An Adjourned Meeting of the City Council of the City of Moorpark
was held on September 13, 1983 in the Council Chambers of said City
located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Yancy- Sutton called the meeting to order at 6:35
p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Prieto.
3. ROLL CALL:
Present: Councilmembers Albert Prieto, Jerry
Straughan and Mayor Leta Yancy
Sutton.
Absent: Councilmembers Roger Beaulieu and
Clinton D. Harper
Niall Fritz, City Manager/ Director
of Community Development; and Doris
D. Bankus, City Clerk
Councilmember Clinton D. Harper joined the meeting at
6:37 p.m.
4. PUBLIC COMMENTS:
Mary Crockford, 7189 Walnut Canyon Road, representing
Moorpark Friends of the Library, spoke in favor of a City
pledge of funds for the expansion of the Moorpark
Library.
J.J. Ann Birkenshaw, 12115 Broadway, representing
Moorpark Friends of the Library, spoke in favor of a City
pledge of funds for the expansion of the Moorpark
Library.
Councilmember Roger Beaulieu joined the meeting at
6:40 p.m.

5. BUSINESS ITEMS:
A. Request for Contribution to Library Expansion Fund
The Council discussed the proposed expansion
project to double the size of the Moorpark Library
to 4,800 square feet at an estimated cost of
$210,000. Federal matching funds are available and
all California public libraries have been invited
to compete for these funds. The matching
requirements for this project are 40% federal funds
($84,000 )and 60% local funds ($126,000).
MOTION: Councilmember Beaulieu moved and Councilmember
Straughan seconded a motion to pledge to the Library
Services Agency $5,000, to be part of the local matching
funds needed for the application for federal matching
funds for the Library expansion. The motion carried by
unanimous roll call vote.
6. COUNCIL COMMENTS AND OTHER ITEMS OF BUSINESS:
None.
7. ADJOURNMENT:
MOTION: Councilmember Beaulieu moved and Councilmember
Harper seconded a motion to adjourn. The motion carried
by unanimous voice vote. The time was 6:50 p.m.
