SUBJECT: Consider Proposed Sale of Real Property at Flory Avenue and
Los Angeles Avenue by Moorpark Unified School District
Discussion: Pursuant to the California Government Code, the Moorpark Unified School
District has announced its intent to sell approximately two (2) acres of land located at the
northeast corner of Flory Avenue and New Los Angeles Avenue (see attached letter and
map). The Government Code requires notice be given offering the sale or lease of the
land to any public agency associated with affordable housing, open space, recreation or
enterprise zone purposes be given notice before offering the land to the private section for
purchase or lease. The agencies have 60 days from the date of receipt of the notice to
indicate its intent to purchase or lease the land. At its September 2, 1998 meeting the City
Council voted to indicate to the School District that it was not interested in the property.
The property proposed for sale is the southerly portion of the parcel on which Flory
Elementary School and the District Administrative Offices are located and is the site of the
vehicle maintenance facility. The zoning on the property is R -2 (two family residential).
Recommendation: The Redevelopment Agency Board of Directors is requested to
indicate that it is not interested in the purchase or lease of the real surplus property offered
by the Moorpark Unified School District.

SUBJECT: Consider Authorizing $12,500 in Tax Increment
Set -Aside Funds for Matching Requirements for Use
of HOME Funds for Down Payment Assistance for Low
Income First Time Home Buyers for
Fiscal Year 1998/99
At its Regular Meeting of April 15, 1998, the Moorpark City
Council authorized the reallocation of HOME funds in the amount
of $50,000, to be used as Down Payment Assistance for Very Low
Income First Time Home Buyers. A maximum was established of
twelve thousand five hundred dollars ($12,500) per transaction.
The HOME Investment Partnerships program requires a 25% match
from the City for approved HOME funds. The twelve thousand five
hundred dollar ($12,500) match brings the total program amount to
sixty -two thousand five hundred dollars ($62,500), enough funds
to assist up to five (5) households.
Revisions to the original funding application are now being made
and funding approval for the match is requested at this time.
Guidelines for this program are under development and will be
presented to the Council for consideration at its next regularly
scheduled meeting. These guidelines will include targeting two
geographic areas for this program: Campus Park and the Downtown
Area.

being requested to give such approval for the HOME program.

RESOLUTION NUMBER 98 -
RESOLUTION OF THE MOORPARK REDEVELOPMENT AGENCY AUTHORIZING AN
AMENDMENT TO THE FY 1998/99 BUDGET AUTHORIZING EXPENSES RELATED
TO THE PROVISION OF MATCHING FUNDS REQUIRED TO OBTAIN HOME FUNDS
FOR THE PURPOSE OF PROVIDING DOWN PAYMENT ASSISTANCE TO LOW
INCOME FIRST TIME HOME BUYERS
WHEREAS, on July 15, 1998, the Moorpark Redevelopment Agency
adopted the MRA Budget for FY 1998/99; and,
WHEREAS, both the Moorpark Redevelopment Agency and the City
Council wish to encourage home ownership by Low Income persons;
and
WHEREAS, the City Council has authorized an application to
reprogram HOME funds to be used for Down Payment Assistance for
Low Income First Time Home Buyers; and,
WHEREAS, such application for the reprogramming of HOME funds
requires matching funds from the City and/or Agency; and,
WHEREAS, a staff report has been submitted to the Redevelopment
Agency requesting approval of a budget amendment to fund the
matching requirements; and
WHEREAS, Exhibit "A" hereof describes said budget amendment and
its resultant impacts to the budget line items .
NOW, THEREFORE, THE MOORPARK REDEVELOPMENT AGENCY DOES HEREBY
RESOLVE AS FOLLOWS:
A budget allocation from the MRA Housing Reserves to account
232 . 512 . 0000 . 000 . 9191 (MRA Other Contractual Services-HOME Down
Payment Assistance Matching Funds) as more particularly described
in Exhibit "A" attached hereto is hereby approved.
