to New Public Works /Parks Department Corporation
Yard
BACKGROUND:
At the Agency's April 7, 2004, regular meeting, the Board
considered options for the sale or lease of an approximate
.58 acre parcel located at the terminus of Fitch Avenue in
the Flinn Road Business Center acquired by the Agency as part
of a larger parcel intended for the development of a new
Public Works /Parks Department Corporation Yard. During the
March 17 meeting, a private party expressed interest in
acquiring the property.
The Board approved two of three staff recommendations and:
1) Declared the approximate .58 acre parcel as surplus
property;
2) Directed staff to establish a fair market value for the
property and prepare a legal description and take other
actions necessary to create a separate parcel
The Board continued the item to its meeting of April 21,
2004, in order to consider whether to solicit competitive
development proposals from interested parties or to negotiate
a sale of the parcel. On April 21 the Board directed staff to
obtain proposals from interested parties in conformance with
the provisions of Section 421 of the Redevelopment Plan and
Health and Safety Code Sections 33430 - 33449 for the
disposition of the approximate .58 acre Parcel.

Staff prepared and distributed a Request for Proposals for
Property Acquisition and Development for the property (RFP).
The RFP requested proposals by May 24, 2004. The Agency
received one proposal to purchase the property for $400,000
or $15.83 per square foot. The fair market value and minimum
bid price for the property has been established at $15.00 per
square foot.
Staff has reviewed and recommends acceptance of the proposal
from Creative Woodworks as it fulfills the requirements set
out in the RFP subject to negotiation of a Disposition and
Development Agreement (DDA). The DDA should be available to
be considered by the Agency on July 7, 2004 which is
consistent with the timetable discussed during the Agency
Board Meeting of April 21, 2004 and would allow Creative
Woodworks to occupy a building approximately 15 months from
the approval of the DDA.
A copy of the RFP and the proposal from Creative Woodworks
are attached.
STAFF RECOMMENDATION:
Direct Agency staff to negotiate a Disposition and
Development Agreement for the property with Creative
Woodworks.

REQUEST FOR PROPOSALS
PROPERTY ACQUISITION AND DEVELOPMENT
MOORPARK REDEVELOPMENT AGENCY
FITCH AVENUE PROPERTY
This Request for Proposals (RFP) includes four sections: 1) General Information; 2)
Description of the Site /Project Concept; 3) Information Requested; and 4) Submittal
Form. The Moorpark Redevelopment Agency encourages development firms to read
the RFP and respond with a proposal that meets the guidelines outlined.
SECTION 1 GENERAL INFORMATION
PURPOSE
The Moorpark Redevelopment Agency (Agency) desires to sell for redevelopment a .58
acre, Agency -owned parcel for industrial uses. A general description of the parcel is
included as Exhibit A. The Agency is requesting proposals from persons, firms or
organizations 'interested in developing the property in accordance with the Moorpark
Redevelopment Plan.

INFORMAL SOLICITATION
This RFP is issued as an informal solicitation and in no way obligates the Moorpark
Redevelopment Agency. The Agency reserves the right to accept or reject any and all
proposals.
CRITERIA TO REVIEW RESPONSES
The Moorpark Redevelopment Agency will review the content of the proposals.
Proposals will be evaluated on the proposing entity's experience with similar
development projects and on the following criteria:
1. The proposals consistency with the City's General Plan requiring minimum
approval processing by the City of Moorpark.
2. The creation or retention of permanent jobs. Specify the type of jobs to be
provided: i.e. clerical, professional (e.g. engineers, attorneys, accountants),
trades (e.g. plumber, carpenter, machinist), management, supervisory, other.
Include compensation information if available.
3. A project that is "Owner- occupied will be favored over a project that is
"Spec- built" for a tenant.
4. A bid price that is consistent with the Agency's established minimum bid
price ($15.00 /sq. ft.)
5. The proposal's conformance to the Moorpark Redevelopment Plan

