Moorpark, California
The first and organizational meeting of the Moorpark City
Council was held in the Community Center in the City of
Moorpark, located at 799 Moorpark Avenue, on July 2, 1983,
commencing at the hour of 9:00 a.m.
The meeting was called to order by
County Clerk and Recorder. Seated
the five Councilpersons - elect, who

Adjutant Robert Baxter, on behalf of Moorpark Post 502,
American Legion, presented and posted the United States
Flag and led the Pledge of Allegiance.
Invocation was given by Reverend J. C. McIntosh, Assembly
of God Church, Moorpark.
The County Clerk then announced that Certificates of Election
had been delivered to each of the Councilmembers- elect, and he
then presented The Honorable Lawrence Storch, Presiding Judge
of the Superior Court, County of Ventura, who administered the
oath of Office to the five Councilmembers- elect.
The five elected and qualified Councilmembers then took seats
at the Council bench and the County Clerk announced that the
first order of business would be the organization of the Council,
commencing with the election of the Mayor.
It was moved by Councilman Harper and seconded by Councilman
Prieto that Councilmember Yancy- Sutton be elected as Moorpark's
first Mayor, which motion was carried by the following roll
call vote:
AYES: Councilmembers Straughan, Beaulieu, Yancy-
Sutton, Prieto and Harper;
NOES: None;
ABSENT: None.
Mayor Yancy- Sutton then assumed the office and presided over the
meeting. She then announced that the next order of business
would be the election of the Mayor pro tempore.

It was moved by Councilman Straughan and seconded by Councilman
Beaulieu that Councilman Prieto be elected to the office of
Mayor pro tempore, which motion was carried by the following
roll call vote:
AYES: Councilmen Straughan, Beaulieu, Harper,
Prieto and Mayor Yancy- Sutton;
NOES: None;
ABSENT: None.
The City Attorney then presented Ordinance No. 1 of said City
entitled,
ORDINANCE NO. 1
AN URGENCY ORDINANCE OF THE CITY OF MOORPARK
CALIFORNIA PROVIDING THAT ALL ORDINANCES OF THE
COUNTY OF VENTURA APPLICABLE BEFORE INCORPORATION
SHALL REMAIN IN FULL FORCE AND EFFECT AS CITY
ORDINANCES.
It was moved by Councilman Harper and seconded by Councilman
Prieto that further reading of said ordinance be waived,
inasmuch as each member of the City Council had a copy of said
ordinance in possession, and that said ordinance be introduced.
There being no objections, it was so ordered.
The City Attorney then again presented Ordinance No. 1 of said
City, entitled,
ORDINANCE NO. 1

ENACTING TITLES 1, 2 and 3 THEREOF RELATING TO
GENERAL PROVISIONS, ADMINISTRATION AND PERSONNEL,
AND REVENUE AND FINANCE.

It was moved by Councilman Prieto and seconded by Council-
man Beaulieu that further reading of said ordinance be
waived, inasmuch as each member of the City Council had
a copy of said ordinance in possession, and that said
ordinance be introduced. There being no objections, it

AND PROVIDING PENALTIES FOR VIOLATIONS.
It was moved by Councilman Beaulieu and seconded by Council-
man Straughan that further reading of said ordinance be
waived, inasmuch as each member of the City Council had a
copy of said ordinance in possession, and that said ordinance
be introduced. There being no objections, it was so ordered.

ADVISORY COMMITTEE

The business portion of the meeting having been concluded, the
Mayor announced that the ceremonial portion of the meeting
would be held.
Norma Gunter, local resident and author, gave an historical
review of the area of Moorpark.
The Honorable James R. Dougherty, Supervisor, District 4,
County of Ventura, made congratulatory comments and presented
a plaque commemorating the occasion of the incorporation of
Moorpark.
The Honorable Bobbi Fiedler, United States Representative,
21st Congressional District, presented a United States Flag
which had flown over the Capitol Building in Washington, D.C.,
and made congratulatory comments.
Barbara E. Speer, Administrative Assistant to Assemblyman Tom
McClintock, presented a joint resolution of the Senate and
Assembly of the State of California, and Bob Borrego, represen-
tative for State Senator Gary Hart presented a California State
Flag which had flown over the State Capitol in Sacramento.
At this time Mayor Yancy- Sutton read a congratulatory letter
from Ronald Reagan, President of the United States.
The following dignataries made congratulatory comments and
presented resolutions from the City Councils of the respective
cities:

Mayor Protem Ernest Moralas, City of Fillmore
Mayor Protem Richard Conrad, City of Ojai

