SPECIAL MEETING NOTICE
I.Dorothy J. Vandaveer, declare as follows:
That I am the Deputy City Clerk of the City of Moorpark and that a Special Meeting of the Moorpark
Redevelopment Agency was held on Wednesday, October 15, 1997, commencing at 6:10 p.m. at
the Moorpark Community Center, located at 799 Moorpark Avenue, Moorpark, California. A copy
of said Notice was posted on October 14, 1997 at a conspicuous place at the Moorpark Community
Center, 799 Moorpark Avenue, Moorpark, California.

SUBJECT: Consider Resolution Amending the FY 1997/98 MRA Budget to Fund
Certain Additional Costs for the Maureen Lane / Bonnie View Street /
Alley Reconstruction Project [MRA Fund (Fund 410)]
DISCUSSION
A. Background
1. On June 6, 1997, the City Council awarded a contract to CNM Paving for the
construction of a) the Maureen Lane street rehabilitation project; b) the Bonnie
View Street pavement rehabilitation project; and c) the Downtown Alley
reconstruction project.
2. Funds for this contract were encumbered in FY 1996/97. Any surplus
encumbrances at the end of the fiscal year was carried over to FY 1997/98. No
additional funds were provided in the FY 1997/98 Budget adopted by the City
Council and /or the Moorpark Redevelopment Agency (MRA) on June 18, 1997.
3. On August 20, 1997, the MRA adopted MRA Resolution No. 97 -63 amending the
budget to provide contingency funds for certain projects then under construction.
The portion of that action which pertains to the subject contract is summarized as
follows:

B. Additional Work
The original scope of work only provided for the construction of fifteen feet (15') of
pavement within the twenty feet (20') wide alley right -of -way. It has been determined
that the appearance, effectiveness and long -term maintenance of the alley improvements
would be enhanced if additional improvements were constructed along the edges of the
new alley pavement. The additional improvements would include the placement of
gravel, asphalt or concrete between the existing edge of pavement and the alley right -
of -way line.
C. Additional Contingency
It is requested that additional contingency funds also be provided for the Maureen Lane
and the Bonnie View Street project to cover other additional work required by
unanticipated field conditions.
D. Budget Amendment
Attached is a draft resolution appropriating the requested additional MRA funds. A
summary of that action is as follows:

RECOMMENDATION (Roll Call Votel
City Council: Authorize staff to negotiate a Contract Change Order for the additional alley
improvements.
Moorpark Redevelopment Agency: Adopt MRA Resolution No. 97 - =, approving certain
amendments to the FY 1997/98 MRA Budget and certain additional appropriations
summarized as follows:
1. Alleys: (Account No.: 410.801.8001.000.9801): from $2,000 to $30,000 ($28,000
increase);
2. Bonnie View Street: (Account No.: 410.801.8006.000.9801): from $500 to
10,000 ($9,500 increase); and,
3. Maureen Lane: (Account No.: 410.801.8010.000.9801): from $1,000 to $10,000
9,000 increase).
