HomeMy WebLinkAboutMIN 1984 0411 CC SPC JNT SIMI VALLEYMINUTES OF THE SPECIAL MEETING OF THE SIMI VALLEY /MOORPARK CITY COUNCILS Simi Valley, California April 11, 1984 ------------------------------------------------------------------------- - - - - -- AGENDA ITEM CALLED TO ORDER: 7:43 p.m. THE ROLL CALLS: Simi Valley: Moorpark: Present: Council Members Rock, Huber, Mayor Pro Tem Stratton and Mayor Gallegly Absent: Council Member Howard Present: Council Members Beaulieu, Harper, Straughan and Mayor Pro Tem Prieto Absent: Mayor Leta Yancy- Sutton PLEDGE OF ALLEGIANCE 1. 118/23 Freeway Connection Project Mr. Jack Hallin, Chief of Project Development, California Department of Transportation, briefed the City Councils concerning the 118/23 Freeway Connection Project, and distributed copies of a report entitled, "Proposed 1984 State TIP, Five -Year State Transportation Improvement Program." Mr. Hallin noted that five alternatives are being considered, and environmental studies are proceeding as planned. Each of the alternatives were discussed and a map was displayed indicating the locations. A discussion followed. Mr. Hallin indicated that the construction project should be completed in late 1987 or in 1988. Mr. Hallin spoke about developing a citizen's advisory committee, noting that Cal Trans will invite each City to appoint individuals to the Committee. It was further noted, by Mr. Hallin, that another proposed project is the installation of truck scales west of Moorpark. 2. Tierra Rejada Lake Status Ms. Ginny Merton, Administrative Officer, Property Administration Agency, Ventura County, briefed the City Councils concerning the proposed Tierra Rejada Lake project. Ms. Morton displayed a map entitled, "Tierra Rejada Lake Regional Recreation Area Concept Plan." Ms. Morton noted that the Tierra Rejada Valley Recreational Area Task Force, encompassing the local governmental agencies and cities, is currently working on various funding alternatives and other related matters concerning the proposed lake. 3. Regional Off -Road Vehicle Park Status Mr. Mike Sedell, Deputy City Manager, City of Simi Valley, provided a verbal report concerning the status of a proposed regional off -road vehicle park. Mr. Sedell noted that in the recent past, letters were mailed to the local cities and Ventura County requesting their participation in studying the feasibility and location of an off -road vehicle park. ACTION: It was the consensus of the City Councils of Moorpark and (Cont.) Simi Valley to work with the County of Ventura to develop a task force to study the feasibility of developing a regional off -road vehicle park. 4. Moorpark /Simi Valley Bus Service Mr. Joseph Lopez, Director of Public Works Department, City of Simi Valley, presented the staff report. A discussion followed. ACTION: It was the consensus of the City Councils of Simi Valley and Moorpark to: (1) direct their respective staffs to work together to develop service alternatives to the current Simi Valley- Moorpark bus service; and (2) to set May 21, 1984 as the date for a public hearing in the Council Chambers, Simi Valley, to consider the future service alternatives before the Simi Valley City Council, noting that the public hearing should be widely advertised in both communities. ADJOURNMENT: Council Member Huber moved that the April 11, 1984 meeting be adjourned at 9:05 p.m. to the meeting of April 16, 1984 at 5:30 p.m.; Council Member Rock seconded the motion, which was carried unanimously by a voice vote. Council Member Beaulieu moved that the April 11, 1984 meeting be adjourned at 9:05 p.m. to the meeting of April 18, 1984 at 7:30 p.m.; Council Member Straughan seconded the motion, which was carried unanimously by a voice vote.
