HomeMy WebLinkAboutMIN 1984 0716 CC ADJJuly 16, 1984 Moorpark, California An adjourned regular meeting of the City Council of the City of Moorpark, California, was held on July 16, 1984, in the Council Chambers in the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 7:05 p.m., Mayor Leta Yancy- Sutton presiding. 2. ROLL CALL PRESENT: Councilmembers Roger Beaulieu, Clinton D. Harper, Albert Prieto, Jerry Straughan and Mayor Leta Yancy - Sutton; ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Steven Kueny, City Manager; Marshall W. Julian, Interim City Manager; Niall Fritz, Director of Community Develop- ment; and John Gedney, City Treasurer and Accountant. 4. Review of Proposed 1984 -85 Budget Mr. Julian, Interim City Manager, generally reviewed the revenue projections which did not include Revenue Sharing, since the Federal Government has not yet provided an estimated allocation amount to the City. The Budget Summary (Page 1 of Budget document) was reviewed in detail which included estimated revenue and expenditures and projected balances in each fund. The projected revenue amount for sales tax, balances to be transferred by the County of Ventura for the Street Lighting District, Building Permit fees, and Quimby Park, in lieu fees, proposed Citywide Park Maintenance District, City Attorney expenses for telephone and duplication costs, and the need to fund the preparation and fine - tuning of the various General Plan Elements was reviewed. The City Arrived at 8:15 p.m. RECESS and EXECUTIVE SESSION The Mayor declared a recess, the time being 8:45 p.m. The meeting reconvened at 8:55 p.m., all members of the Council being present, and by general consent immediately adjourned to an executive session for the purpose of discussing potential litigation. -1- The meeting reconvened at 9:50, all members of the Council being present, and the Mayor declared a short recess. The meeting reconvened again at 9:55, all members being present. LITIGATION - PACIFICA vs. CITY OF MOORPARK et al. Moved by Councilmember Straughan, seconded by Councilmember Harper and unanimously carried that the City Attorney be authorized to represent the City in the subject litigation, and to file the necessary responses. BUDGET DISCUSSION Councilmember Beaulieu introduced the subject of possible data processing application for computer. Council consensus was to form a committee to study the City's needs. Councilmember Harper expressed concern with cost per single family dwelling unit in developer fees. He suggested and Council concurred to direct staff to compare Moorpark's fees and when fees are collected to nearby cities. The Council discussed the proposed City Hall remodeling and Com- munity Center expansion to replace the City's use of a portion of the existing Community Center. The Council discussed a loan of a portion of the Quimby Fund to help fund the project along with available General Fund monies. Mayor Yancy- Sutton suggested and Council concurred to set aside $45,000 from the General Fund in 1984 -85 for the expansion project and to try to do so each year to fund this project and repay any loans for the purpose. Council also concurred that it had been the Council's intent to set aside $45,000 for this purpose in 1983 -84. There was also discussion of using a portion of the Community Center as a Senior Citizens Center. Council concurred to defer this decision until after an arthitect was selected for the project. In response to question by Councilmember Beaulieu, staff reported that Glenwood Park (Griffin Homes development) was about 60% complete. Councilmember Straughan suggested that in the future, the City consider developing a multi -year budget with goals and objectives. Council briefly discussed funding for recreation programs and the need for a recreation element, but took no actions.
