selection of Century Constructors of Ventura, California, as
the lowest responsive bid and authorize the Executive Director
to execute a contract with this firm for the construction of a

SUBJECT: Award of Construction Contract to Century Constructors
as the Lowest Qualified Bidder for the Construction of
a Replacement House at 284 Charles Street
BACKGROUND
On May 17, 2000, the City Council authorized the acquisition of
property for a new fire station on High Street. Two commercial
parcels on High Street and one adjacent residential parcel on
Magnolia Street, north of the commercial properties, were
obtained for the new fire station. These three properties were
to be exchanged with the fire district for its property on
Moorpark Avenue.
There is an occupied dwelling unit on the residential property.
In exchange for the residential property, the Redevelopment
Agency committed to the construction of a replacement house at
284 Charles Street. This property was acquired in 1999, through
the tax default process.
DISCUSSION
Rollins Consulting, Inc., a construction management firm, was
obtained to conduct a competitive bid process, with bids due to
the Agency on May 31, 2002. Two bids were received. The
results of the bid process are shown as Attachment "A ".

STAFF RECOMMENDATION
Approve the selection of Century Constructors of Ventura,
California, as the lowest responsive bid and authorize the