SECTION 2 - DESCRIPTION OF THE SITE /PROJECT CONCEPT
SITE DESCRIPTION
The Agency acquired a 4.19 acre parcel (APN 512 -0- 150 -765) at the terminus of Fitch
Avenue on the south side of the railroad tracks. The property was acquired as a site for
the City's new Corporation Yard. The conceptual design for that project has been
approved and a remnant parcel containing approximately .58 acres at the west end of
the property will not be needed. The property is vacant, level and has never been
developed.
REGIONAL CONTEXT
The City of Moorpark is located in the southeastern region of Ventura County, fifty miles
northwest of downtown Los Angeles. Moorpark is ranked the safest city in Ventura
County and has a median household income of $97,841. Cities surrounding Moorpark
that make up its sub regional market area include Thousand Oaks and Simi Valley.
Within a ten mile radius of Downtown Moorpark, there are 315,398 people and 103,320
households. Downtown Moorpark is the only traditional downtown in the sub regional
market area.
PROJECT CONCEPT
The Agency seeks a buyer for the property who will enter into a Disposition and
Development Agreement (DDA) to complete the development the property within 24
months of the sale. The use of the property shall be consistent with the City's General
Plan and the project shall be consistent with the Moorpark Redevelopment Plan.

Purchase Price
The Purchase price is $400,000 to be paid to the Redevelopment
agency of Moorpark 10 business days after the Agency delivers official
notice and current title report demonstrating the .58 —acre parcel is a legal
parcel unto itself.

Firm Qualifications / Experience
Steven E. Hull (owner Creative Woodworks) graduated from San
Diego State University with a BA in industrial arts. I was employed by
Conejo Valley School District as a secondary education woodshop
instructor. During my tenure as an industrial arts instructor I recognized a
significant need for quality woodwork and cabinetry within the cities of
Thousand Oaks, Westlake, Simi Valley, and Moorpark. In an attempt to
establish a facility, only the City of Moorpark was willing to assist my
manufacturing needs economically. In addition to owning a cabinet shop I
am part owner of S.D. Development Inc. which specializes in residential
custom home and small sub divisions. I have been doing this for the past 20
years. I have been around all aspects of construction, I feel I am very
qualified for this acquisition and feel confident that my organization will
produce an attractive building that will enhance the Moorpark landscape.

SUBJECT: Consider Acceptance of Grant Deed for 782
Moorpark Avenue (Old Fire Station 42) from the
County of Ventura
BACKGROUND
On May 17, 2000, the City Council provided a commitment to
Ventura County and the Ventura County Fire Protection
District that the City would acquire and exchange the
necessary property for a new fire station on High Street.
On October 6, 2000, the Moorpark Redevelopment Agency
acquired the property at the northwest corner of Magnolia
Avenue and High Street. The property consists of three lots
with a total area of 20,000 square feet. The Agency paid
$220,000 for the two, 7,500 -sq. ft. vacant lots that front
on High Street. The 5,000 -sq. ft. rear lot containing a
residence was acquired in exchange for the construction of
a replacement dwelling unit on property acquired by the
Agency at 284 Charles Street for $11,000. The Agency has an
executed agreement for the purchase of this lot. The
estimated cost for the construction of the replacement
dwelling and associated design, moving expenses and
construction management is $195,000 making the total cost
to acquire the necessary property for the exchange
$426,000.

DISCUSSION
The principal condition of the property exchange was that
the site deeded to the City be a "clean site." The County
property consists of 22,500 square feet and contains a one
-story fire station with separate garage and dormitory
buildings.
In September 2001, the County of Ventura completed a Phase
I Environmental Site Assessment of the Station 42 site.
Staff has examined the Report for this Site Assessment
which concludes that there are no conditions at the site
that are considered an environmental concern.
On April 3, 2002, the Agency Board approved an agreement
with Ventura County for the exchange of the High Street
Property for the existing Fire Station 42 property on
Moorpark Avenue across from City Hall.
The agreement provided for a timed exchange so that the
Fire Department will continue to occupy the existing
station while the new station is under construction. The
Moorpark Avenue property would be deeded to the Agency
after the District acquires title to the High Street
property and the Department has occupied the new facility.
The new, 8,412 square foot Station 42 at 295 East High
Street has been completed and occupied by the Fire
Department.
The main station on the Moorpark Avenue property will be
occupied by the Department of Community Services for the
Vector /Animal Control Division and also used for storage.
The existing ground lease for this Division at the County
Water District yard on Walnut Canyon Road will be
terminated for a monthly savings of $ 388. The former
residence at the rear of the station building will be
utilized for a conference room and storage.
STAFF RECOMMENDATION
Accept Fee Title to the Property at 782 Moorpark Avenue and
direct Agency Secretary to execute a Certificate of
Acceptance on behalf of the Agency and to record the Grant
Deed with the County of Ventura.