Mayor Carl Barringer, City of Santa Paula
Mayor Protem Greg Stratton, City of Simi Valley
Mayor Frances Prince, City of Thousand Oaks
Mayor Protem Franklin Pelletier, City of Westlake Village
On behalf of the City Council Mayor Yancy- Sutton expressed
appreciation for attendance and participation of Mayors and
other representatives of Cities.
At this time Mayor Yancy- Sutton recognized and introduced
The Honorable John K. Flynn, Supervisor, 5th District, and
The Honorable Edwin A. Jones, Supervisor, 2nd District, of the
County of Ventura.
Ed Nuckols, Vice Chairman of the Board of Directors of the
Camrosa County Water District, presented a plaque and made
congratulatory comments.
Riley Spencer, Jr., President, Moorpark Chamber of Commerce,
made congratulatory comments and presented to the City its
first gavel.
Curran Cummings, representing the Moorpark Friends of the
Library, presented copies of the two books written by Norma
Gunter about the Moorpark area, and entitled, "The Moorpark
Story" and "A Diamond for Moorpark ".
John Broersman and Urban McLellan, representing the Building
Industries Association, made congratulatory comments and pre-
sented an aereal colored photo of the City.
Joan Craig, Vice President, Moorpark Center for Art, read a
letter of presentation of a picture painted by a local
Moorpark artist.
Bob Crockford, representing the Moorpark Community Alliance
presented a living tree, a Moorpark apricot.
Sarah Mize and Mary Hayward, on behalf of the Moorpark News,
presented to the people of Moorpark a time capsule, to be opened
in the year 2033 (50 years from now), and presented a partial
list of the items tobe placed in the capsule. They also pre-
sented Peggy Ford, of the Moorpark News, who created the idea
of the time capsule.
On behalf of the citizens of Moorpark, the Mayor thanked the
Moorpark News and requested that the Moorpark Historical Society
accept the time capusle on behalf of the citizens of the City
for safekeeping until such time as a permanent location is
established.
Al Jalaty, Sheriff, Ventura County, made congratulatory
comments and pledge the support of the Sheriff's Department
in providing service for Moorpark.
Charles Adams, on behalf of the U. S. Postal Service and the
Postmaster General of the United States, made congratulatory
statements, pledging support and assistance of the Postal
Department, and delivered an Express Mail letter from George
Deukmajian, Governor of the State of California, which Mayor
Yancy- Sutton opened and read.
Ruth Oren and Tom Ely, representing the Ventura County College
District, congratulated Robert Braitman of the Local Agency
Formation Commission of the County of Ventura for his assistance
in the incorporation; pledged the cooperation of the College
District; expressed congratulations to the members of the
Council and to the City; and presented a congratulatory resolu-
tion from the District Board.
George Voight, Executive Director of Contract Cities Association
presented resolution of congratulations.

Reverend J. C. McIntosh, Chairman of the Moorpark Ministerial
Association, presented a Bible to be placed in the City Chambers.
-- Councilmen Harper, Prieto, Beaulieu and Straughan then made
statements of appreciation to their families and constituents,
and particularly to Supervisor Dougherty, Bob Braitman and
other County personnel who had assisted in the development
of the City, and then spoke of their goals as elected officials
of the City. They then introduced the members of their families
who were in attendance.
At this time Mayor Yancy- Sutton read a congratulatory telegram
she had received from Congressman Robert Lagomarsino.
The Mayor then expressed appreciation to Supervisor Dougherty
for his support and cooperation, and for the "loan" of Bob
Braitman from the County Local Agency Formation Commission
Office, as well as all those County personnel who assisted
him in developing the City. She then read a prepared statement
of appreciation to her constituents, commenting on her goals
as a member of the new City Council, and then introduced
members of her family.
The Mayor then, on behalf of the City Council and the entire
City of Moorpark, presented to Supervisor Jim Dogherty the
first key to the City.
Councilman Harper then, on behalf of the City Council and the
City of Moorpark, presented to Bob Braitman, of Ventura County
Local Agency Formation Commission, the 2nd key to the City of
Moorpark.
Councilman Beaulieu presented Mr. Braitman a toy Porsche 928
with appropriate remarks of jest.
Mayor Yancy- Sutton then introduced Niall Fritz, newly appointed
City Manager /Director of Community Development; Mark C. Allen,
Jr., City Attorney; and Doris D. Bankus, Acting City Clerk.
The Mayor then called Mr. Braitman forward and presented him
with a "joke" resume, making reference to his college years at
Fresno State College.
Mr. Braitman made brief comments concerning his assistance
toward the incorporation of Moorpark, and introduced his wife,
who was in the audience. The Mayor thanked Mrs. Braitman for
her patience, because so much of Bob's free time had been
devoted to the incorporation project.
