associate Planner position would be taken from the
housing 20% tax increment set aside funds and CDBG Administration
funds.
Staff recommends that the Agency authorize the upgrade of the Code
Enforcement /Housing Rehabilitation Officer to Associate Planner and
that the position be filled with recruitment for a regular
appointment to begin as soon as possible.

Consider Appropriation for funding Appraisal for
Housing Portion of Gisler Field.
On July 2, 1996, the Moorpark Redevelopment Agency (the Agency)
authorized staff to obtain an appraisal for the approximate 8.25
acres of land for the Gisler Field Housing Project.
DISCUSSION
In accordance with Agency direction, staff is requesting bids from
several firms for the preparation of an appraisal report for the
housing portion of Gisler Field. It is estimated that the report
will not exceed $10,000. The report is required under Section
33433 of the California Community Redevelopment Law in order to
make public the fair market value of the land to be sold and the
selling price. If the land is sold at less value the Agency must
present an explanation for the difference.
RECOMMENDATION (ROLL CALL VOTE)
Staff recommends that the Moorpark Redevelopment Agency appropriate
an amount not to exceed $10,000 for an appraisal of the housing
portion of Gisler Field from tax increment revenue 20% set aside
funds to Account No. 232.504.0000.000.9191.
