Nowak, Assistant Executive Director DATE: 24 August 1998 (Agency meeting of 09- 02 -98) SUBJECT: Review of Conceptual Plans for Proposed Gisler Field Project Discussion: At its June 15, 1998 meeting the Redevelopment Agency Board of Directors approved a Development and Disposition Agreement (DDA) with Cabrillo Economic Development Corporation (CEDC) for the construction of 59 single family units at the Gisler Field Site, 15 of which will be affordable for low and very-low income households. Section 04.02 of the DDA calls for CEDC to provide the Redevelopment Agency Board of Directors concept plans and schematic drawings of the project for review and approval prior to the formal project application being made. The DDA requires that the materials submitted "...shall include schematic plans, elevations and sections of the improvements as they are to be developed and constructed on the Site, and shall be in substantial conformance with the Developer's proposal submitted to the Agency on June 17, 1998." The following drawings are submitted for the Agency's review: 1. General Site Plan 2. Landscape Plan 3a & 3b Landscape Sectional Plan 4a & 4b. 3 Bedroom Unit Plans 5a & 5b 4 Bedroom Unit Plans The General Site Plan shows the location of the 59 units and related dimensions and setbacks. The units would be one and two story in height with only one story units along the western portion of the project, as required by the RFP. The location of the structures will generally be staggered to break the visual plane. The DDA requires CEDC to petition the City Council for any waivers to setback requirements that may be necessary. The waivers are permitted in the Municipal Code. Most will be side yard setback reductions from the Code requirements of 5 foot minimums (1013`01. Gisler Field Project Conceptual Plans Meeting of 02 September 1998 Page 03 the two internal streets are appropriate, however, as with the setback issue, the modified design is within the purview of the City Council and so no action is requested. Recommendation: The Redevelopment Agency Board of Directors is requested to review the conceptual plans and schematic drawing presented and make a determination as whether the proposal is acceptable to the Agency within the requirements of the Request for Proposal and the Disposition and Development Agreement. Attachments Gisler Field Project Conceptual Plans Meeting of 02 September 1998 Page 02 with 15 feet between buildings to a 3 foot minimum sideyard with 8 feet between buildings. Some rear yards will need reductions from the required 20 feet to a smallest dimension of 16 feet. Some front yard setbacks will also need a waiver from the 20 foot requirement to generally a setback of 18 feet. (One corner parcel would require an 11 foot setback at one corner of the street elbow.) Pursuant to the DDA, the project application is not submitted to the Planning Commission until after the Council acts on the waiver request. The internal streets shown are proposed for consideration. The north /south public street and the cul de sac street meet City design standards. The two looped streets meet standards except at the elbows. CEDC has discussed the proposed design with the Public Works Director and Assistant City Engineer. From the City's perspective, the street radius proposed would meet the needs for a public street; however, the City Council would need to approve the design by separate action in order for them to be accepted as public streets. Some red curbing will be required at the corners under this design. The intent is to avoid the requirement to create a homeowners association for street maintenance as required by the DDA if the streets were to be private, or have the project redesigned resulting in a reduction in the number of units. There would be a 15 foot setback along Poindexter Avenue which includes a 5 foot sidewalk and 10 feet of landscaped area. Landscaped areas would also be provided along the interior streets and would be maintained by an assessment district (or HOA if one is created). 2. The landscape plans show the areas to contain groundcover, trees and shrubs along Poindexter Avenue. The north /south street would have trees shrubs and ground cover, and the walls next to the streets at the western end of the project would have vines planted to cover the wall expanse. Specifics of the type of landscape and placement of trees would be determined as part of the regular project review process. As presented, the plans meet the requirements of the DDA. 3. The proposed project contains both 3 and 4 bedroom houses. For each, two elevation proposals are provided. These would be further varied through wall cover treatment, colors and window /door treatment. The full range of design would be determined in the project review process. As presented the concept plans and schematic drawings meet the technical requirements set forth in the RFP and the DDA. The Agency Board of Directors is requested to review the plans and drawings submitted and make a determination if they are acceptable within the general terms of the DDA and the desires of the Agency.
