Moorpark, California
An adjourned regular meeting of the City Council of the City
of Moorpark, California, was held on October 10, 1984, in the
Council Chambers in the City Hall of said City, located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:05 p.m., Mayor Leta Yancy-
Sutton presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Councilmember Clinton Harper.
3. ROLL CALL
PRESENT: Councilmembers Roger Beaulieu, Clinton D. Harper,
Albert Prieto, Jerry Straughan and Mayor
Leta Yancy - Sutton;
ABSENT: None.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Steven Kueny, City Manager; Niall Fritz, Director of
Community Development; Diane Eaton, Associate Planner;
Lt. Arve Wells, County Sheriff's Department; and
Doris D. Bankus, City Clerk.
4. HEARINGS
4.A. Growth Management Ordinance (Continued from October 3, 1984)
The Mayor introduced the following individuals who had been invited
to attend this meeting and to provide input during the Council's
consideration of the subject matter, with each of the individuals
representing the interests so indicated:
Urban McClellan, of Urban West Communities - residential
Dr. Bill Janss, Janss Corporation - commercial
Ed Ball, Cabot, Cabot & Forbes - industrial
After a short discussion concerning the contents of the ordinance
which had been presented by the Building Industries Association
at the Council Meeting of October 3, 1984, Councilmember Prieto
presented a proposed ordinance and briefly outlined its contents.
By general consent the meeting was recessed in order to allow
sufficient time for the members of the Council to read the
ordinance presented by Councilmember Prieto, the time being 7:15 p.m.
The meeting reconvened at 7:30 p.m., all members of the Council
being present.

Discussion regarding Councilmember Prieto's proposed ordinance
was participated in by members of the Council, as well as the
representative panel of developers, and members of the City staff.
There was discussion regarding compliance with Air Quality Manage-
ment District and Federal 208 Wastewater Management Plan; whether
or not the ordinance should apply only to residential development;
possible exemption of existing projects which have recorded tract
maps; and addition of a provision requiring review of ecomonic
effect, both adverse and beneficial.
The Mayor then declared a recess, the time being 8:45 p.m.
The meeting reconvened at 8:55 p.m., all members of the Council
being present.
During the discussion several suggestions were made and noted by
members of the City staff regarding the changing, deletion or
addition of certain language to Councilmember Prieto's proposed
ordinance, and it was generally agreed that the matter would
again be considered at an adjourned meeting to be held on
October 24, 1984, at 7:00 p.m., in the Council Chambers at the
Moorpark City Hall, and the staff was instructed to prepare a
document which would reflect all such changes, deletions and
additions. Staff was also instructed to distribute such document
well enough in advance of the meeting to provide ample time for
study.
The Mayor then declared a recess, the time being 9:55 p.m.
The meeting reconvened at 10:10 p.m., all members of the Council
being present.
5. REPORTS FROM STAFF
5.A. State Transportation Improvement Program (STIP)
Consideration for Possible Protects
The City Manager gave a verbal report regarding the subject matter
and recommended that the City recommend the inclusion of the
unimproved portions of Highway #118 to the end of the Freeway
as a STIP project.
After discussion it was moved by Councilmember Straughan and
seconded by Councilmember Harper that Highway #118 from the Saticoy
Bridge east to the end of the Simi Freeway be recommended by the
City as a STIP project.
The Mayor stated that she would be opposed to the motion in its
present form because the EIR on the alternate routes for the Highway
#118/ #23 Interchange has not been prepared, and would not be in favor
of any action which might have an effect on the interchange routes.

The motion was then amended by Councilmember Straughan, the
maker of the motion, and agreed to by the second, Councilmember
Harper, to provide that Highway #118 from the Saticoy Bridge
east to Princeton Avenue in the City of Moorpark be recommended
by the City as a STIP project.
The motion, as so amended, carried by the following roll call
vote:
AYES: Councilmembers Straughan, Harper, Beaulieu,
Prieto and Mayor Yancy- Sutton;
NOES: None;
ABSENT: None.
5.B. Reintroduce Ordinance No. 33 re terms of Commissioners
The City Manager stated that because of some changes in Ordinance
No. 33, which had been introduced at the regular meeting of
October 3, 1984, it would be necessary to reintroduce said ordinance.
He then presented Ordinance No. 33, entitled:
AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA,
AMENDING CHAPTER 2.06 OF TITLE 1 OF THE MOORPARK
MUNICIPAL CODE, RELATING TO COMMISSIONS
Moved by Councilmember Straughan, seconded by Councilmember Prieto
and unanimously carried to waive further reading of said ordinance.
Moved by Councilmember Prieto and seconded by Councilmember Harper
that said Ordinance No. 33, entitled as hereinabove set forth,
be re- introduced, which motion carried by the following roll call
vote:
AYES: Councilmembers Prieto, Harper, Beaulieu, Straughan
and Mayor Yancy- Sutton;
NOES: None;
ABSENT: None.
6. ADJOURNMENT
There being no further business to come before the Council at this
time, the meeting was adjourned by general consent, the time being
10:15 p.m.
